Community Telecommunications Planning Act of 2003 - Authorizes each of the Secretaries of Commerce, Agriculture, and Education to make grants to a local or tribal government, local non-profit entity, cooperative, public utility, or other public entity for community telecommunications infrastructure planning and market development purposes. Requires, in each case, the development of a telecommunications infrastructure and market development plan. Requires the Secretary concerned to give priority to grants for such planning and development for rural or underserved areas.

Daniel Patrick Moynihan Global Affairs Institute Act - Authorizes the Secretary of Education to award a grant to Syracuse University to establish an endowment fund to support a Daniel Patrick Moynihan Global Affairs Institute. Requires the University, to be eligible for such grant, to designate the global affairs institute within the Maxwell School of Citizenship and Public Affairs as the Daniel Patrick Moynihan Global Affairs Institute.

Seniors Safety Act of 2003 - Directs the United States Sentencing Commission to review and, if appropriate, amend Federal sentencing guidelines: (1) to include the age of a crime victim as an enhancement factor; and (2) with respect to health care benefit program fraud. Amends the Federal criminal code to: (1) provide increased penalties for fraud which results in serious injury or death; and (2) set penalties for fraud in relation to retirement arrangements. Directs the Federal Trade Commission to establish procedures regarding telemarketing fraud, including referrals of complaints for potential law enforcement action. Provides for the blocking or termination of telephone service associated with telemarketing fraud. Includes within Federal injunctive authority against fraudulent actions certain offenses under the Social Security Act relating to false claims and illegal kickback schemes involving Federal health care programs. Amends the Social Security Act to: (1) authorize the Attorney General to bring an action to enforce such authority; and (2) extend certain anti-fraud safeguards to the Federal Employees Health Benefits Program. Nursing Home Resident Protection Act of 2002 - Provides civil penalties for violations that affect the health, safety, or care of individuals in a residential health care facility and result in significant harm. Amends the Controlled Substances Act to state that a defendant may not use property subject to criminal forfeiture to satisfy a restitution order, with an exception. Prohibits: (1) the use of bankruptcy proceedings to shield illegal gains from false claims brought against the Government; and (2) the debt arising from such illegal gains from being discharged in bankruptcy proceedings.

Call to Service Act - Amends the National and Community Service Act of 1990 (NCSA) and the Domestic Volunteer Service Act of 1973 (DVSA) to reauthorize appropriations and revise requirements for national volunteer service programs administered by the Corporation for National and Community Service (CNCS). Revises NCSA programs, including: (1) Learn and Serve America programs of service-learning for elementary and secondary students, for higher education and work-study, as well as for community-based training, programs, and initiatives, and for a service-learning clearinghouse; (2) a National Service Trust Program (AmeriCorps grants), including an E-Corps; (3) the National Service Trust and provision of National Service Educational Awards (to AmeriCorps members and participants in certain other community service programs, including a new program of service-based awards to secondary students); and (4) the National Civilian Community Corps (NCCC); (5) grants to America's Promise: The Alliance for Youth; and (6) grants to the Points of Light Foundation. Establishes a service-based scholarship program to recognize secondary school juniors and seniors who are engaged in outstanding community service and scholarship. Authorizes CNCS to pay up to $500 to match an equal local contribution for a scholarship to help cover an individual's postsecondary education or job training costs. Revises NCSA requirements for investment for quality and innovation to authorize grants to assist Internet volunteer recruiting entities to locate, promote, and match volunteers with local service and volunteer organizations. Repeals provisions for a special demonstration project for the Yukon-Kuskokwim delta of Alaska. Revises DVSA programs for: (1) Volunteers in Service to America (VISTA) (National Volunteer Antipoverty Programs); and (2) the National Senior Service Corps, including the Retired and Senior Volunteer Program (RSVP), Foster Grandparents, and Senior Companions. Lowers the age for senior service from 60 to 55. Revises NCSA and DVSA requirements for CNCS administration of national volunteer service programs and for accountability of recipients of funds. Expresses the sense of Congress that: (1)programs established or authorized by this Act, and those which receive funding under NCSA or DVSA, are encouraged to provide recruitment and application materials in languages other than English in order to serve communities of limited English proficiency; and (2) such programs may use such funding to provide and distribute such materials.

Individuals with Disabilities Education Improvement Act of 2003 - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize appropriations through FY 2009. Revises IDEA requirements for: (1) assistance for education of all children with disabilities, including infants and toddlers, particularly the identification of such children; and (2) national activities to improve the education of such children. Includes among such national activities: (1) State personnel preparation and professional development grants; (2) scientifically based research into educational practices that support learning and improve academic achievement and progress for all students with disabilities, technical assistance, model demonstration projects, and dissemination of information; (3) supports to improve results for children with disabilities, including parent community training and information centers and community parent resource centers; and (4) interim educational settings, behavioral supports, and whole school intervention. Authorizes the Secretary of Education to make grants related to interim educational settings, behavioral supports, and whole school intervention, as a new component of IDEA national activities. Replaces IDEA State program improvement grants for children with disabilities with grants to State education agencies for personnel preparation and professional development of both special education and regular education teachers of children with disabilities. Revises evaluation and individualized education program requirements to reduce certain meeting and paperwork burdens under IDEA. Amends the Rehabilitation Act of 1973 to authorize additional appropriations for vocational rehabilitation services for students with disabilities, and revise other requirements relating to such services.

Women's Business Centers Preservation Act of 2003 - Amends the Small Business Act to increase from 30.2 to 36 the percentage of funds authorized for FY 2003 for the Women's Business Centers program that must be used for a sustainability pilot program under which the Small Business Administration awards grants to private nonprofit organizations for providing counseling, training, and other business assistance to women entrepreneurs.

Expresses the sense of Congress that: (1) at the 55th Annual Meeting of the International Whaling Commission the United States should remain firmly opposed to commercial whaling, and take other specified related steps; (2) at the 13th Conference of the Parties to the Convention on International Trade in Endangered Species, the United States should oppose all efforts to reopen international trade in whale meat or to downlist any whale population; and (3) the United States should make full use of all appropriate diplomatic mechanisms, relevant international laws and agreements, and other appropriate mechanisms to implement these goals. Urges the United States to take appropriate steps to convince foreign countries whose nationals are engaging in trade in whale meat or a taking which diminishes the effectiveness of the Convention to cease such trade or taking.

Oceans and Human Health Act - Provides for coordination and support of Federal interagency ocean science programs, including research and monitoring on the oceans' role in human health. Amends the National Science and Technology Policy, Organization, and Priorities Act of 1976 with respect to the National Science and Technology Council (NSTC). Directs NSTC to: (1)coordinate and support a national research program on Oceans and Human Health (interagency OHH); and (2) establish a Committee on OHH. Directs the NSTC Chair, through the Committee on OHH, to submit to Congress a program implementation plan containing certain required program activities, including coordination with the National Ocean Research Leadership Council. Directs the Secretary of Commerce (Secretary), as part of the interagency OHH, to establish an OHH Program to coordinate and implement NOAA research and activities related to OHH, including an advisory panel. Directs the Secretary to provide financial assistance to: (1) one or more national centers of excellence to strengthen NOAA's OHH programs and activities; and (2) support distinguished scholars from academic institutions, industry, or State governments for collaborative work with NOAA scientists and facilities. Authorizes the Secretary to: (1) provide grants for critical research and projects on OHH; and (2) establish an OHH traineeship program for scientists at the beginning of their careers. Directs the Secretary to design and implement a national public information and outreach program on potential ocean-related human health risks, including those associated with seafood. Directs the Secretary to assess health risks related to seafood, with comparisons based on harvesting and processing (domestic or imported; commercial or recreational) and on contamination originating from practices prior to and after sale.

Child Health Care Crisis Relief Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to establish programs of educational loan forgiveness and scholarships to encourage qualified individuals to provide mental health services to children and adolescents. Sets forth qualifications, including education and licensing requirements. Limits the program to U.S. citizens or permanent legal residents. Grants priority according to financial need, methodology, and willingness to work with high priority populations in the public sector. Treats such grants as equivalent to those of the National Health Service Corps Programs. Authorizes additional grants for clinical and graduate and paraprofessional training to accredited schools and State-licensed mental health organizations, respectively. Gives priority to applicants that have: (1) a demonstrated ability to collect data on the numbers trained; (2) a familiarity with certain methodology; and (3) programs to increase the numbers of professionals and paraprofessionals serving high priority populations. Requires training to prioritize cultural competency. Amends the Social Security Act to increase the number of child and adolescent psychiatry residents permitted to be paid under the Medicare Graduate Medical Education Program. Extends the Medicare Board eligibility period for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution and need of child mental health service professionals.

Greater Access to Affordable Pharmaceuticals Act - Amends the Federal Food, Drug, and Cosmetic Act to: (1) limit a brand name drug manufacturer to one Food and Drug Administration (FDA) 30-month stay of competition in a patent infringement suit against a generic drug applicant; (2) permit a generic applicant being sued to file a counterclaim to correct or delete patent information; (3) limit damages that a brand name manufacturer may recover in an instance where such manufacturer failed to file certain patent information; (4) permit a generic drug applicant to seek declaratory judgment regarding patent infringement prior to marketing a drug; (5) forfeit the180-day market exclusivity period for a first generic drug applicant to a subsequent generic applicant if the first applicant engages in certain activities which impede such drug's timely marketing; and (6) permit alternative means to determine bioequivalence for drugs that are not absorbed into the bloodstream.

Reaffirms support for the Convention on the Prevention and Punishment of the Crime of Genocide. Anticipates the commemoration of the 15th anniversary of the enactment of the Genocide Convention Implementation Act of 1987 on November 4, 2003. Encourages the people and Government of the United States to rededicate themselves to ending genocide.

Urges: (1) the United States to play a leading role in the drafting of a thematic United Nations (UN) convention that affirms the human rights and dignity of persons with disabilities, and that, among other things, is consistent with the spirit of the Americans with Disabilities Act of 1990, the United States Constitution, and other rights enjoyed by U.S. citizens with disabilities; and (2) the President to instruct the Secretary of State to send to the UN Ad Hoc Committee meetings a U.S. delegation that includes individuals with disabilities who are recognized leaders in the U.S. disability rights movement.

Family Caregiver Relief Act of 2003 - Amends the Internal Revenue Code to revise and rename the Child Tax Credit as the Family Care Credit. Includes within such credit (in addition to the child care credit) a $3,000 credit for each qualifying individual for whom an eligible taxpayer is a long-term care provider. Defines "eligible expenses" as: (1) certain medical care; (2) lodging away from home; (3) adult day care; (4) custodial care; (5) respite care; and (6) other specialized children's services, including day care for children with special needs.

Burmese Freedom and Democracy Act of 2003 - Prohibits the importation into the United States of any article that is a product of Burma (Myanmar) until the President determines and certifies to Congress that Burma has taken certain democratic and counternarcotics actions. Authorizes the President to waive such requirements. Directs the Secretary of the Treasury to direct any U.S. financial institution holding funds of the State Peace and Development Council (SPDC) of Burma or the assets of individuals who hold senior positions in the SPDC or its political arm, the Union Solidarity Development Association, to report those assets to the Office of Foreign Assets Control and take such action as may be necessary to secure them. Directs the Secretary of the Treasury to instruct the U.S. executive director to each appropriate international financial institution to oppose any extension of a loan or financial or technical assistance to Burma until the requirements of this Act are met. Authorizes the President to deny visas and entry into the United States to the former and present leadership of the SPDC or the Union Solidarity Development Association. Urges the Secretary of State to use all appropriate fora, including the Association of Southeast Asian Nations Regional Forum and Asian Nations Regional Forum, to encourage other states to restrict financial resources to the SPDC and Burmese companies while offering support to Burma's democratic movement, including the National League for Democracy and Burma's ethnic groups. Authorizes the President to assist Burmese democracy activists dedicated to nonviolent opposition to the regime in their efforts to promote freedom, democracy, and human rights in Burma.

Consumer Assurance of Radiologic Excellence Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to establish standards to assure the safety and accuracy of medical imaging or radiation therapy. States that such standards shall include licensure or certification, accreditation, and other requirements determined by the Secretary. Exempts the standards from applying to physicians, nurse practitioners, and physician assistants. Requires individuals prior to performing or preparing such imaging or therapy to have successfully completed a national exam approved by the Secretary. Directs the Secretary to certify private nonprofit organizations or State agencies as approved bodies with respect to the accreditation of educational programs or the administration of examinations if such organizations or agencies meet certain standards and give certain assurances. Allows the Secretary to withdraw approval from an approved body. Permits the Secretary to develop alternative standards for rural areas if such action is needed to assure access to quality medical imaging.

Safety Net Hospital Pharmacy Access Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to exclude inpatient prices charged to certain high-volume disproportionate share hospital (DSH) safety net providers from the Medicaid "best price" rule. (Thus allows such providers to negotiate with pharmaceutical companies to receive deeper discounts on the prices of inpatient drugs. Currently such entities are able to receive discounts only on outpatient drugs because of a specified Center for Medicare and Medicaid Services interpretation of the "best price" exemption under the Medicaid drug rebate program.) Applies to any such drug purchased for inpatient use certain auditing and recordkeeping requirements under the Public Health Service Act.

Prevent All Cigarette Trafficking Act or PACT Act - Amends the Jenkins Act to prohibit any person or other legal entity from selling, transferring, or shipping cigarettes into a State that taxes the sale or use of cigarettes (or from advertising or offering cigarettes for such a sale or transfer and shipment) without filing specified information with the tobacco tax administrator of such State within a specified time frame. Requires any person making a "delivery sale" to comply with specified shipping and record-keeping requirements. Grants each State the authority to require any person making a delivery sale of cigarettes into the State to: (1) collect or pay the specified taxes; and (2) provide evidence that the cigarette manufacturer is in compliance with all Federal, State, or local laws generally applicable to the sale or distribution of cigarettes. Sets civil penalties for violations. Authorizes a State to bring an action in U.S. district court to prevent and restrain violations. Prohibits the transmission in the mails of cigarettes for purposes of sale. Designates cigarettes for purposes of sale to be nonmailable matter. Amends the Federal criminal code to lower the threshold quantity of cigarettes qualifying as contraband cigarettes. Grants the Bureau of Alcohol, Tobacco, Firearms, and Explosives: (1) authority previously granted to the Federal Bureau of Investigation (FBI) and the Drug Enforcement Administration (DEA) to conduct certain undercover investigative operations; and (2) authority to inspect records and cigarettes of cigarette sellers who ship, sell, distribute, or receive any quantity in excess of 10,000 cigarettes within a single month.

Working Taxpayer Fairness Restoration Act - Amends the Internal Revenue Code, with respect to the refundability of the child tax credit, to accelerate the increase to the 15 percent rate. Limits, to fair market value immediately following a transaction, the importation of net built-in loss by a corporation. Prohibits an allocation of any decrease in the adjusted basis of partnership property to stock in a corporation which is a partner in the partnership. Repeals part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts). Expands the definition of a disqualified debt instrument with respect to deduction disallowance on certain debt instruments of corporations. Expands the authority to disallow deductions, credits, or other allowances under provisions disallowing such benefits due to acquisitions made to evade or avoid income tax. Amends provisions affecting passive foreign investment companies to state that the term "qualified portion" (of a shareholder's holding period) does not include any period if there is only a remote likelihood of an inclusion in gross income under subpart F (Controlled Foreign Income). Adds to the definition of the term "real estate investment trust" by stating that such term includes a corporation, trust, or association which is not a controlled entity. Directs the Secretary to establish a program requiring the payment of user fees, until September 30, 2013, for: (1) requests to the Internal Revenue Service for ruling letters, opinion letters, and determination letters; and (2) other similar requests.

National Museum of African American History and Culture Act - (Sec. 4) Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. (Sec. 5) Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work, subject to the Board of Regents' general policies. (Sec. 6) Requires the Secretary of SI to appoint a Director to manage the Museum. (Sec. 7) Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. (Sec. 8) Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Requires the Board of Regents to pay costs of planning, design, and construction of the Museum on the chosen site as follows: 50 percent from Federal funds and 50 percent from non-Federal sources. (Sec. 9) Provides for Congressional Budget Act compliance by declaring that authority under this Act to enter into contracts or to make payments shall be effective in any fiscal year only to the extent provided in advance in an appropriations Act, except that mounts made available under section 11 of this Act shall remain available until expended. (Sec. 10) Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106). (Sec. 11) Authorizes appropriations in a specified amount for FY 2004, and in necessary amounts for subsequent fiscal years.

Hepatitis C Epidemic Control and Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to develop and implement a plan for the prevention, control, and management of hepatitis C virus (HCV), which shall include strategies for education and training, surveillance and early detection, and research. Requires the Secretary to conduct a biennial assessment of the plan. Directs the Secretary to support the development of voluntary State, local, and tribal HCV testing programs and counseling. Provides for the vaccination of individuals infected with HCV against hepatitis A and B and other infectious diseases. Directs the Secretary to support the establishment and maintenance of HCV surveillance databases and to establish and support a Hepatitis C Clinical Research Network. Allows the Secretary to award grants to States, political subdivisions of States, Indian tribes, or non-profit entities that have special expertise relating to HCV, to carry out activities under this Act. Directs the Director of the National Institutes of Health to establish a Liver Disease Research Advisory Board.

Unaccompanied Alien Child Protection Act of 2003 - Establishes procedures for immigration officers who find an unaccompanied alien child at a U.S. land border or point of entry who is a national or habitual resident of a contiguous country. Establishes that other unaccompanied alien children, including trafficking victims, shall be in the care of the Office of Refugee Resettlement, except that such children who threaten U.S. security or who are charged with or have been convicted of a felony shall be in the care of the Directorate of Border and Transportation Security. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for detention and prohibited detention practices. Expresses the sense of Congress that the United States Government should ensure that it does not repatriate children in its custody into life- and safety-threatening settings. Directs the Secretary of State to include in the annual State Department Country Report on Human Rights an assessment of the degree to which each country protects children from smugglers and traffickers. Directs the Office, with respect to unaccompanied alien children in the custody of the Office or the Department of Homeland Security, to: (1) develop age determination procedures; and (2) provide immigration counsel. Directs the Executive Office for Immigration Review to develop model guidelines for legal representation of children. Authorizes the Office to provide that each unaccompanied child have a guardian ad litem. Requires the Office to implement a pilot program for the appointment of guardians ad litem. Amends special immigrant juvenile provisions of the Immigration and Nationality Act (INA). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Secretary of Homeland Security to provide immigration officers with related training. Exempts unaccompanied alien children from certain removal and asylum provisions. Amends the Homeland Security Act of 2002 to set forth additional responsibilities and authorities of the Office with respect to unaccompanied alien children.

225th Anniversary of the American Revolution Commemoration Act - Directs the Secretary of the Interior to establish a program to be known as the 225th Anniversary of the American Revolution Commemoration Program. Requires the Secretary to: (1) produce and distribute to the public educational materials relating to the American Revolution, such as handbooks, maps, and interpretive guides; (2) provide technical assistance to other Federal agencies, States, local governments, private entities, and the governments of the United Kingdom, France, the Netherlands, Spain, and Canada; (3) assist in the protection of resources associated with the American Revolution; (4) enhance communications, connections, and collaboration among the National Park Service (NPS) units and programs relating to the American Revolution; (5) expand the research base for interpretation of and education on the American Revolution; and (6) create and adopt an official symbol or device for the theme "Lighting Freedom's Flame: American Revolution, 225th Anniversary." Requires that such Program include: (1) all NPS units and programs relevant to the American Revolution; (2) other governmental and nongovernmental sites, facilities that are documented to be directly related to the American Revolution, and educational, research, and interpretive programs relating to the American Revolution; and (3) the participation of such foreign governments.

Meat and Poultry Pathogen Reduction and Enforcement Act - Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act, respectively, to direct the Secretary of Agriculture to: (1) prescribe initial and final pathogen performance standards for raw meat and raw poultry, and meat and poultry products processed in establishments inspected under such Acts; (2) identify, and publish a list of, such pathogens; (3) initiate pathogen surveys to determine existing levels of meat and poultry contamination; (4) perform microbial compliance testing at such establishments, and prohibit non-complying establishments from labeling such products as "inspected and passed "; and (5) report on the scientific feasibility of establishing health-based performance standards for pathogens in raw meat and meat products. Directs the Secretary to establish a National Advisory Committee for Microbiology Criteria for Foods. Directs the Secretary to enforce Hazard Analysis and Critical Control Point (HACCP) System requirements and other sanitation requirements in any official establishment. Authorizes the Secretary to prohibit non-complying establishments from labeling any meat or meat product, or poultry or poultry product, as "inspected and passed."

Fair And Impartial Rights (FAIR) for Medicare Act of 2003 - Places within the Department of Health and Human Services (HHS) any administrative law judge (ALJ) performing functions in the Medicare appeals process. Directs the Secretary of HHS to ensure the independence of such ALJ's according to specified criteria. Requires that they be placed in an administrative office organizationally and functionally separate from the Centers for Medicare & Medicaid Services. Prohibits any individual who is not a duly appointed ALJ from performing ALJ functions in the Medicare appeals process.

Settlement Encouragement and Fairness Act - Defines "prevailing party" for any Act of Congress, any agency ruling, regulation, or interpretation, or any judicial or administrative rule that provides for the recovery of attorney's fees, to include, in addition to a party who substantially prevails through a judicial or administrative judgement or order or an enforceable written agreement, a party whose pursuit of a non-frivolous claim or defense was a catalyst for a voluntary or unilateral change in position by the opposing party that provides any significant part of the relief sought.

Expresses the sense of the Senate that: (1) changes to athletics policies issued under Title IX (of the Education Amendments of 1972) would contradict the spirit and intent of the mandate to provide equal opportunities in athletics; (2) current Title IX athletics policies (as set forth in the regulations issued in 1975) and the Department of Education's 1979 Policy Interpretation (as clarified in the 1996 Clarification of Intercollegiate Athletics Policy Guidance) should remain unchanged and be enforced vigorously to eliminate the continuing discrimination against women and girls in athletics; and (3) if the Department of Education changes the current Title IX athletics policies, Congress will respond with legislation to restore such policies and preserve the right to equal opportunities in athletics.

National Cancer Act of 2003 - Provides a comprehensive Federal effort relating to treatments for and the prevention of cancer. Amends the Public Health Service Act to fund prevention, detection, and treatment programs of the National Cancer Institute, including translational cancer research (research needed to transform scientific discoveries into approaches and products to treat and cure cancer). Directs the Secretary of Health and Human Services to carry out a research grant program to fund projects that seek to develop cancer treatments that target cancer cells. Addresses issues of cancer care, including: (1) clinical trial participation; (2) workforce needs; (3) cancer survivorship; (4) cancer care guidelines; (5) the supply of researchers; (6) a colorectal cancer screening demonstration program; and (7) an Institute of Medicine study on whether to provide medical coverage under title XVIII (Medicare) of the Social Security Act to certain cancer patients. Directs the Commissioner of Food and Drugs to submit to Congress a plan outlining steps to accelerate the process for reviewing and approving new cancer drugs and treatments. Requires health insurance plans covered by the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to provide: (1) coverage for clinical trials; (2) coverage of cancer screening, including tobacco and nutrition counseling and genetic testing; and (3) patient access to benefit information. Addresses issues of managing physicians and quality of care for cancer patients covered by such plans, including designating a lead managing physician. Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to make grants for: (1) model programs to provide services for cancer and chronic diseases to individuals of health disparity populations; and (2) patient navigators for managing such care of such individuals.

Uterine Fibroid Research and Education Act of 2003 - Directs the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate programs for the conduct and support of research with respect to uterine fibroids. Directs the Secretary of Health and Human Services to develop and disseminate to the public information regarding uterine fibroids, including on: (1) the elevated risk for minority women; and (2) the availability of a range of treatment options. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to develop and disseminate to health care providers information on uterine fibroids, including on: (1) the elevated risk for minority women; and (2) and treatment options.

Judicial Use of Discretion to Guarantee Equity in Sentencing Act of 2003 (JUDGES Act) - Directs the U.S. Sentencing Commission to report to Congress on the incidence of downward departures from the U.S. sentencing guidelines (i.e., imposition of a sentence below the range established by such guidelines). Includes among required report contents: (1) a discussion of the history and purpose of departures in the Federal system; (2) information on rates of departures from the guidelines among different districts and judicial circuits and among different offense and departure types; (3) an analysis of the grounds provided by district court judges when they depart from the guidelines; (4) a comparison of the departure authority in Federal law with that of mandatory State systems; and (5) an assessment of the extent to which departures undermine or promote the purposes of sentencing. Repeals specified nonconforming (sentencing reform) provisions of the Prosecutorial Remedies and Other Tools to end the Exploitation of Children Today Act of 2003 (PROTECT Act), including provisions that limit judges' discretion in sentencing, require the Chief Judge of each district court to submit written reports to the Commission within 30 days of entry of judgment in every criminal case, and make changes to the composition of the Commission.

Upper Housatonic Valley National Heritage Area Act - Establishes the Upper Housatonic Valley National Heritage Area in Connecticut and Massachusetts. Designates the Upper Housatonic Valley National Heritage Area, Inc., as the Areas' management entity, which shall: (1) submit to the Secretary of the Interior for approval a management plan which includes policies, strategies, and recommendations for conservation, funding, management, development, and interpretation of the Area; and (2) assist local governments, regional planning organizations, and nonprofit organizations in implementing the plan. Prohibits the entity from using Federal funds received under this Act to acquire real property. Authorizes the Secretary to provide technical and financial assistance to the Area and enter into cooperative agreements with the management entity to develop and implement the plan.

Genetic Information Nondiscrimination Act of 2003 - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to prohibit health discrimination on the basis of genetic information or services. Defines genetic information as genetic tests of an individual or family member or occurrence of a disease or disorder in family members used to predict risk of disease in asymptomatic or undiagnosed individuals. Defines genetic services as health services provided for genetic education and counseling. Prohibits group health plans or health insurers offering group coverage from using genetic information to impose enrollment restrictions or adjust group premiums. Prohibits requests for genetic testing or results except as necessary for treatment, payment, or health care operations. Amends the Public Health Service Act to prohibit such discrimination in coverage offered in the individual market. Requires the Secretary of the Treasury to issue final regulations, coordinating with the Secretaries of Health and Human Services and Labor through an interagency memorandum of understanding. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection of genetic information except where necessary to monitor the effects of toxic substances in the workplace when authorized by the employee, or as required by law. Requires genetic information to be treated as part of an individual's confidential medical record, limiting disclosure to the individual, the family, health researchers, or as required by law or court order. Grants enforcement powers to the Equal Employment Opportunity Commission.

Preservation of Localism, Program Diversity, and Competition in Television Broadcast Service Act of 2003 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission from permitting any license for a commercial television broadcast station to be granted, transferred, or assigned to any party if such action would result in that party owning, operating, controlling, or having a cognizable interest in stations which have an aggregate national audience reach exceeding 35 percent. Requires any party currently having licenses in excess of such limit to divest as necessary to comply with such limit within one year.

Transit in Parks Act (or the TRIP Act) - Directs the Secretary of Transportation to develop cooperative relationships with the Secretary of the Interior providing for: (1) technical assistance in alternative transportation; (2) interagency and multidisciplinary teams to develop Federal land management agency (the National Park Service, the United States Fish and Wildlife Service, or the Bureau of Land Management) alternative transportation policy, procedures, and coordination; and (3) the development of procedures and criteria relating to the planning, selection, and funding of qualified planning or capital projects carried out in or in the vicinity of any federally owned or managed park, refuge, or recreational area that is open to the general public and implementation and oversight of the program of projects in accordance with this Act. Sets forth requirements with respect to departmental cost sharing, financing, and selection of qualified projects. Requires projects of more than $25 million to be carried out through a full funding agreement. Requires the qualified participants of such projects to prepare a project management plan.

Assault Weapons Ban Reauthorization Act of 2003 - Amends: (1) the Public Safety and Recreational Firearms Use Protection Act to repeal the sunset date on the assault weapons ban (thus leaving in place a ban on the manufacture of 19 types of military style assault weapons); and (2) the Brady Handgun Violence Prevention Act to prohibit the importation into the United States of large capacity ammunition feeding devices.
