Endless Frontier Act This bill redesignates the National Science Foundation as the National Science and Technology Foundation and establishes a Directorate for Technology within the foundation. The goals of the directorate shall be to (1) strengthen U.S. leadership in critical technologies through fundamental research in key technology focus areas, such as artificial intelligence, high-performance computing, and advanced manufacturing; (2) enhance U.S. competitiveness in the focus areas by improving education in such areas and attracting more students to such areas; and (3) foster the impact of federally funded research and development through accelerated translation of advances in the focus areas into processes and products that help achieve national goals. The Department of Commerce shall carry out a program to designate and support eligible consortia as regional technology hubs that facilitate activities that (1) enable U.S. leadership in a key technology focus area, and (2) support regional economic development that diffuses innovation capacity around the United States. The Office of Science and Technology Policy, Commerce, the National Security Council, and other relevant federal agencies shall (1) review the national security strategy and programs and resources pertaining to U.S. national competitiveness in science, research, and innovation to support such strategy; and (2) develop a strategy for the federal government to improve such competitiveness to support the national security strategy.

National Guard COVID-19 Response Stability Act This bill extends the authority of a governor of a state to maintain the National Guard on active duty in connection with the COVID-19 (i.e., coronavirus disease 2019) public health emergency through the date that is 30 days after the termination of the emergency.

Meals on Wheels for Kids Act of 2020 This bill requires the Department of Agriculture (USDA) to make available an option to states to provide program meals to children through service institutions that provide off-site consumption. USDA must ensure that off-site consumption is only available to a child if they qualify for free or reduced price lunch and breakfast and present certain conditions, including not being able to travel to congregate feeding sites because of distance or concerns for safety. Additionally, USDA must establish a three-year pilot program to award competitive grants for states to enter into contracts with eligible service institutions to deliver meals during non-school summer months to these children and those who qualify for the summer meals program and live in a rural or hard-to-reach area. USDA must prioritize applications submitted by eligible service institutions (1) from states with high low-income child populations, or high child populations in rural areas or hard-to-reach areas; or (2) that plan to provide educational enrichment opportunities to children who receive meals under the pilot program. USDA must provide for an independent study on the impact of such grants on the reduction of hunger and access to meals for children residing in rural or hard-to-reach areas and low-income areas during summer months.

Paycheck Protection Program Flexibility Act of 2020 This bill modifies provisions related to the forgiveness of loans made to small businesses under the Paycheck Protection Program implemented in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes a minimum maturity of five years for a paycheck protection loan that has a remaining balance after the application of forgiveness. The bill also extends the covered period during which the recipient of a paycheck protection loan may use such funds for certain expenses while remaining eligible for forgiveness of the loan. Further, the bill prohibits the Small Business Administration from limiting the non-payroll portion of a forgivable covered loan amount. Currently, only 25% of a paycheck protection loan may be allocated to non-payroll expenses such as rent and utilities. The bill extends the period of time in which an employer may rehire or eliminate a reduction in employment, salary, or wages that would otherwise reduce the forgivable amount of a paycheck protection loan. However, the forgivable amount must be determined without regard to a reduction in the number of employees if the recipient is unable to rehire an employee and is able to demonstrate an inability to hire a similarly qualified employee. Lastly, the bill eliminates a provision that makes a paycheck protection loan recipient who has such indebtedness forgiven ineligible to defer payroll tax payments.

Emergency Medical Manufacturing Library Act of 2020 This bill directs the Federal Emergency Management Agency (FEMA) to coordinate the development of plans, designs, and guidance relating to the production of certain homeland security-critical supplies to address potential national emergencies and disasters. Specifically, FEMA shall coordinate with other relevant federal departments and agencies to identify categories of homeland security-critical supplies that would be needed to address potential national emergencies or disasters, including any such public health emergency, terrorist incident, armed attack, or cyber attack; to develop plans, designs, and guidance relating to the production of the categories of homeland security-critical supplies identified to address the respective national emergencies and disasters, including such production by nontraditional manufacturers; and based on such final plans, designs, and guidance, to enter into such contingent arrangements with governmental and private entities to expedite the production of homeland security-critical supplies in the event of a national emergency or disaster. FEMA shall (1) publish each final plan, design, or guidance that is developed on a public website, except for protected information; and (2) at least every two years, coordinate the review and revision of each plan, design, and guidance in effect.

This bill requires the Government Accountability Office to study the feasibility of assessing user fees to offset federal costs associated with single-source materials for which the Strategic National Stockpile is the sole provider (e.g., certain antitoxins). The study must address whether health care providers or other entities that receive such materials generate profits when charging patients for them.

Buy American Medical Supply Chain Act of 2020 This bill applies more stringent origination requirements (i.e., Buy American requirements) on commercially available off-the-shelf items procured for the Strategic National Stockpile. It also requires the Department of Health and Human Services to establish a program to support domestic production capacity for items in the stockpile.

COVID-19 Emergency Medical Supplies Enhancement Act of 2020 This bill expands certain authorities under the Defense Production Act of 1950 and directs the President and federal agencies to take specific actions to support the production of critical medical supplies during the COVID-19 (i.e., coronavirus disease 2019) emergency, including with respect to private-sector coordination, needs assessments, and overall strategies.

National Public Health Corps Act of 2020 This bill directs the National Civilian Community Corps to establish a national public health service program as a component of the Corps program to ensure the preparation and assignment of participants under such program to units which shall serve service sites in response to public health emergencies, including the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

This bill provides certain lease protections for service members under stop movement orders in response to a local, national, or global emergency. A service member may terminate a lease for premises or for a motor vehicle, and may not be charged an early termination fee for doing so, if the service member (1) enters into the lease upon receipt of certain military orders for permanent change of station, deployment with a military unit, or individual support of military operations; and (2) subsequently receives, in response to a local, national, or global emergency, a stop movement order for an indefinite period or at least 30 days. For the bill to apply in the case of a lease for premises, the stop movement order must prevent the service member or the service member's dependents from occupying the premises.

Small Business Transparency and Reporting for the Underbanked and Taxpayers at Home Act or the TRUTH Act This bill requires the Small Business Administration (SBA) to make information regarding economic relief measures implemented in response to COVID-19 (i.e., coronavirus disease 2019) publicly available. Specifically, with respect to the Paycheck Protection Program and economic injury disaster loans and emergency grants, the SBA must publish (1) the identity of each recipient of assistance and an explanation of the decision-making process underlying such disbursal; (2) the number of employees of each recipient and the date on which such assistance was disbursed; (3) an identification of each lender or intermediary through which assistance was disbursed; and (4) the amount of assistance disbursed to small businesses owned and controlled by socially and economically disadvantaged individuals, women, and veterans.

Access to Credit for Small Businesses Impacted by the COVID-19 Crisis Act of 2020 This bill eases certain restrictions on credit unions regarding liquidity and lending. The bill extends waivers applicable to National Credit Union Administration Central Liquidity Facility membership and credit-extension restrictions through December 31, 2021. These waivers currently expire on December 31, 2020. (The National Credit Union Administration Central Liquidity Facility serves as a lender to credit unions that are experiencing certain liquidity shortfalls.) The bill also temporarily provides credit unions with an exception to limits on outstanding member business loans. Specifically, a loan does not count towards this limit if (1) it is used for recovery from the COVID-19 (i.e., coronavirus disease 2019) emergency, (2) it is made by an insured credit union that has received a specified soundness rating, (3) it is made during a specified time period, and (4) it does not threaten the safety and soundness of the insured credit union.

Local Chamber, Tourism, and 501(c)(6) Protection Act of 2020 This bill modifies the Paycheck Protection Program implemented by the Small Business Administration in response to COVID-19 (i.e., coronavirus disease 2019) to include certain entities and exclude certain individuals. Specifically, the bill expands the program to encompass organizations with 300 or fewer employees that (1) operate under section 501(c)(6) of the Internal Revenue Code (other than a professional football league), or (2) are a destination marketing organization engaged in promoting communities and facilities to businesses and leisure travelers. The bill also narrows the definition of payroll costs under the program to exclude any compensation of an employee who is a registered lobbyist from the calculation for loan amounts or for allowable uses of funds provided under the program.

Pandemic Response and Opportunity Through National Service Act This bill expands, and modifies the priorities and administration of, national service programs, including AmeriCorps and Senior Corps, to address the COVID-19 (i.e., coronavirus disease 2019) pandemic and its recovery period. Among other changes, the bill increases the number of national service positions, as well as the living allowances and other benefits associated with these positions. The living allowance is also excluded from gross income for federal tax purposes. In addition, the Corporation for National and Community Service must (1) establish a pilot project to allow state service commissions to directly place individuals, and (2) disseminate national service opportunities through a promotional campaign and other means.

Medical Supply Transparency and Delivery Act This bill provides for the procurement and distribution of equipment and supplies needed to combat COVID-19 (i.e., coronavirus disease 2019). The bill sets forth responsibilities for the National Response Coordination Center (NRCC) of the Federal Emergency Management Agency, including that the NRCC must (1) direct the national production and distribution of critical medical equipment and supplies; (2) communicate with states, local governments, and Native American tribes regarding the availability and delivery schedule of equipment and supplies; and (3) make specified information publicly available. The Department of Defense may detail members of the Armed Forces on active duty or civilian employees to support the NRCC. The President, using authorities provided under the Defense Production Act of 1950, must establish a fair and reasonable price for and procure needed equipment and supplies. The Government Accountability Office must annually submit a report to Congress assessing the Strategic National Stockpile. The Council of the Inspectors General on Integrity and Efficiency shall designate an inspector general to oversee this bill's implementation.

Providing Resources and Organization to Maximize Opportunities for Training and Education in STEM Act of 2020 or the PROMOTES Act of 2020 This bill authorizes the Department of Defense (DOD) to carry out a grant program to assist high schools in providing education to students in the Junior Reserve Officers' Training Corps in subjects including science, technology, math, engineering, computer science, and related areas. Local educational agencies may use grant funds for purposes including training and other support for instructors, acquisition of instructional materials, travel opportunities, mentoring programs, and certifications for students. In making the grants, DOD must give preference to schools with high percentages of children from low-income families.

This bill sets forth policies and procedures related to medical care for veterans covered under the Veterans Community Care Program and Veterans Care Agreements during the COVID-19 (i.e., coronavirus disease 2019) emergency period. Specifically, the bill authorizes covered veterans to receive care for COVID-19 diagnosis or treatment under the Veterans Community Care Program and Veterans Care Agreements during the COVID-19 emergency period, regardless of whether such care is for a service-connected disability. Emergency medical care and COVID-19 care shall not require Department of Veterans Affairs (VA) preauthorization during the emergency period. The bill prescribes how the VA shall administer claims for payments relating to emergency COVID-19 care, depending on whether the community care provider is (1) an eligible provider under the Veterans Community Care Program, (2) party to a Veterans Care Agreement, or (3) not eligible under the Veterans Community Care Program or part of a Veterans Care Agreement. The bill classifies emergency treatment for COVID-19 as emergency treatment eligible for coverage by the VA. The VA shall determine whether a veteran who receives emergency care for COVID-19 is an active VA health care participant without regard to whether the veteran has received VA medical care in the two years preceding such emergency care. Finally, the bill specifies that, during the emergency period, community care providers that furnish emergency COVID-19 care are required to submit a claim for payment to the VA within 180 days of such care.

Homeland Security Higher Education Advisory Council Act This bill requires the Department of Homeland Security (DHS) to establish a homeland security higher education advisory council. Such council must make recommendations to DHS on matters concerning homeland security and the academic community, including the threat of foreign influence and interference in the United States, homeland security academic and research programs, issues relating to international students (e.g., visas), and cybersecurity.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.

Emergency Water is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service or public water system service is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Medical Supplies for Pandemics Act of 2020 This bill requires the Department of Health and Human Services (HHS) to take specified actions, as part of its management of the Strategic National Stockpile, to establish and maintain domestic reserves of critical medical supplies. Specifically, HHS must (1) create incentives for manufacturers of medical supplies to increase emergency stocks and diversify geographic production; (2) purchase, lease, or enter into joint ventures with respect to facilities and equipment to produce medical supplies; and (3) work with distributors to refresh and replenish medical supplies. HHS must also submit a report to Congress concerning the details of any purchase, lease, or joint venture. The department's authority under the bill to make purchases, leases, or joint ventures for medical supplies terminates on September 30, 2023.

COVID-19 Graduate Relief Act This bill allows students who graduate from institutions of higher education in 2020 to defer payments on their federal student loans for up to three years. The Department of Education (ED) may extend deferment eligibility to students who graduate in 2021 and 2022, if ED determines that the anticipated economic impact of the coronavirus (i.e., the virus that causes COVID-19 or another coronavirus with pandemic potential) on these graduates necessitates an extension. ED must consider certain factors, such as recent unemployment statistics from the Bureau of Labor Statistics, when determining whether to extend deferment eligibility to these graduates.

Specifically, the bill (1) extends the duration of the program; (2) authorizes loan recipients under the program to request additional, forgivable amounts; and (3) extends the deferral period for such loans to at least one year.

Medical Debt Relief Act of 2020 This bill modifies requirements related to the reporting of medical debt. Specifically, a consumer reporting agency may not add certain medical debt information to a consumer credit report. Also, a debt collector may not report certain medical debt information to a consumer reporting agency within a specified time period and must notify the consumer prior to reporting such medical debt.

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to population. Local governments shall use the funds provided to cover only those costs that (1) are necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

National Commission Regarding the 2019 Novel Coronavirus (COVID-19) Pandemic Act or the COVID-19 Commission Act This bill establishes, in the legislative branch, the National Commission Regarding the 2019 Novel Coronavirus COVID-19 Pandemic and sets forth its powers, duties, funding, and membership. Among other activities, the commission shall investigate the facts and circumstances of the COVID-19 (i.e., coronavirus disease 2019) pandemic and make recommendations to improve preparedness, response, and recovery efforts. The commission terminates 60 days after the submission of its final report.

This bill allows taxpayers to claim a tax deduction for charitable contributions even if they do not otherwise itemize their deductions. The bill also directs the Department of the Treasury to make or guarantee loans to tax-exempt charitable organizations. The aggregate amount of such loans may not exceed $60 billion. Treasury must give priority in making such loans to organizations that are providing direct assistance to the COVID-19 (i.e., the coronavirus disease 2019) response effort.

Coronavirus Emergency Student Loan Refinancing Act This bill establishes refinancing programs for federal and private student loans. Specifically, the bill establishes a program that allows qualified borrowers to refinance their federal student loans down to lower interest rates. Such refinanced interest rates are (1) calculated based on the type of student loan (e.g., Stafford), and (2) fixed for the period of the loan. In addition, the bill creates the Federal Direct Refinanced Private Loan as a new type of loan. Such loans allow qualified borrowers to refinance their private education loans.

Medical Supply Chain Emergency Act of 2020 This bill directs the President to use existing authorities under the Defense Production Act of 1950 with respect to the production of ventilators, N-95 respirator masks, and specified personal protective equipment to address COVID-19 (i.e., coronavirus disease 2019). (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The President must (1) make a determination that such items are essential for the national defense, (2) identify private-sector capacity to produce these items, and (3) exercise authorities under the act to require emergency production of them at a reasonable price. In addition, the President shall coordinate the allocation of these items based on requests from governors and the needs of the states as determined by the number of COVID-19 cases and the proportion of the population at higher risk of the disease in a given state. The bill makes specified funds available for these efforts. Equipment produced under these authorities but unused at the termination of the COVID-19 emergency declared on March 13, 2020, shall be deposited into the Strategic National Stockpile.

Student Veteran Coronavirus Response Act of 2020 This bill addresses education programs and assistance for veterans during emergency situations. Specifically, the bill authorizes the Department of Veterans Affairs (VA) to continue paying work-study allowances during emergency periods. The VA is also authorized to continue paying educational assistance and subsistence allowances for a specified amount of time for programs of education that are suspended due to an emergency situation. An educational assistance payment shall not be charged against an individual's entitlement to educational assistance if an individual was unable to complete a course or program due to the temporary closure of an educational institution or the temporary termination of a program by reason of an emergency situation. This includes assistance related to training and rehabilitation programs for veterans with service-connected disabilities. The bill extends the time limitation for using educational assistance under the Montgomery GI Bill and the Post-9/11 GI Bill when institutions are closed due to an emergency situation or executive order. The bill also extends the time limitation for participation in a vocational rehabilitation program when such participation is prevented due to an emergency situation or executive order. The bill authorizes the VA to pay a subsistence allowance for two additional months to a veteran following a program of employment services from March 1-December 21, 2020, for full-time training for the type of program the veteran was pursuing.

Inspiring New STEM Professionals by Investing in Renovation of Education Spaces Act or the INSPIRES Act This bill directs the Department of Education to establish grant programs (1) for the modernization, renovation, or repair of career- and technical-education facilities; and (2) to enable secondary schools that are located in rural areas or that serve Native American students to improve facilities that provide science, technology, engineering, and mathematics (STEM) education and to support high-speed internet in STEM facilities.

Charter Oversight, Accountability, and Transparency Act or the COAT Act This bill requires state educational agencies, in order to receive certain federal funds, to ensure that each contract between a charter school located in the state and a private charter management organization includes certain compliance requirements. Specifically, such organization must annually disclose certain information to the Department of Education (ED), including the identity of each charter school it operates or manages, the amount expended on operations and administration, information about its contracts, and an audited income statement. ED must publish such information on its website. Additionally, such organization must hold board meetings that are open and accessible to the public.
