Help Our Kelp Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish a grant program to fund projects to conserve, restore, or manage kelp forest ecosystems. (A kelp forest is a dense grouping of large brown algae which also serves as a habitat for marine life.) Eligible projects include those that address the greatest relative regional declines in kelp forest ecosystems, focus on kelp forest seeding and connectivity, or integrate Indigenous knowledge and cultural practices into the restoration and monitoring of kelp forest ecosystems. The bill specifies that members of the fishing industry, institutions of higher education, nonprofit organizations, Indian tribes, state agencies, and local governments are eligible to receive grants. The bill prohibits a grant from exceeding 85% of the total project cost. However, NOAA may waive this restriction in limited circumstances.

Hispanic Educational Resources and Empowerment Act of 2023 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic and Latino students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as improving school-based and institutional practices to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.

Impact Aid Infrastructure Partnership Act This bill authorizes through FY2027 construction grants under the Impact Aid program. The Impact Aid program provides funding to local educational agencies (LEAs) that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases). Specifically, the bill directs the Department of Education (ED), based on applications submitted by LEAs that are eligible to receive payments under the Impact Aid program, to establish a priority listing for grant awards based on facility condition. Further, ED must comply with specified requirements when making grant payments under this bill. For example, ED must provide a grant in full to an LEA that (1) has a facility in violation of a building code that represents a health hazard and which fails to meet other standards, and (2) has no capacity to issue bonds. ED must also require an LEA that has the capacity to issue bonds to pay a percentage of the total cost of the project supported with grant funds. ED must annually report to Congress on the projects carried out under this bill.

This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Good Samaritan Remediation of Abandoned Hardrock Mines Act of 2023 This bill promotes the remediation of abandoned hardrock mine sites by Good Samaritans. A Good Samaritan means a person that is (1) not a past or current owner or operator of the abandoned site; (2) had no role in the creation of the historic mine residue; and (3) is not potentially liable under any law for the remediation, treatment, or control of the historic mine residue. The bill requires the Environmental Protection Agency (EPA) to establish a Good Samaritan pilot program. Under the program, the EPA may issue permits to allow Good Samaritans to remediate historic mine residue at abandoned hardrock mine sites without being subject to enforcement or liability under specified environmental laws for past, present, or future releases, threats of releases, or discharges of hazardous substances or other contaminants at or from the abandoned mine site. In addition, the bill establishes a Good Samaritan Mine Remediation Fund for land management agencies that authorize Good Samaritans to conduct remediation projects on federal land.

Child Care Stabilization Act This bill provides additional funding through FY2028 for child care stabilization grants under which lead state agencies make subgrants to child care providers for personnel costs, facility costs, the purchase of personal protective equipment, and other costs related to providing child care services.

Defending Hunters' Education Act of 2023 This bill authorizes the use of federal elementary and secondary education funds to purchase or use dangerous weapons for purposes of providing students with educational enrichment activities and instruction, such as archery, hunter safety education, or culinary arts. Current law prohibits the use of these funds to provide any person with a dangerous weapon or training in the use of a dangerous weapon. The bill specifies that this prohibition shall not apply to the use of these funds for permissible program activities that provide students with educational enrichment activities and instruction, such as archery, hunter safety education, or culinary arts.

Farmers Feeding America Act of 2023 This bill reauthorizes The Emergency Food Assistance Program (TEFAP), increases funding for the program, and provides additional delivery options for geographically isolated states (i.e., Hawaii, Alaska, Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, and Guam). TEFAP is a federal program that helps supplement the diets of people with low income by providing them with emergency food assistance at no cost. Through TEFAP, the Department of Agriculture (USDA) purchases a variety of commodities and makes those food products (e.g., canned, frozen, dried, and fresh fruits and vegetables, eggs, meat, dairy, and whole-grain and enriched grain products) available to state distributing agencies. The bill increases funding for purchasing commodities under the program. Further, the bill directs USDA to coordinate with geographically isolated states to (1) establish alternative delivery options for allocated commodities, and (2) allow for the states to order commodities through the USDA Department of Defense Fresh Fruit and Vegetable Program. USDA may also provide geographically isolated states the ability to directly purchase domestically grown food in lieu of receiving a portion of the commodities. Under this option, USDA may distribute as cash to the state up to 20% of the cash value of the commodities that are allocated to the state under TEFAP. Further, USDA may consider additional factors beyond lowest price in determining winning bids for contracts for fresh produce packages (including product variety and transportation distance).

Strengthening the Office of Tribal Relations Act of 2023 This bill establishes the position of Assistant Secretary of Agriculture for Tribal Relations within the Department of Agriculture (USDA). This position may be responsible for (1) overseeing USDA's Office of Tribal Relations; (2) planning, coordinating, and implementing USDA's policies and programs serving Indian tribes and tribal organizations; (3) coordinating tribal programs and activities in all of USDA's offices and agencies; and (4) participating in negotiated rulemakings associated with USDA's tribal programs.

Tribal Access to Nutrition Assistance Act of 2023 This bill allows for dual enrollment in the Food Distribution Program on Indian Reservations (FDPIR) and the Supplemental Nutrition Assistance Program (SNAP). Specifically, the bill allows any household that is eligible to participate in FDPIR to simultaneously participate in SNAP.

Preventing Health Emergencies And Temperature-related Illness and Deaths Act of 2023 or the Preventing HEAT Illness and Deaths Act of 2023 This bill establishes several programs to address the adverse health effects of extreme heat. For example, the bill establishes an interagency committee in the White House's Office of Science and Technology Policy to address the health risks of extreme heat through coordinated research, strategic partnerships, and workforce development. It also requires the National Oceanic and Atmospheric Administration (NOAA) to (1) establish a heat health information system to improve forecasts of extreme heat, and (2) contract with the National Academies of Sciences, Engineering, and Medicine to study policy, data, and research gaps relating to extreme heat. NOAA may also, in coordination with the interagency committee, award financial assistance to nonprofits, academic institutions, and state, local, and tribal governments to support the ability of communities to mitigate the health effects of extreme heat (e.g., building modifications and educational campaigns).

Secure Rural Schools Reauthorization Act of 2023 This bill reauthorizes through FY2026 and modifies the Secure Rural Schools (SRS) program as well as a pilot program that allows regional foresters to appoint members to SRS resource advisory committees. Under the existing SRS program, states and counties containing federal land may receive payments from the Forest Service or the Department of the Interior respectively for schools and certain other municipal services. The bill extends the authority of the Forest Service and Interior to (1) calculate and provide payments to states and counties under the SRS program through FY2026, and (2) initiate projects using funds provided by the program through FY2028. It also extends the deadline to obligate those funds until the end of FY2029. Additionally, the bill expands the pilot program to allow regional foresters in all states, not just those in Montana and Arizona, to appoint members to the advisory committees in their regions.

Farmer to Farmer Education Act of 2023 This bill expands the authority of the Department of Agriculture (USDA) to provide technical assistance for farmer-to-farmer networks. A farmer-to-farmer network means any affiliation or association of farmers that share information, technical assistance, or any other type of mutually beneficial support. Under the bill, USDA may enter into cooperative agreements with eligible entities to provide assistance to farmer-to-farmer networks to (1) build network capacity, connect farmers with mentors or group learning opportunities, and support goal setting; (2) increase technical assistance for farmers, ranchers, and forest owners who use different farming models, practices, and scales; and (3) establish and steward the networks. Those eligible for the program include nonprofit entities, farmer-to-farmer networks, tribal entities, local governments, institutions of higher education, and states. USDA must prioritize agreements with entities that seek to meet the specific needs of certain farmers, ranchers, and forest owners who are historically underserved or operating in high-poverty areas. The bill also provides for subawards to plan and conduct events, as well as to identify and develop innovative activities, in order to increase farmer access to farmer-to-farmer assistance. USDA and the Natural Resources Conservation Service must establish any necessary additional requirements for subawards.

Stillbirth Health Improvement and Education for Autumn Act of 2023 or the SHINE for Autumn Act of 2023 This bill authorizes grants and establishes other programs to improve data collection on stillbirths. Specifically, the Department of Health and Human Services (HHS) may award grants for surveillance and data collection on stillbirths, and HHS must issue guidelines for health departments and vital statistics units concerning the collection of stillbirth data. HHS must also develop educational awareness materials about stillbirths and make them publicly available. Furthermore, HHS must implement a fellowship program to provide training in perinatal autopsy pathology and otherwise support research on stillbirths and fetal autopsies. The bill also requires HHS to issue a report with educational guidelines on stillbirths and stillbirth risk factors.

Rebuild America's Schools Act of 2023 This bill provides support for long-term improvements to public elementary and secondary school facilities. First, the bill sets forth allocations to states and establishes a need-based grant program for local educational agencies (LEAs) to improve school facilities. Further, the bill specifies allowable uses of grant funds, including carrying out major repairs, improving indoor air quality, and making facilities accessible to disabled individuals. Additionally, the bill requires LEAs that receive funds for new construction, modernization, or renovation projects to comply with hazard-resistance building codes and performance criteria under the WaterSense program of the Environmental Protection Agency. Further, the bill requires such LEAs to adopt certain green practices (environmental standards) and requires the use of iron, steel, and manufactured products that are made in the United States (Buy America). The bill restores school infrastructure tax credit bonds. The bill also sets forth reporting requirements, including annual reports on grant program projects and a report by the Government Accountability Office that requires a study of the geographic distribution of projects, the impact of selected projects on student and staff health and safety, and the accessibility of projects to high-poverty schools. The bill also establishes the Office of School Infrastructure and Sustainability within the Department of Education. Next, the bill extends through FY2028 the Impact Aid Construction program. Finally, the bill establishes a grant program to assist LEAs with repairing or replacing concrete foundations affected by pyrrhotite (an iron sulfide material linked to crumbling foundations).

This joint resolution expresses the sense of Congress that the Equal Rights Amendment, which prohibits discrimination on the basis of sex, was ratified by more than three-fourths of the states and is therefore a valid constitutional amendment, effective January 27, 2020 (the date of Virginia's ratification). The Equal Rights Amendment was originally proposed to the states in 1972. The original proposal included a deadline for ratification of March 22, 1979; Congress subsequently extended the deadline to June 30, 1982. Although the requisite 38 states have ratified the amendment, three of these states did so after the deadlines, and five states subsequently rescinded their ratifications. The status of the amendment has been the subject of litigation.

Artificial Intelligence Bug Bounty Act of 2023 This bill requires the Chief Digital and Artificial Intelligence Office (CDAO) within the Department of Defense (DOD) to develop a bug bounty program for foundational artificial intelligence products being incorporated by DOD. Generally, a bug bounty program provides incentives to individuals to discover and report on vulnerabilities in an organization's software or systems. Not later than one year after the enactment of this bill, CDAO must brief Congress on the development of bug bounty programs and long-term plans with respect to such programs.

Enabling Farmers to Benefit from Processing Nutrition Programs Act of 2023 This bill directs the Department of Agriculture (USDA) to establish a streamlined process for farmers and ranchers to provide benefits under certain federal nutrition programs (i.e., the Supplemental Nutrition Assistance Program; the Senior Farmers Market Nutrition Program; the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); and the Gus Schumacher Nutrition Incentive Program). Specifically, USDA must establish a streamlined application process for farmers and ranchers to apply to be vendors under the nutrition programs, including by developing a single application for the programs or an information sharing system. USDA must also develop a streamlined process for these vendors to use standardized technology to process program benefits (such as a single piece of equipment or a mobile application). Further, USDA must ensure that the program benefit processing equipment and systems made available by a state agency is appropriate for the entity. For example, this includes ensuring wireless or mobile processing equipment and technology systems are appropriate for farmers markets and other direct-to-consumer markets.

Reproductive Health Care Accessibility Act This bill establishes various grants and related programs that address sexual and reproductive health care for individuals with disabilities. Specifically, the Health Resources and Services Administration must support training for health care providers who offer sexual and reproductive health care to individuals with disabilities, and educating individuals with disabilities about sexual and reproductive health care. The Administration for Community Living must establish a national center to provide recommendations, technical assistance, and other resources related to the provision of sexual and reproductive health care for individuals with disabilities. The bill also authorizes support for medical schools, nursing schools, and other educational institutions that offer obstetrics and gynecology training programs to expand the number of individuals with disabilities entering the reproductive health care workforce. Additionally, the Department of Health and Human Services must study the effectiveness and other aspects of reproductive health care services and programs for individuals with disabilities.

Converting Our Waste Sustainably (COWS) Act of 2023 This bill establishes an alternative manure management program for eligible dairy and livestock producers and provides specified funds to the program for FY2024 through FY2028. The Department of Agriculture (USDA) must establish an alternative manure management program to award producers contracts to support carbon sequestration and greenhouse gas emissions reductions. Producers must implement management measures that include adopting pasture-based management; alternative manure treatment and storage practices; a solid separation system (or installing a new, higher efficiency solid separation system); or scrape technologies, including vacuum technologies. USDA may provide a 100% federal cost share. Further, the bill caps the maximum payment to a person or legal entity in any five-year period at $825,000. USDA must prioritize contracts to entities that address public health concerns (e.g., air quality and water quality) associated with dairy and livestock operations located near low-income or underserved communities. Further, USDA must ensure geographical diversity when awarding contracts. USDA must also use a majority of the program's funds for small and mid-sized dairy and livestock operations, including beginning, limited resource, and socially disadvantaged farmers and ranchers. The bill also includes composting practices as eligible projects under USDA's Environmental Quality Incentives Program and Conservation Stewardship Program. Finally, USDA must review practice standards for composting facilities and soil carbon amendments (e.g., compost) and develop and implement a new conservation practice standard for the on-farm production of compost.

Enabling More of the Physical and Occupational Workforce to Engage in Rehabilitation Act or the EMPOWER Act This bill prohibits the supervision requirements for physical therapy assistants and occupational therapy assistants for covered outpatient services under Medicare from being different from supervision requirements under state law. The Government Accountability Office must report on the impact of Medicare payment differentials for such services in rural areas.

Strengthening Consumer Protections and Medical Debt Transparency Act This bill establishes a series of requirements relating to the collection of medical debt. Among other provisions, the bill restricts the circumstances under which health care entities may initiate extraordinary collection actions, requires entities to provide detailed debt statements and payment receipts to patients, and establishes a public medical debt collection database with information about medical debt collectors.

Freedom to Vote Act This bill addresses voter registration and voting access, election integrity and security, redistricting, and campaign finance. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. Next, the bill establishes Election Day as a federal holiday. The bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. The bill establishes certain federal criminal offenses related to voting. In particular, the bill establishes a new criminal offense for conduct (or attempted conduct) to corruptly hinder, interfere with, or prevent another person from registering to vote or helping someone register to vote. Additionally, the bill sets forth provisions related to election security, including by requiring states to conduct post-election audits for federal elections. The bill outlines criteria for congressional redistricting and generally prohibits mid-decade redistricting. The bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices.

Equitable Community Access to Pharmacist Services Act This bill expands Medicare coverage to permanently include services provided by a pharmacist, including incidental services and supplies, related to testing, vaccines, and treatment for COVID-19, influenza, and certain other illnesses. Specifically, the bill provides for continued coverage of pharmacist services relating to evaluation and management of patients for testing and treatment for COVID-19, influenza, respiratory syncytial virus (RSV), or streptococcal pharyngitis (strep throat), as well as vaccines for pneumococcal disease, COVID-19, influenza, or hepatitis B. It also generally provides for coverage of pharmacist services during a public health emergency.

Mental Health for Latinos Act of 2023 This bill requires the Substance Abuse and Mental Health Services Administration to develop and implement an outreach and education strategy regarding behavioral health issues among the Hispanic and Latino populations. The strategy must be designed to promote behavioral and mental health and reduce stigma associated with mental health conditions and substance abuse among such populations.

Preventing Maternal Deaths Reauthorization Act of 2023 This bill reauthorizes through FY2028 and otherwise modifies federal support for state-based efforts to improve maternal mortality review committees; enhance surveillance of pregnancy-associated and -related deaths; and otherwise improve, and reduce disparities in, maternal health outcomes. The bill also requires the Centers for Disease Control and Prevention to annually disseminate best practices for preventing maternal mortality and morbidity to hospitals, professional societies, and perinatal quality collaboratives (i.e., networks of perinatal care providers and public health professionals that work to improve pregnancy outcomes through continuous quality improvement).

Treat and Reduce Obesity Act of 2023 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Tribal Access to Clean Water Act of 2023 This bill expands access to water resources for Native communities (i.e., Indian tribes and Native Hawaiian communities). Specifically, the bill allows the Department of Agriculture to make or insure loans and make grants to eligible entities (e.g., Native communities) for technical assistance to develop, use, and control water. Additionally, the bill allows the Indian Health Service to (1) provide and maintain essential sanitation facilities to community structures (e.g., schools, hospitals, and tribal offices), (2) provide technical assistance, and (3) provide financial assistance to operate and maintain water facilities that serve Native communities.The bill also increases the authorization of appropriations for the Native American Affairs Technical Assistance Program through FY2028.

Nutrition Administration Assistance Act of 2023 This bill authorizes additional funding through FY2028 to pay administrative costs incurred by states for certain Department of Agriculture programs. The bill specifically authorizes funding for administrative costs incurred by state agencies to carry out the Commodity Supplemental Food Program, states to carry out state plans under the Emergency Food Assistance Program, and states to carry out the Seniors Farmers' Market Nutrition Program.

Wildland Firefighter Paycheck Protection Act of 2023 This bill establishes specialized pay for federal wildland firefighters. Specifically, the bill provides for a specialized pay schedule for wildland firefighters in the Forest Service and the Department of the Interior. The specialized pay schedule is based on the General Schedule, increased by a specified percentage depending on the position grade (the higher the grade, the lower the percentage adjustment). The bill also provides for specialized premium pay for wildland firefighters who respond to certain prolonged fire incidents (i.e., those that are not contained within 36 hours). It also provides for paid rest and recuperation leave in conjunction with such responses.

Upper Colorado and San Juan River Basins Endangered Fish Recovery Programs Reauthorization Act of 2023 This bill reauthorizes through FY2031 and revises the U.S. Fish and Wildlife Service's Upper Colorado River and San Juan River Basin recovery implementation programs to restore populations of certain endangered and threatened fish. The goal of the Upper Colorado River Endangered Fish Recovery Program is to recover the humpback chub (Gila Cypha) , bonytail (Gila elegans) , Colorado pikeminnow (Ptychocheilus lucius) , and razorback sucker (Xyrauchen texanus) . The states of Colorado, Utah, and Wyoming are partners in the program. The goal of the San Juan River Basin Recovery Implementation Program is to recover the Colorado pikeminnow ( Ptychocheilus lucius ) and razorback sucker ( Xyrauchen texanus ). The states of Colorado and New Mexico are partners in the program. The bill expands the programs to include the recovery of threatened fish stock. Thus, the bill requires the Upper Colorado River program to continue efforts to restore populations of the humpback chub, which was reclassified from an endangered species to a threatened species in 2001.

IDEA Full Funding Act This bill provides permanent, mandatory funding for the grant program that assists states and outlying areas in providing special education and related services to children with disabilities.
