Colon Cancer Screen for Life Act of 2002 - Expresses the sense of the Congress with respect to the use of and reimbursement for colorectal cancer screening tests covered under the Medicare program under title XVIII of the Social Security Act (SSA). Amends SSA title XVIII to: (1) increase reimbursement for colorectal cancer screening and diagnostic tests; (2) cover an outpatient office visit or consultation for the purpose of beneficiary education before a colorectal cancer screening test consisting of a screening colonoscopy or in conjunction with the beneficiary's decision to obtain such a screening, regardless of whether such screening is medically indicated with respect to the beneficiary; and (3) waive the deductible for colorectal cancer screening tests.

Charity Aid, Recovery, and Empowerment Act of 2002 (CARE Act of 2002) - Amends the Internal Revenue Code, concerning charitable giving, to, among other things: (1) allow a charitable giving deduction to individuals not itemizing; (2) permit tax free distributions from IRA accounts for charitable purposes; and (3) increase the cap on corporate charitable contributions. Sets forth provisions concerning the treatment of nongovernmental providers of social services. Provides expedited procedures for obtaining tax exempt status. Provides financial for support nongovernmental community based organizations for, among other things: (1) grant writing, legal, program development, and management assistance; (2) capacity building; and (3) delivering assistance. Amends Temporary Assistance for Needy Families (TANF) provisions of the Social Security Act (SSA) to restore State authority to transfer up to ten percent of TANF funds to carry out State programs under SSA title XX (Block Grants to States for Social Services). Amends title XX to restore funds to States and territories for FY 2003 and 2004. Amends the Runaway and Homeless Youth Act to provide for maternity group homes and evaluation of such homes. Savings for Working Families Act of 2002 - Permits a qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual (income based) as part of a qualified individual development account program (matched individual and entity savings accounts for qualifying educational, first-time home purchase, or business expenses). Provides matching funds through a tax credit.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.

Directs the President, through the Secretary of Defense, to establish a unified combatant command for homeland security of the United States (homeland security command) to prepare forces to carry out assigned missions for homeland security. Provides for: (1) a commander and deputy commander of such command; and (2) command headquarters to be located geographically central within the United States, away from any major population center, and in an area with existing infrastructure in use by the armed forces that is tailored to defend against asymmetric terrorist threats.

Human Cloning Prohibition Act of 2001 - Prohibits any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving an embryo produced by human cloning or any product derived from such embryo; or (4) importing such an embryo or product. Directs the General Accounting Office to assess the need for amendment of such prohibition, including through: (1) a discussion of new developments, the need for somatic cell transfer to produce medical advances, current public attitudes and prevailing ethical views, and potential legal implications; and (2) a review of technological developments.

New Homestead Economic Opportunity Act - Directs the Secretary of Education to repay a specified percentage (up to $3,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed in a qualifying county outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least ten percent of the county population. Amends the Internal Revenue Code to allow a tax credit for a specified portion of the purchase price of a qualified residence in such a rural county. Allows a capital loss deduction with respect to sale or exchange of principal residence in certain rural areas. Provides for the creation of tax-exempt individual homestead accounts, which shall receive matching Federal contributions according to a specified formula, whose tax-free distributions after five years are used for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70 percent of the present value of new buildings (including rehabilitation projects) or 30 percent of the present value of existing buildings. Provides for accelerated depreciation of property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to provide for establishment of new homestead venture capital funds, owned by private investors, which shall generate and provide equity capital to rural businesses.

Medicare+Choice Consumer Protection Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to: (1) provide for continuous open enrollment and disenrollment in Medicare+Choice plans; (2) permit enrollment in the Medicare supplemental insurance (Medigap) program when Medicare+Choice plans reduce benefits or when a provider leaves a Medicare+Choice plan; and (3) limit Medicare+Choice cost-sharing.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Federal Prosecutors Retirement Benefit Equity Act of 2001 - Amends Federal civil service law to include Federal prosecutors within the definition of "law enforcement officer" (LEO). Extends LEO benefits under the Civil Service Retirement System and the Federal Employees' Retirement System to Federal prosecutors, including Assistant United States Attorneys (AUSAs), and such other attorneys in the Department of Justice (DOJ) as may be designated by the Attorney General. Exempts Federal prosecutors from mandatory retirement provisions for LEOs under the civil service laws. Requires DOJ to provide notice to incumbent Federal prosecutors of their rights under this Act. Allows incumbents to opt out of the LEO retirement program. Sets forth provisions governing the crediting of prior service by incumbents. Provides for make-up contributions for prior service of incumbents to the Civil Service Retirement and Disability Fund. Gives incumbents the option of either contributing to their own share of any make-up contributions or receiving a proportionally lesser retirement benefit. Allows the Government to contribute its share of any make-up contribution ratably over a ten-year period.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Extends the tax benefits available under the Internal Revenue Code for services performed in a combat zone to active duty performed by a member of the U.S. armed forces in the Republic of Korea in any area that qualifies such member for hardship duty pay.

Recognizes and honors the National Guard on the 365th anniversary of the founding of the Massachusetts Bay Colony militia and recognizes the critical importance of the National Guard to U.S. national security. Salutes members of the National Guard for their service on September 11, 2001, and their continued role in homeland defense and military operations against the al Qaeda terrorist network and the Taliban regime in Afghanistan. Expresses support for providing the National Guard with necessary resources to ensure its continued readiness.

Mineral Leasing Act Revision of 2001 - Amends the Mineral Leasing Act to exempt an oil or gas lease from the statutory acreage limitation if it is a lease: (1) for which certain royalty has either been paid or waived by the Secretary of the Interior; or (2) that has been committed to a federally approved cooperative plan, unit plan, or communitization agreement. States that the lease limitations of the Mineral Leasing Act shall apply separately to land leased under the Mineral Leasing Act for Acquired Lands.

Pharmacy Education Aid Act of 2001 - Amends the Public Health Service Act to include pharmacist services within the National Health Service Corps program of scholarships, including first-year pharmacy studies, loans, and funding. Authorizes the Secretary of Health and Human Services to award grants and contracts to qualifying pharmacy schools for: (1) student and faculty recruitment and retraining, with scholarship preference for students with financial need; (2) computer-based pharmaceutical education systems; and (3) facilities construction. Authorizes the Secretary to establish a loan repayment program for qualifying individuals who become pharmacy school faculty.

White House Commission on National Military Appreciation Month Act - Expresses the sense of Congress that: (1) the President should establish the White House Commission on National Military Appreciation Month to make recommendations to the President on the proclamation of National Military Appreciation Month to be celebrated in May of each year; and (2) any such Commission should be composed of specified members. Expresses the sense of Congress that if such Commission is established, the President should also establish the Spirit of America Alliance to assist the Commission: (1) in the planning, organization, and conduct of an annual White House Conference on National Military Appreciation and other similar events; (2) in the promotion of the observance of such Month and other military commemorative events through appropriate means, subject to any guidelines developed by the Commission; (3) in the establishment of necessary incentives for Federal, State, and local governments and private sector entities to sponsor and participate in programs initiated by the Commission or the Alliance; (4) in the evaluation of the effectiveness of efforts by the Commission and the Alliance in carrying out this Act; and (5) by the performance of any other related duties that are assigned by the Commission.

Authorizes the burial in Arlington National Cemetery, Virginia, of any individual (and establishes eligibility for his or her surviving spouse) who: (1) died as a direct result of the terrorist attacks on September 11, 2001; and (2) would have been eligible for such burial by reason of service in a reserve component but for the fact that the individual was less than 60 years of age at the time of death.

Bioterrorism Preparedness Act of 2001 - Amends the Public Health Service Act to add provisions granting additional authorities to the Secretary of Health and Human Services concerning bioterrorism preparedness and responding to public health emergencies. Requires the Secretary to develop and implement a plan which includes the development of specific criteria enabling measurements to be made of the progress made at the national, State, and local levels toward achieving the national goal of bioterrorism preparedness. Requires the maintenance of an adequate national pharmaceutical stockpile of vaccines (including a smallpox vaccine), therapies, and medical supplies for use at the Secretary's discretion in the event of a biological threat or attack or other public health emergency. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories to assist with the detection of and response to a biological threat or attack. Provides for the appointment of an Assistant Secretary for Emergency Preparedness who shall head the Office for Emergency Preparedness. Provides for a National Disaster Medical System to provide appropriate health and social services to respond to a public health emergency, if the Secretary activates the System. Provides for enhanced regulatory control of biological agents and toxins. Establishes a State Bioterrorism Preparedness and Response Block Grant Program to improve State and local preparedness and response capabilities. Amends the Clayton Act to provide for a limited antitrust exemption with respect to the development of new countermeasures against bioterrorism. Requires, under the Public Health Service Act, the development of a crisis communications and education strategy with respect to bioterrorist threats to the food supply. Expands animal and plant health inspection service activities and authorities. Amends the Federal Food, Drug and Cosmetic Act to expand the authority of the Food and Drug Administration with respect to food presenting a serious threat to humans or animals. Requires the registration of food manufacturing, processing, and handling facilities. Directs the Secretary of Agriculture to utilize existing authorities to expand Agricultural Research Service and Cooperative State Research Education and Extension Service programs to protect the food supply of the United States.

Enhanced Border Security and Visa Entry Reform Act of 2001 - Directs the Attorney General to waive Immigration and Naturalization Service (INS) personnel limits. Authorizes appropriations for INS, Border Patrol, United States Customs Service, and consular personnel, training, facilities, and security-related technology. Provides for machine-readable visa fees. Directs U.S. law enforcement and intelligence entities to share alien admissibility- and deportation-related information with INS and the Department of State. Directs the President to develop and implement an interoperable law enforcement and intelligence data system (with name-matching and linguistic capacity) for visa, admissibility, or deportation determination purposes. Amends the Immigration and Nationality Act (Act) to require a consular officer issuing a visa to provide INS with an electronic version of the alien's visa file prior to the alien's U.S. entry. Sets forth technology standard and interoperability requirements respecting development and implementation of the integrated entry and exit data system and related tamper-resistant, machine-readable documents containing biometric identifiers. Directs the Secretary of State (Secretary) to: (1) establish a Terrorist Lookout Committee at each U.S. mission in which there is a consular post; and (2) provide consular staff with visa screening training. Prohibits the admission of an alien from a country designated to be a state sponsor of terrorism until a determination has been made that such individual does not pose a risk to the United States. Conditions participation in the visa waiver program upon a country's timely reporting to the United States of its stolen blank passports. Requires the Attorney General to enter stolen passport identification numbers into the interoperable data system.. Directs the Secretary, the Secretary of the Treasury, the Attorney General, and the Commissioner of INS to study the feasibility of establishing a North American Perimeter National Security Program (United States, Canada, Mexico), including consideration of alien preclearance and preinspection. Amends the Act to require commercial aircraft or vessels arriving at, or departing from, the United States to provide immigration officers with specified passenger and crew manifest information. Authorizes such provisions' extension to land carriers. Requires electronic manifest transmission by a specified date. Amends the Ports and Waterways Safety Act to revise and specify vessel prearrival message requirements. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to direct the Attorney General to develop an electronic means of verifying and monitoring the foreign student information program, including aspects of documentation and visas issuance, and registration and enrollment. Increases student data requirements. Specifies information required for foreign student visa applications. Sets forth transitional monitoring requirements, including a requirement that an educational institution report student failure to enroll information to INS. Provides for INS and Department of State review of institutions authorized to enroll foreign students and exchange visitors. Amends Federal law to treat INS immigration inspectors as law enforcement officers for Federal retirement purposes. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to extend the deadline for presentation of biometric border crossing identification cards. Directs: (1) the Comptroller General to determine the feasibility of requiring each nonimmigrant alien to report annually to INS respecting his or her address and employer's address; and (2) the Secretary and INS to study alternative approaches to international electronic data cooperation.

Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA), as amended by the Breast and Cervical Cancer Prevention and Treatment Act of 2000, to include in the optional Medicaid eligibility category for such illnesses Indian women with breast or cervical cancer who are eligible for health services under a medical care program of the Indian Health Service or of a tribal organization.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing the use of the sustainable growth rate as a factor in determining the update for such payments with a factor that more fully accounts for changes in the unit costs of providing physicians' services.

Parity in Emergency Preparedness and Response Act of 2001 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) make private for-profit medical facilities (including hospitals and long-term care facilities) eligible for Federal disaster assistance (currently limited to non-profits); (2) revise the definition of "emergency preparedness" to include under measures to be undertaken in preparation for anticipated hazards the preparation of private nonprofit and for-profit medical facilities; (3) include the preparation of such medical facilities to withstand such disasters within emergency preparedness for purposes of the Federal Emergency Management Agency's contribution to States; and (4) define the term "long-term care facility" to mean any skilled nursing facility, any nursing facility, and any other long-term care facility, such as an intermediate care facility for the mentally retarded.

Military Homeowners Equity Act - Amends the Internal Revenue Code to state that members of the Uniformed or Foreign Services on qualified official extended duty shall be considered to be using already owned and used property as a principal residence for purposes of determining exclusion of gain upon such residence's sale.

Medicare Beneficiary Liability Reduction Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to accelerate from 35 percent in 2007 to 20 percent in 2010 and afterwards the rate of reduction of beneficiary copayment liability under the Medicare hospital outpatient department prospective payment system.

Veterans' Memorial Preservation and Recognition Act of 2001 - Establishes a Veterans' Memorial Restoration Fund to repair, restore, and maintain veterans' memorials. Provides criminal and civil penalties for desecrating veterans' memorials. States that a veterans cemetery shall be treated as a site for which a supplemental guide sign may be placed on any Federal-aid highway.

Staffing for Adequate Fire and Emergency Response Act of 2001 - SAFER Act of 2001 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make matching grants for up to 75 percent of the costs of projects to hire firefighters to eligible States, local governments, tribal organizations, or other public entities, or multi-jurisdictional or regional consortia of such entities.

Medicare Dialysis Benefit Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) payment under the Medicare Program for four hemodialysis treatments per week for specified patients; and (2) an increased update in the composite payment rate for renal dialysis treatments for FY 2002. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to restore a specified exception to renal dialysis composite rate under rate update provisions.

Nuclear Safety and Promotion Act - Amends the Atomic Energy Act of 1954 to reauthorize until August 1, 2012, mandatory indemnification and holding harmless of certain licensees for nuclear incidents (Price-Anderson Act). Repeals the prohibition against foreign ownership of commercial, medical therapy, and research and development licenses issued by the NRC. Provides that the duration of the operating phase of the license period for certain combined construction and operating licenses shall not be less than the duration of the operating license if application had been made for separate construction and operating licenses. Prohibits the NRC from giving any consideration to need or alternative when conducting any environmental review regarding a facility license application or renewal. Eliminates antitrust review of NRC license applications. Authorizes the NRC to prescribe regulations to ensure the availability of sufficient decommissioning funds for certain production or utilization facilities, including standards and restrictions governing former licensee control and disbursement over any facility decommissioning fund. Authorizes the NRC to eliminate the pension offset governing former NRC employees rehired as consultants if the annuitant has skills critical to the performance of NRC duties. Repeals the requirements that the NRC promulgate implementation rules governing conflicts of interest relating to contracts. Authorizes the NRC enter into a contract with a national laboratory if it takes reasonable steps to mitigate the effect of the conflict of interest. Instructs the NRC to implement a training and fellowship program to address shortages of critical safety skills.

Environmental Streamlining of Energy Facilities Act of 2001 - Amends the National Environmental Policy Act of 1969 to establish an integrated review process for the environmental review required for construction, operation, and maintenance of energy facilities for which an authorization (license, permit, or other form of approval) is required to be issued under Federal law. Includes in the process the following components: (1) designation of a lead agency and delineation of lead agency and participating agency responsibilities; (2) integration of the preparation of environmental impact statements or assessments and the conduct of any other review or determination, and the issuance of any authorization, required under Federal law; (3) public participation requirements; (4) procedures for resolution of environmental concerns that have not been resolved; (5) guidelines for participation of State agencies in the review and delegation to them of authority to prepare environmental impact statements or assessments; and (6) financial assistance to States that assume responsibility for environmental review that would otherwise be conducted by the lead agency.

Afghan Women and Children Relief Act of 2001 - Authorizes the President, subject to specified conditions, to provide educational and health care assistance for the women and children living in Afghanistan and as refugees in neighboring countries. Directs the President to report biennially to specified congressional committees on the condition and status of women and children in Afghanistan and the persons in refugee camps while U.S. aid is given to displaced Afghans.

Freedom Consolidation Act of 2001 - Reaffirms support for continued enlargement of the North Atlantic Treaty Organization (NATO) Alliance. Designates Slovakia for participation in the Partnership for Peace and eligible to receive certain security assistance under the NATO Participation Act of 1994. Authorizes specified amounts of security assistance for FY 2002 for Estonia, Latvia, Lithuania, Slovakia, Slovenia, Bulgaria, and Romania.

District of Columbia Appropriations Act, 2002 - Makes appropriations to the District of Columbia for FY 2002, including amounts for the Federal payments: (1) for District of Columbia Resident Tuition Support; (2) to District of Columbia Courts; (3) for Defender Services in District of Columbia Courts; (4) to the District of Columbia Corrections Trustee Operations; (5) to the Court Services and Offender Supervision Agency for the District of Columbia (including transfer of funds); (6) to the District of Columbia for security costs related to the presence of the Federal Government in the District; (7) to the Thurgood Marshall Academy Charter School; (8) to the District of Columbia Public Schools; (9) to the George Washington University Center for Excellence in Municipal Management; (10) to the Children's National Medical Center; (11) for a Child and Family Social Services Computer Integration Plan; (12) for District of Columbia and Federal Law Enforcement Mobile Wireless Interoperability; (13) to the Chief Financial Officer of the District; (14) to the District of Columbia Court Appointed Special Advocates Unit; and (15) to the District of Columbia Child and Family Services Agency for activities authorized by the Family Court Act of 2001. Requires the Federal payment made available in the District of Columbia Appropriations Act, 2001: (1) for the District of Columbia Public Schools and the Metropolitan Police Department to remain available for the purposes intended through FY 2002; and (2) for the Brownfield Remediation to be available until expended. Appropriates specified sums out of the District's general fund (and other funds, in some cases) for the current fiscal year for: (1) operating expenses (with limitations); (2) governmental direction and support; (3) economic development and regulation; (4) public safety and justice; (5) the public education system; (6) human support services (including transfer of funds); (7) public works; (8) receivership programs; (9) workforce investments; (10) the Reserve; (11) reserve relief; (12) the Emergency and Contingency Reserve Fund; (13) repayment of certain loans and interest; (14) repayment of General Fund Recovery Debt; (15) the John A. Wilson Building; (16) for certain non-departmental agency costs; (17) the Water and Sewer Authority; (18) the Washington Aqueduct; (19) the Stormwater Permit Compliance Enterprise Fund; (20) the Lottery and Charitable Games Enterprise Fund; (21) the Sports and Entertainment Commission; (22) the District of Columbia Retirement Board; (23) the Washington Convention Center Enterprise Fund; (24) the Housing Finance Agency; (25) the National Capital Revitalization Corporation; and (26) capital outlay (including rescissions). Transfers limited funds to the Emergency Reserve Fund.

Technology Talent Act of 2001 - Authorizes the Director of the National Science Foundation to award competitive grants to institutions of higher education to increase the number of students studying and receiving associate's or bachelor's degrees in established or emerging fields within science, mathematics, engineering, and technology. Provides that an institution receiving such a grant shall be known as a National Science Foundation Science and Engineering Talent Expansion Center.

Temporary Emergency Unemployment Compensation Act of 2001 - Provides for a program of temporary emergency unemployment compensation (TEUC). Sets forth TEUC program requirements for Federal-State agreements, formulas for determining amounts in individual TEUC accounts and weekly benefits, payments to States, and financing. Includes among eligibility requirements an individual's not having rights, with respect to a week, to other compensation (including both regular and extended compensation). Reduces an individual TEUC account by the aggregate amount of any extended compensation for the same benefit year. Applies TEUC agreements to weeks of unemployment: (1) beginning on or after the first day of the first week after the date on which such agreement is entered into; and (2) ending before the date that is 18 months after enactment of this Act. Provides for a temporary reduction in the interest rate applicable to repayments of advances to State unemployment funds.

National Day of Remembrance Act of 2001 - Designates September 11 as National Day of Remembrance. Calls upon the President to issue each year a proclamation to remember those who lost their lives as a result of the terrorist attacks on the United States on September 11, 2001, and to honor the police, firefighters, and emergency personnel who responded with such valor on that day.

Expresses the sense of the Senate that the United States should make a substantial new investment this year in bioterrorism preparedness and response, including: (1) improving State and local preparedness capabilities, hospital response capabilities, disaster response medical systems, and the National Pharmaceutical Stockpile program; (2) upgrading the capabilities of the Centers for Disease Control and Prevention (CDC); (3) targeting research for therapeutics and vaccines for bioterrorist agents and food safety activities; and (4) increasing international cooperation in securing biological agents, increasing surveillance, and retraining biological warfare specialists.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

National Energy Infrastructure Security Program Establishment Act - Directs the Assistant to the President for Homeland Security to establish the National Energy Infrastructure Security Program, which shall provide funds to States to implement approved State plans to provide security against threats to critical energy infrastructure facilities. Establishes the National Energy Infrastructure Security Trust Fund, and appropriates to it 50 percent of qualified Outer Continental Shelf revenues.

Expresses the sense of Congress that: (1) a National Character Counts Week should be established to promote character education; and (2) the President should issue a proclamation calling upon the people of the United States to embrace the elements of character identified by their local schools and communities such as trustworthiness, respect, responsibility, fairness, caring, citizenship, and honesty.
