Military Personnel Confirmation Restoration Act of 2023 This bill requires the Department of Defense (DOD) to provide certain relief to individuals whose promotions to a grade or rank in the Armed Forces of O-7 or higher were delayed by the Senate. Specifically, the bill applies to those individuals who were confirmed between December 5, 2023, and December 31, 2023. The bill requires DOD to provide pay and benefits associated with the appointment retroactive to the later of (1) the date that is 30 days after the date on which the nomination was placed on the Executive Calendar of the Senate, or (2) the date on which the individual would have been appointed but for the suspension of Senate confirmation of appointments.

Homebuyers Privacy Protection Act This bill prohibits a credit reporting agency from providing a consumer's credit report to a third party in connection with a residential mortgage transaction unless (1) the third party provides documentation certifying that it has the consumer's consent; or (2) the third party has originated the mortgage, is the current loan servicer, or has a current specified banking relationship with the consumer.

Segal AmeriCorps Education Award Tax Relief Act of 2023 This bill excludes from gross income amounts received as AmeriCorps educational awards provided under the National and Commuity Service Act of 1990.

End Double Taxation of Successful Consumer Claims Act This bill allows a deduction from gross income (above-the-line deduction) for attorney fees and court costs in connection with a claim of a consumer protection violation.

Pathways to Health Careers Act This bill provides funding for, reauthorizes through FY2028, and makes a variety of changes to certain grants administered by the Department of Health and Human Services that provide education and training to low-income individuals for health care occupations, including by establishing a new competitive grant for projects designed to train low-income individuals in allied health professions.

Upskilling and Retraining Assistance Act This bill increases to $12,000 in 2024-2025, the exclusion from employee gross income, for income tax purposes, of employer-paid educational assistance programs. The bill also expands the exclusion to include amounts paid for education-related tools and technology (e.g., hand tools, computers, software, licensure fees).

Immigrant Veterans Eligibility Tracking System Act or the I-VETS Act This bill requires the Department of Homeland Security (DHS) to identify non-U.S. nationals ( aliens under federal law) who are serving or have served as a member of the Armed Forces when the individual applies for an immigration benefit or is placed in an immigration enforcement proceeding. Such membership shall be reflected in DHS records and may not be used to remove an alien from the United States.

Paperwork Burden Reduction Act This bill modifies provisions under the Patient Protection and Affordable Care Act so that employers and health insurance providers are no longer required to send tax forms to covered individuals showing proof of minimum essential coverage (1095-B and 1095-C tax forms) unless a form is requested. Currently, employers and health insurance providers that provide minimum essential coverage must report this information for each covered individual to the Internal Revenue Service (IRS) and provide a copy of this information to the covered individual (through 1095-B and 1095-C tax forms) by January 31 of each year. The IRS allows for 1095-B tax forms, which are sent by certain health insurance providers and employers, to be made available to individuals only upon request. The bill provides statutory authority for this flexibility and extends this flexibility to 1095-C tax forms, which are sent by certain large employers. Such requests must be fulfilled by January 31 or 30 days after the date of the request, whichever is later. Employers and health insurance providers must give individuals timely notice of this option, in accordance with any requirements set by the IRS.

This resolution recognizes that the economic relationship between the United States and Israel is strong and has benefitted both countries and the peoples of both countries. It also expresses support for the people of Israel and the economy of Israel in the face of Hamas' attacks against Israel. Additionally, the resolution affirms that (1) the United States-Israel Free Trade Agreement set the stage for robust growth in trade and investment between the United States and Israel, and (2) the agreement can serve as a tool for supporting the economy of Israel during the conflict with Hamas.

Employer Reporting Improvement Act This bill modifies provisions under the Patient Protection and Affordable Care Act that require employers and health insurance providers to prepare tax forms showing proof of minimum essential coverage (1095-B and 1095-C tax forms). Currently, employers and health insurance providers that provide minimum essential coverage must report this information for each covered individual to the Internal Revenue Service (IRS), including the covered individual's Tax Identification Number (TIN). Employers and providers must also send a copy of this information to the covered individual (through 1095-B and 1095-C tax forms) by January 31 of each year. The IRS allows for an individual's date of birth to be substituted for the individual's TIN if the TIN is not available. The IRS also allows employers and providers to offer 1095-B and 1095-C tax forms to individuals electronically. The bill provides statutory authority for these flexibilities. Additionally, under current law, large employers (generally those with 50 or more full-time employees) are subject to an assessment by the IRS if they do not offer affordable minimum essential coverage. The bill requires the IRS to give large employers at least 90 days to respond after sending its first letter about a proposed assessment (Currently, the IRS generally gives 30 days to respond.) It also establishes a six-year statute of limitations for collecting assessments.

Iranian Sanctions Enforcement Act of 2023 This bill establishes an Iran Sanctions Enforcement Fund to pay expenses relating to seizures and forfeitures of Iranian property and provides statutory authority for the Export Enforcement Coordination Center, which is in the Department of Homeland Security (DHS) and investigates and prosecutes violations of U.S. export control laws. Specifically, the Iran Sanctions Enforcement Fund may be used to pay (1) investigative costs incurred by a law enforcement agency of DHS or the Department of Justice; (2) expenses related to detention, security, or disposal of seized property; or (3) the costs of contracting associated with the seizure or forfeiture of Iranian property.

Protecting Survivors from Traumatic Brain Injury Act of 2023 This bill requires the Centers for Disease Control and Prevention to collect and analyze data about brain injuries resulting from domestic or sexual violence and publish its findings.

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex (including sexual orientation, gender identity, and sex characteristics), disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

This resolution states that the Senate stands with Israel as it defends itself, reaffirms Israel's right to self-defense, and calls on all countries to unequivocally condemn Hamas' war on Israel. The resolution also reaffirms the United States' commitment to Israel's security, supports emergency resupply and certain other types of assistance to Israel, and calls on the United States to lead an international effort to deprive Hamas of Iranian and other sources of funding and lethal assistance. Furthermore, the resolution states that it may not be construed as a declaration of war or an authorization for the use of military force.

This bill excludes from gross income, for income tax purposes, compensation of members of the Armed Forces performing services in Niger, Mali, Burkina Faso, and Chad on the same basis as if such services had been performed in a combat zone.
