Defines "surface transportation facilities" to mean certain highway facilities and surface freight transfer facilities. Limits the aggregate face amount of a bond issue that may be treated as tax-exempt under this Act. Exempts such bonds from the State cap on volume for private activity bonds.

Requires the Secretary of the Treasury to prescribe regulations for the appraisal of such patents or other technology property and for the prevention of taxpayer abuse of charitable deductions for such property.

Concurs with the conclusion of the Department of State that Iran is pursuing a program to develop nuclear weapons. Calls on the President to use all appropriate means to prevent Iran from acquiring nuclear weapons, with particular attention to the needs of the IAEA for information and access, including information concerning gas centrifuges and the conduct of uranium conversion experiments. Calls on Russia to suspend all nuclear cooperation with Iran until Iran fully complies with a specified IAEA resolution, with particular attention to spent fuel. Calls on the IAEA to declare Iran in violation of the Treaty. Calls on the United Nations Security Council to consider immediately the passage of a Security Council resolution or the taking of other actions that may be necessary to impose diplomatic and economic sanctions against Iran if it fails to meet its obligations to the IAEA. Calls on the Government of Iran to cease all efforts to acquire nuclear fuel cycle capabilities and to end the enrichment and processing of uranium until it is able to provide specific, verifiable assurances that it is not engaged in a clandestine nuclear weapons program.

Federal Lands Recreation Enhancement Act - Directs the Secretary of the Interior (with respect to the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Reclamation) and the Secretary of Agriculture ( with respect to the Forest Service) (the Secretary concerned) to establish: (1) fair and equitable basic recreation fees, expanded recreation fees, and special recreation permit fees; and (2) guidelines identifying the process by which Federal land management agencies shall establish and change amounts charged for such fees. Authorizes the Secretary concerned to charge basic recreation fees for: (1) National Park System units; (2) National Conservation Areas; (3) National Recreation Areas; (4) National and National Volcanic Monuments; (5) National Scenic Areas; and (6) areas of substantial investment by Federal land management agencies. Instructs the Secretary concerned to designate at every Federal land management unit and area that charges such a fee at least one day annually during periods of high visitation as a Fee-Free Day when no such fee is charged. Authorizes the Secretary concerned to charge expanded recreation fees at Federal lands and waters under the jurisdiction of Federal land management agencies when visitors to those lands or waters: (1) receive or are provided direct services; (2) use specific or specialized facilities or equipment; (3) require additional attention by staff, representatives, or contractors; or (4) participate in activities involving more costs than costs associated with the basic recreation fee. Authorizes the Secretary concerned to require special recreation permits and charge special recreation permit fees for specified recreation uses, including commercial tours and recreation events. Sets forth the authorities for the establishment of general recreation passes. Directs such Secretaries to: (1) establish (and allows such Secretaries to charge fees for) America the Beautiful-the National Parks and Federal Recreational Lands Passes, which shall cover the basic recreation fee charged at all Federal land management agency units and areas for which a basic fee is charged; (2) hold annual competitions to select the image on the Pass; (3) establish the price of the Pass; and (4) market the Pass. Authorizes the Secretary concerned to: (1) establish and charge fees for site-specific and regional multientity passes; (2) use volunteers to collect recreation fees and sell recreation passes; and (3) issue Passes to volunteers in exchange for significant volunteer services. Sets forth provisions for the establishment of special accounts for Federal land management agencies and the distribution and expenditure of recreation fees and pass revenues from such accounts. Sets forth provisions for the enforcement of payments of recreation fees.

Provides civil remedies, including temporary and permanent injunctions and monetary relief for damages. Prohibits actions against the United States Government. Provides oversight by the Federal Trade Commission and the Patent and Trademark Office. Requires any civil action under this Act to be commenced within two years after its cause arises.

Advancing Justice Through DNA Technology Act of 2003 - Rape Kits and DNA Evidence Backlog Elimination Act of 2003 - Amends: (1) the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Act; (2) the DNA Identification Act of 1994 (Identification Act) to expand the scope of DNA samples to be included in the Combined DNA Index System (CODIS); and (3) the Violence Against Women Act to authorize grants to increase the availability of legal assistance to victims of dating violence. DNA Sexual Assault Justice Act of 2003 - Amends the Identification Act to require that CODIS include only information on DNA identification records and analyses that are prepared by laboratories that: (1) have been accredited by a nationally recognized nonprofit professional association of forensic scientists within two years; and (2) undergo external audits at least every two years that demonstrate compliance with specified standards. Authorizes the Attorney General to make grants for: (1) DNA training and education; (2) sexual assault forensic examination programs; (3) research and development; (4) using DNA technology to identify missing persons; and (5) tribal domestic violence and sexual assault coalitions. Expands and reauthorizes the Paul Coverdell Forensic Sciences Improvement Grant Program. Innocence Protection Act of 2003 - Sets forth conditions under which a Federal prisoner may obtain post-conviction DNA testing of specific evidence. Directs the Attorney General to award grants to States to improve the quality of legal representation in State capital cases.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Great Lakes Restoration Financing Act of 2003 - Establishes the Great Lakes Advisory Board to: (1) develop a biennial comprehensive Great Lakes management plan; (2) coordinate Great Lakes restoration efforts; and (3) implement a public awareness campaign. Establishes a scientific working group to evaluate the scientific integrity of the Great Lakes restoration effort and assist the Board in its decisionmaking. Requires the management plan to be submitted to the President, appropriate congressional committees, the governor of each Great Lakes State, and the Great Lakes mayors. Includes as possible Great Lakes ecosystem goals: (1) the cleanup of toxic hot spots; (2) the elimination of invasive species; (3) pollution decrease; (4) the restoration and conservation of wetlands and critical coastal habitat; (5) the elimination of dead zones caused by hypoxia and harmful algal bloom; (6) the sustainable use and management of Great Lakes water resources; and (7) public participation in Great Lakes restoration. Requires each Great Lakes State to have in effect a State Great Lakes Management Plan, approved by the Administrator of the Environmental Protection Agency and updated every two years, in order to be eligible for assistance apportionments authorized under this Act. Provides apportioned funding to Great Lakes States for restoration activities. Authorizes the Administrator to appoint a special master to direct the remediation of an area of concern.

Prohibits any State or political subdivision from establishing or continuing in effect any notification requirement for a food that provides for a warning concerning the food's safety that is not identical to FDCA provisions. Allows current State notification or food safety requirements to continue for 180 days after the enactment of this Act, during which such State may petition for an exemption or a new national standard. Allows a State to petition for an exemption and for a national standard regarding any requirement under the FDCA, as amended by this Act, or the Fair Packaging and Labeling Act relating to food regulation. Allows a State to establish a requirement that would otherwise violate FDCA provisions relating to national uniform nutrition labeling or this paragraph if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met.

Highway Funding Equity Act of 2003 - Revises Federal highway funding minimum guarantee provisions. Requires the Secretary of Transportation, for each of FY 2004 through 2009, to allocate among the States amounts sufficient to ensure that: (1) the percentage for each State of the total apportionments for the fiscal year for the National Highway System (NHS), the high priority projects program, the Interstate maintenance program, the surface transportation program, metropolitan planning, the highway bridge replacement and rehabilitation program, the congestion mitigation and air quality improvement program, the recreational trails program, the Appalachian development highway system, and the basic minimum guarantee equals or exceeds 95 percent of the ratio that the estimated tax payments to the Highway Trust Fund (HTF) (other than the Mass Transit Account) attributable to highway users in the State bears to such payments attributable to highway users in all States (with a specified exception for any State having a population density of less than 50 individuals per square mile); and (2) when HTF allocations (other than from the Mass Transit Account, for such programs, emergency relief, and the discretionary minimum guarantee) for the fiscal year have been identified, the percentage for each State of all of those allocations for the fiscal year equals or exceeds the percentage that is equal to 95 percent of such tax payments ratio. Sets forth provisions regarding: (1) the programmatic distribution of NHS funds exceeding $2.8 billion; (2) the apportionment of the remainder of funds to the States; and (3) required adjustments where the sum of State percentages exceeds 100.

Provides for: (1) subsidiary stock basis adjustment; and (2) waiver of the five-year reconsolidation waiting period for certain formerly includible corporations which became nonincludible as a result of becoming a subsidiary of a nonincludible life insurance company.

Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work. Requires the Secretary of SI to appoint a Museum Director. Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

National Youth Anti-Drug Media Campaign Reauthorization Act of 2003 - Amends the Drug-Free Media Campaign Act of 1998 to require the Director of the Office of National Drug Control Policy to conduct a national youth anti-drug media campaign, the purposes of which shall include: (1) increasing the awareness of adults of the impact of drug abuse on young people; and (2) encouraging parents and other adults to discuss with young people the dangers associated with drug use (current law requires the Director to conduct a national media campaign to reduce and prevent drug abuse among young people). States that the Director shall approve the strategy of the campaign and all advertising. Directs the Director to request that the Partnership for a Drug-Free America: (1) recommend strategies addressing national, regional, and local drug threats; and (2) create all advertising to be used in the media campaign, with certain exceptions. Modifies provisions pertaining to the use of funds, including to state that no funds other than out-of-pocket production costs and talent reuse payments may be used for the creative development of advertisements except in specified circumstances. Requires the receipt of no cost matches relating to substance abuse prevention prior to any disbursal of funds for advertising time or space. Declares that any donated advertising material shall not be subject to sponsorship identification provisions in the Communications Act of 1934. Requires the Director to carry out an examination of campaign records and an audit of the costs of the campaign, in accordance with the Federal Property and Administrative Services Act of 1949.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting a minor across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the minor resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the minor obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the minor resides, took place. Authorizes any parent who suffers harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

Coral Reef and Coastal Marine Conservation Act of 2003 - Amends the Foreign Assistance Act of 1961 to establish in the Department of the Treasury the Coral Reef and Other Coastal Marine Resources Facility. Authorizes the President, through the exchange by the Facility of new obligations for outstanding obligations of an eligible Latin American or Caribbean country with a coral reef or other coastal marine resource meeting specified requirements, to reduce the amount owed by the country to the United States that is outstanding as of January 1, 1999, as a result of concessional loans. Authorizes the President to sell, reduce, or cancel such loans in order to facilitate a debt-for-nature swap or a debt buyback with an eligible purchaser or eligible country to support activities to conserve, maintain, and restore the country's coral reefs and other coastal marine resources. Authorizes appropriations. Requires each beneficiary country that has entered into a Coral Reef and Other Coastal Marine Resources Agreement with the Secretary of State to establish a Coral Reef and Other Coastal Marine Resources Fund to receive payments of interest on new obligations undertaken by the country to provide grants to certain entities in such country to conserve, maintain, and restore its coral reefs and other coastal marine resources. Requires the Enterprise for the Americas Board to carry out certain duties with respect to implementing this Act. Requires the President to: (1) consult with the appropriate congressional committees on a periodic basis to review the operation of, and the eligibility of countries for benefits from, the Facility; and (2) report annually to Congress on Facility operations.

College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to private or public colleges or universities, fraternities, or sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Requires grant priority to be given eligible entities that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least ten percent for eligible entities that are historically Black colleges and universities, Hispanic-serving institutions, and Tribally Controlled Colleges and Universities; and (2) at least ten percent for eligible entities that are social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and an eligible entity under this Act).

Taxpayer Protection and IRS Accountability Act of 2003 - Amends the Internal Revenue Code (IRC) provisions concerning penalties and interest to provide for, among other things: (1) converting the penalty for failure to pay estimated tax into an interest provision; (2) the exclusion from gross income for interest on overpayments of income tax by individuals; (3) the abatement of interest on all erroneous refunds (currently, abated only in specified instances); and (4) revising and increasing the penalty for filing a frivolous tax return. Revises collection procedures provisions to, among other things: (1) require the review of installment agreements for partial collection at least once every two years; (2) extend from nine months to two years the time allowed to return property wrongfully levied; and (3) provide for a study of liens and levies. Revises tax administration provisions to, among other things: (1) provide disciplinary guidelines governing the misconduct of IRS employees; and (2) consolidate all judicial review of collection due process hearings to the United States Tax Court. Provides for the suspension of the tax exempt status of terrorist organizations. Revises confidentiality provisions to, among other things: (1) permit an individual no longer married to the individual with whom a joint return was filed to ask orally, as opposed to in writing, whether collection activities were attempted on the nonrequesting individual; (2) require compliance by contractors with confidentiality standards; and (3) notify a taxpayer if the Treasury Inspector General for Tax Administration determines a return was unlawfully inspected. Makes additional miscellaneous amendments to the IRC, including authorizing regulations regulating the conduct of enrolled agents. Increases the annual allocation for low-income taxpayer clinics. Amends the Job Creation and Worker Assistance Act of 2002 to provide for uniform applicability among states.
