The draft reconciles the existing fragmented databases in order to ensure uniform management of the data of the existing national register of healthcare workers, the register of pharmacists and pharmacists, and the national register of health care service licenses through the new information system. In essence, the intrinsically interwoven registers are merged into one information system for healthcare management. In addition, the possibility of digital registration of healthcare workers is foreseen. The digital registration of health care workers will take place on the basis of the Estonian personal identification number through the self-service portal of the Board of Health. If the data proving a person's qualification is included in the Estonian Education Information System, no additional evidence needs to be submitted to the Health Board, the decision to register as a healthcare worker is made automatically. Currently, in addition to the application, documents proving education must be submitted on paper or in photocopy. For people who have Estonia there is no personal identification number, the registration process remains the same compared to the current law on the organization of healthcare services.

The draft of the Riigikogu decision "Fundamentals of Population Policy until 2035" is based on the document "Fundamentals of Population Policy 2035". The fundamentals document defines the general goal and principles of Estonian population policy and formulates sub-goals and directions of action in the main areas related to population development until 2035, recognizing the need for the state to pay greater attention to ensuring the sustainability and development of Estonian society.

The bill enables the digital exchange of health data across borders. This applies to treatment data as well as prescriptions. The mentioned development and the legal space that supports it will enable better service for patients as well as health care providers and pharmacies in the future.

By amending the law, its scope of regulation is expanded in order to prevent and reduce the spread of addiction and health damage resulting from tobacco and related products in society. A ban on the display of tobacco products and products related to them and a ban on the presentation of these brands at retail outlets is added. Exceptions are for specialized retail outlets, ships sailing on international routes, and airports and ports to stores located in closed territory. In addition, the sales promotion provisions of the current Tobacco Act are extended to products related to tobacco products (e.g., raffle wins, prizes or other benefits may not be offered) and the prohibition to sell a product related to tobacco products in the same sales package as another product (e.g., mobile bag, ashtray). The bill restricts the availability and use of e-cigarettes. In the future, the use of e-cigarettes will be in addition to children's institutions prohibited in all other places where smoking is prohibited (e.g. catering establishments, shops). In addition to the current cross-border distance selling ban, a national distance selling ban for tobacco products and related products, including e-cigarettes, will be added. This means that in the future these products cannot be purchased through communication tools (e.g. e-commerce or catalog). The draft also establishes requirements for the nicotine-free liquid of the electronic cigarette composition and purity (e.g. the liquid must not contain vitamins, caffeine or other substances associated with strength and energy-giving effects) and flavors different from tobacco in e-cigarettes are prohibited. The bill makes it mandatory to ask for a document from a customer buying tobacco or a related product, unless it is obviously an adult or a person known to the seller. The Tax and Customs Board is granted the right of control purchase to determine the sale of clandestine tobacco and to police officers to determine the sale of tobacco products or related products to minors, with the right, if necessary, to involve persons at least 16 years old in making a control purchase. The law enters into force in a general manner. Prohibition of sales promotion, prohibition of display and presentation of brands, prohibition of domestic distance sales, prohibition of flavors and fragrances in e-cigarettes (only tobacco flavor and smell), the ban on selling a product related to a tobacco product in a single package with another product, and the extension of the labeling requirements for the current packages to the printed matter included in the packages is a transitional period until January 1, 2019.

The bill envisages changing the procedure for paying visit fees for outpatient specialist care and establishing that the visit fee cannot be charged if outpatient specialist care is provided to a disabled person under the age of 19.

Eelnõuga võetakse Eesti õigusesse üle kaks Euroopa Komisjoni direktiivi, et tagada kolmandatest riikidest imporditud rakkude ja kudede vastavus ELi ohutus- ja kvaliteedistandarditele. Eelnõuga täpsustatakse, et uudse ravimi tootmiseks kasutatavate rakkude ja kudedega seotud teave peab olema jälgitav vähemalt seni, kuni see jõuab ravimi tootjani. Pärast direktiivide rakendumist, peab Ravimiamet registreerima Euroopa Liidu koepangaregistris kõik ettevõtted, kes tegelevad rakkude ja kudede hankimise ning käitlemisega ja kellele on antud vastav tegevusluba, seal hulgas impordisertifikaat. Rakkude ja kudede käitlemisega tegeleb Eestis praegu üheksa ettevõtjat, kellest kaks tegeleb rakkude ja kudede impordiga kolmandatest riikidest. Käesoleva seaduse jõustumisel tuleb neil kahel ettevõtjal taotleda vastav impordisertifikaat. Uudse ravimi tootja tegevusluba on välja antud ühele ettevõtjale. Uudne ravim on geeniteraapiaks või somaatilise raku teraapiaks ettenähtud ravim või koetehnoloogiline toode. Alates 29. aprillist 2017 antakse kõikidele hangitud ja käideldud rakkudele ja kudedele ning nendest valmistatud toodetele kordumatu Euroopa kood, mis koosneb annetuse ja toote identifitseerimistunnustest.
