Act on Amendments to the Atmospheric Air Protection Act and Other Acts (partial adoption of amendments to the Greenhouse Gas Emissions Trading System Directive)

The bill updates the Emissions Trading System (EU ETS), adding maritime transport to the system, as well as abolishing free emission units in aviation and increasing funding for modernization and innovation funds. The changes have a significant economic and environmental impact. Companies' costs may increase with the changes, but at the same time, new opportunities to invest in green technologies and reduce emissions will emerge. With the expansion of the EU ETS to the maritime sector, the administrative and financial burden of companies within the scope will increase in connection with the acquisition of permitted emission units. The administrative burden of fixed installations and aircraft operators will not change significantly in connection with the draft. The Environmental Board will have new tasks in the monitoring and control of emissions.

Public Transport Act Amendment Act

The bill organizes the regulation of public transport travel discounts and brings it into line with the decision of the European Court of Justice, which dealt with compensation for the obligation to travel free of charge for preschool children and people with disabilities. The European Court found that, according to the European Union regulation, companies must be compensated for the costs arising from the obligation, which were not fully compensated in Estonia until now. The bill adds a basis for paying commercial carriers for special purposes support for transporting passengers with the right to travel for free. The principles of compensation calculation, the list of data to be submitted for applying for support, the procedure for payment of support and repayment of support are also stipulated.

Act on Ratification of Air Services Agreement between the Government of the Republic of Estonia and the Government of the Republic of Korea

The purpose of the agreement is to create an air connection between the Republic of Estonia and the Republic of Korea, which includes ensuring mutual access to flight routes, ensuring equal opportunities for entrepreneurs and non-discrimination, taking into account the principles laid down in the treaties of the European Union. Due to international law, international air connections can take place on the basis of bilateral agreements. Based on the 1944 Chicago International from Article 6 of the Convention on Civil Aviation, a regular international flight route to or over the territory of another party may be operated only with a special permit or other authorization from that country and in compliance with the requirements of said permit or authorization.

Traffic Act Amendment Act

The bill provides for the equalization with mopeds of B-category vehicles with a permissible gross weight of up to 2,500 kg and a maximum physically limited speed of 45 kilometers per hour, and to enable the driving of such vehicles by persons of at least 14 years of age who have been granted the right to drive a motor vehicle of AM category.

Riigikogu decision "Recalling members of the Council of the Environmental Investment Center Foundation and appointing new members"

The bill proposes to recall Kalvi Kõva, Kaido Höövelson, Erkki Keldo and Üllar Saaremäe from the Council of SA KIK and appoint Reili Rand, Maido Ruusmann, Tarmo Tamm and Mart Maastik to the Council of SA KIK. In accordance with the Environmental Fees Act, four members of the Council of SA KIK are appointed by a decision of the Riigikogu on the proposal of the Environmental Committee. In addition to those appointed by the Riigikogu, the SA KIK council consists of four other parties exercising founder rights said member. The Minister of the Environment is a member of the foundation's council ex officio. Council members are appointed for a five-year term, with the nominator having the right to recall the council member at any time.

Riigikogu decision "Appointment of members of the Council of the National Forest Management Center"

The bill proposes to nominate Yoko Alender and Yevgeni Ossinovski to the Council of RMK. In accordance with the Forestry Act, two members named by the decision of the Riigikogu are part of the Council of RMK. The mandate of the member of the Council appointed by the Riigikogu ends with the termination of his mandate as a member of the Riigikogu.
