Health Care and Water System Improvement Amendments of 1989 - Amends the Consolidated Farm and Rural Development Act to increase authorization levels for Farmers Home Administration (FmHA) water and waste facility grants. Requires the Secretary of Agriculture to establish loan rates for health care and related facilities in accordance with the income of the area to be served. Directs FmHA to establish a rural waste water treatment circuit rider grant program (modeled on the existing National Rural Water Association rural waste circuit rider program). Authorizes appropriations.

Rural Monitoring and Assistance Act of 1989 - Amends the Rural Development Act of 1972 to direct the Secretary of Agriculture to: (1) study and evaluate the needs of economically distressed rural counties; and (2) report annually to the appropriate congressional committees in each of FY 1990 through 1993 on the evaluation of county needs for rural development assistance. Authorizes appropriations. Directs the Secretary to prepare and submit to the appropriate congressional committees a report regarding coordination improvements in various Federal rural development activities.

Rural Business Link Promotion Act of 1989

Rural Business Link Promotion Act of 1989 - Requires the Secretary of Agriculture to establish a program, to be administered by the Rural Electrification Administration (REA), to assist rural businesses through the establishment of shared business communications or computer centers to make available to small business or individuals advanced telecommunications facilities or equipment, computer services or equipment, and telecommunications equipment at reduced costs. Prohibits funds from being made available for telecommunications facilities if: (1) a local exchange carrier providing telephone service agrees to provide small businesses or individuals with access to such telecommunications facilities as requested by such a business or individual; and (2) the local exchange carrier actually provides such access within a specified period of time after receiving the request of by such business or individual. Provides exceptions to such prohibition. Directs the REA to establish and implement procedures to assure that requests for loans and advances of funds to local exchange carriers providing telephone service and attempting to provide such small businesses and individuals with such telecommunications capabilities receive expedited consideration and determination. Requires the REA to notify businesses located in rural areas of the program available under this Act. Authorizes appropriations for FY 1990 through 1994. Directs the Secretary to establish, within the National Agricultural Library, a National Rural Information Center Clearinghouse to distribute information and data to any industry, organization, or Federal, State, or local government entity about programs and services provided for eligible businesses and individuals in a rural area, including job training, education, health care, and economic development assistance, as well as emotional and financial counseling. Requires all Federal agencies, State and local agencies, and nonprofit organizations to provide the Clearinghouse with all required and necessary information upon request by the Secretary. Authorizes appropriations for the Clearinghouse for FY 1990 through 1994. Amends the Rural Development Act of 1972 to direct the Secretary to establish a program, to be operated in conjunction with the Clearinghouse, to provide information to local rural communities and other rural areas concerning rural development matters and the availability of Federal rural development assistance. Authorizes appropriations.

A bill to amend the Agricultural Act of 1949 to remove the 5 percent acreage limitation requirement on producers of the 1990 crop of oats and to require that the acreage base of such crop of oats be determined separate from that of barley, and for other purposes.

Permits and sets forth conditions for producers to devote acreage under an acreage limitation program to haying and grazing or to alternative crops. Extends to such crops: (1) crop quality reduction disaster payments; (2) crop insurance coverage; and (3) disaster assistance payment reductions in relation to Federal crop insurance payments.

Rural Investment Fund Act of 1989

Rural Investment Fund Act of 1989 - Establishes the Rural Partnerships Investment Board (Board) to provide qualifying nonprofit private entities, State and local agencies, and Indian tribes and organizations with lines of credit to form revolving loan funds for rural business development. Establishes in the Treasury the Rural Business Investment Fund to provide funds for the Board. Limits lines of credit to $750,000, except for specified State agencies which may receive up to $1,250,000. Requires qualifying entities to provide matching funds. Requires funding in at least 45 States. Limits total funds to any one State to $10,000,000. Authorizes FY 1990 through 1992 appropriations. Prohibits the use of funds to relocate or refinance businesses. Requires each qualifying entity to establish a local revolving fund. Authorizes the use of such funds to: (1) provide debt or equity capital or loan guarantees; (2) pay for training or technical assistance; (3) provide for return of capital to non-Federal investors in the fund; and (4) cover operating or capital expenses or other charges. Requires banks or other financial institutions to provide at least a 50 percent match of each investment or loan made to a business applicant. Limits: (1) annual assistance to a business applicant to $500,000; and (2) eligible businesses to those with fewer than 100 employees. Requires the revocation of a line of credit and refund for specified false statements or violations of this Act. Sets forth civil penalties for failure to file reports required under this Act.

Extends crop quality reduction disaster assistance through the 1989 crop year. Reduces disaster assistance payments in relation to Federal crop insurance payments. Requires producers to obtain Federal crop insurance for 1990 in order to be eligible for disaster payments and other specified assistance for 1989 crop losses. Sets forth exempted circumstances. Requires the Secretary of Agriculture to announce within a specified time the conditions for establishing a 1989 farm yield for forage-use crops. Directs the Secretary to reimburse producers for 1989 irrigation expenses in excess of average historical costs. Limits assistance under this Act to $100,000 per person. Authorizes the Secretary to determine a de minimis yield for each crop eligible for reduced field disaster payments under this Act. Title II: Administrative Provisions - Makes a person with qualifying annual gross revenues (as defined by this Act) in excess of $2,000,000 ineligible for assistance under this Act.

Health Link Improvements Act of 1989

Health Link Improvements Act of 1989 - Amends the Rural Electrification Act of 1936 to direct the Administrator of the Rural Electrification Administration to maintain a subaccount within the Rural Electrification and Telephone Revolving Fund to provide grants and reduced interest loans to eligible entities to improve telecommunication links, patient transportation facilities, and other cooperative activities between rural hospitals or physicians, teaching hospitals or major medical hospitals, and rural electric or telephone borrowers. Sets forth eligibility criteria. Requires the grants and loans to be used to improve: (1) the transmission of medical information through the telecommunications linking of hospitals and physicians in rural counties with teaching hospitals or medical centers; and (2) patient access to medical services by developing patient transportation such as helicopter landing sites, patient shuttle services, and mobile medical clinics. Directs the Administrator to maintain a subaccount to provide grants and reduced interest loans to fund demonstration projects to improve telecommunication links between rural hospitals or physicians, teaching hospitals or major medical hospitals, and rural electric or telephone borrowers. Prohibits use of funds under these provisions for certain telecommunications facilities if: (1) a local exchange carrier providing telephone service agrees to provide such facilities; and (2) other conditions are met. Authorizes appropriations for FY 1990 through 1994.

Rural Capital Access Act of 1989

Farm Conservation and Water Protection Act of 1989

Farm Conservation and Water Protection Act of 1989 - Title I: General Provisions - Sets forth findings and policies regarding low-input agricultural production systems as alternatives to high-input systems. Subtitle A: Production Adjustment Programs - Amends the Agricultural Act of 1949 with regard to the 1990 crops of wheat, feed grains, upland cotton, and rice to consider as program crop acreage (for purposes of conservation use acreage farm crop acreage bases) the planting of legumes or small grain-legume mixtures as part of a resource-conserving crop rotation (erosion reduction, nitrogen fixing, agricultural chemical reduction). Requires with regard to such crops that vegetative cover be planted on all conservation use acreage. Authorizes the Secretary of Agriculture to pay part of such costs, and requires the Secretary to pay 50 percent of such costs if an approved legume cover resource conserving crop rotation system is used. Amends the Food Security Act of 1985 to direct the Secretary to enter into multiyear set-aside contracts with producers participating in production adjustment programs for each of the 1990 through 1995 crops of wheat, feed grains, upland cotton, and rice. Subtitle B: FmHA Programs - Amends the Consolidated Farm and Rural Development Act to expand the scope of soil and water conservation loans. Makes the conversion to and maintenance of low-input agricultural production systems eligible for operating loans. Subtitle C: Crop Insurance - Amends the Federal Crop Insurance Act to prohibit crop insurance discrimination against producers utilizing low-input agricultural production systems. Directs the Secretary to report to the appropriate congressional committees regarding such producers' crop insurance needs. Subtitle D: Low-Input Agricultural Production System Program - Directs the Secretary to: (1) establish a program to assist producers in adopting low-input agricultural production systems; and (2) develop related technical guides and provide grants for such purpose. Authorizes appropriations. Requires: (1) a producer to develop a farm management plan in order to receive such assistance; and (2) the Agricultural Soil Conservation Service and the Agricultural Extension Service to certify plan compliance. Requires the Secretary to make acreage limitation and price support adjustments for participating producers of the 1990 crops of wheat, feed grains, upland cotton, and rice. Provides specified Federal crop insurance premiums for such producers. Directs the Secretary to: (1) submit to the appropriate congressional committees a technical guide report and annual program reports; and (2) disseminate program information through the Agricultural Extension Service and State extension services. Title II: Conservation - Subtitle A: Wetland Protection and Restoration Program - Amends the Food Security Act of 1985 to direct the Secretary to establish a wetland restoration program based on permanent easement contracts and shared restoration costs. States that eligible land shall be wetland or converted wetland used as cropland not otherwise set aside in another Federal program (except for land in the conservation reserve program). Authorizes appropriations. Sets forth provisions with respect to easement contracts and responsibilities of the Secretary and the owners. Subtitle B: Wetland Conservation, Conservation Reserve Program, and Water Bank Program - Amends the Food Security Act of 1985 to extend through crop year 1995 and enlarge the conservation reserve program (CRP). Provides for the inclusion of tree acreage in the CRP, including highly erodible pasture land planted with trees. Requires where appropriate (current law authorizes) the Secretary to establish shelterbelts, windbreaks, and other conservation practices including wildlife and riparian corridors. Directs the Secretary to permit specified economic use options (livestock use, timber harvesting) if an owner agrees to permanently retire the cropland base and allotment history or give the Secretary a permanent conservation use easement of CRP land. Expands the scope of the appeals procedure under the highly erodible land conservation, wetland conservation, and the conservation reserve programs. Amends the Water Bank Act to permit the Secretary to enter into permanent conservation easement contracts under such Act. Title III: Water Protection - Subtitle A: Well Testing Program - Directs the Secretary to establish a well testing program to test for pesticide and nitrate contamination. Provides assistance for the development of groundwater protection plans and outreach programs in specified areas with pesticide-contaminated drinking water supplies. Subtitle B: Sinkholes - Directs the Secretary to carry out through the 1991 crop year a pilot program to conserve soil and water resources on cropland containing naturally occurring sinkholes. Title IV: Research and Extension - Expresses the sense of the Congress that the Agricultural Research Service and the Cooperative State Research Service should: (1) make low-input agricultural research a major priority; and (2) increase research in specified areas, including plant varieties, technology transfers, and pesticide residues. Establishes within the Extension Service a Farmers Conservation Service which shall assist producers to implement low-input agricultural production systems. Title V: Certified Organic Food - Directs the Secretary to establish an Organic Food Commission to determine the advisability of establishing a national program for organic food certification. Sets forth certification criteria. Title VI: Farmland Protection - Amends the Farmland Protection Policy Act to direct the Secretary to appoint a Special Assistant to carry out the provisions of such Act. Prohibits the conversion of farmland to nonagricultural uses by a Federal agency unless: (1) the Special Assistant and affected State and local governments review a project's effects on farmland and identify alternatives; and (2) no economically reasonable alternative exists. Requires the Secretary to submit to the appropriate congressional committees an update of the National Agricultural Lands Study.

Title II: Forest Crops - Directs the Secretary to provide assistance to tree farmers who lost seedlings in 1989 as a result of drought conditions. Limits assistance to any one person to $25,000. Title III: Administrative Provisions - Makes a person with qualifying annual gross revenues (as defined by this Act) in excess of $2,000,000 ineligible for assistance under this Act.

Sets forth the concurrent resolution on the budget for FY 1990 and the appropriate budgetary levels for FY 1991 and 1992. Sets forth levels and amounts of Federal revenues, new budget authority, budget outlays, and deficits for FY 1990 through 1992 for purposes of determining whether the maximum deficit amounts set forth in the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) have been exceeded. Recommends levels of Federal revenues of $776,325,000,000 for FY 1990, $831,775,000,000 for FY 1991, and $884,350,000,000 for FY 1992. Sets the amount by which the aggregate levels of Federal revenues should be increased at $5,800,000,000 for FY 1990, $6,200,000,000 for FY 1991, and $6,300,000,000 for FY 1992. Designates the following amounts of Federal revenues for Federal Insurance Contributions Act revenues for hospital insurance: (1) $69,925,000,000 for FY 1990; (2) $75,200,000,000 for FY 1991; and (3) $79,900,000,000 for FY 1992. Sets the appropriate levels of total new budget authority at $1,061,175,000,000 for FY 1990, $1,157,800,000,000 for FY 1991, and $1,214,050,000,000 for FY 1992. States that the appropriate levels of total budget outlays are $945,175,000,000 for FY 1990, $1,001,075,000,000 for FY 1991, and $1,040,400,000,000 for FY 1992. Sets deficit amounts at $168,850,000,000 for FY 1990, $169,300,000,000 for FY 1991, and $156,050,000,000 for FY 1992. Sets the appropriate level of the public debt at $3,122,800,000,000 for FY 1990, $3,374,100,000,000 for FY 1991, and $3,599,700,000,000 for FY 1992. Sets forth the appropriate levels of total Federal credit activity as follows: (1) $19,025,000,000 for new direct loan obligations and $107,325,000,000 for new primary loan guarantee commitments, for FY 1990; (2) $19,425,000,000 for new direct loan obligations and $114,875,000,000 for new primary loan guarantee commitments for FY 1991; and (3) $19,150,000,000 for new direct loan obligations and $119,700,000,000 for new primary loan guarantee commitments for FY 1992. Sets forth the levels of budget authority, budget outlays, new direct loan obligations, and new primary loan guarantee commitments for each major functional category for FY 1990 through 1992. Expresses the intent of the House Committee on the Budget that: (1) the Congress shall present the revenue and the spending reduction provisions of the reconciliation bill to the President concurrently; and (2) specific measures governing the governmental receipts figure will be determined through the regular processes, with any revenue legislation reconciled in accordance with agreement between the executive branch and the House Ways and Means Committee to be advanced legislatively when supported by the President. Requires the following House and Senate Committees to report to the Committees on the Budget of their respective Houses by June 30, 1989, changes in laws within their respective jurisdictions that are sufficient to increase contributions and reduce budget authority and outlays by specified amounts in FY 1990 through 1992: (1) House Committee on Agriculture; (2) House Committee on Banking, Finance, and Urban Affairs; (3) House Committee on Energy and Commerce; (4) House Committee on Interior and Insular Affairs; (5) House Committee on Merchant Marine and Fisheries; (6) House Committee on Post Office and Civil Service; (7) House Committee on Veterans' Affairs; (8) House Committee on Ways and Means (this committee must also report information concerning deficit reduction); (9) Senate Committee on Agriculture; (10) Senate Committee on Banking, Housing, and Urban Affairs; (11) Senate Committee on Commerce, Science, and Transportation; (12) Senate Committee on Environment and Public Works; (13) Senate Committee on Energy and Natural Resources; (14) Senate Committee on Governmental Affairs; (15) Senate Committee on Veterans' Affairs; and (16) Senate Committee on Finance (this committee must also report information concerning deficit reduction).

Amends the Federal Meat Inspection Act to authorize the distribution of a meat article or animal without charge to nonprofit private entities or to State, local, and Federal entities engaged in the distribution of food without charge to individuals, if the article or animal: (1) is in violation of the Act; (2) has been seized and condemned; (3) is capable of use as a human food; and (4) has been inspected under the Act. Relieves the United States and the person from whom the meat was seized and condemned from legal responsibility for the article or animal if it was found after inspection under the Act to be capable of use as a human food.

To amend the Consolidated Farm and Rural Development Act to ensure that farmland held by the Farmers Home Administration is sold at fair market value to qualified persons.

Defines "importer" for purposes of such Act. Requires importers to: (1) pay the assessment upon U.S. entry; and (2) maintain specified records. Makes potato marketing orders applicable to potatoes produced in the 50 States and abroad. Prohibits assessment refunds. Includes importers on the Potato Promotion Board. Exempts changes under this Act to potato plans from producer referendum requirements.

Emergency Water Assistance Act of 1989

Emergency Water Assistance Act of 1989 - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to provide grants for emergency rural water assistance projects to: (1) remedy sudden declines in water quantity or quality; or (2) repair or maintain established water systems in order to remedy an acute water shortage. Makes public or private nonprofit entities eligible for such grants. Sets forth eligible grant uses. Prohibits grants to any rural area or community that: (1) includes any part of a city or farm with 3000 or more people; or (2) has a median household income greater than the State nonmetropolitan median income. Authorizes appropriations.

To amend the Agricultural Adjustment Act to prohibit the importation of kiwifruit, peaches, pears, nectarines, and plums that do not comply with any grade, size, quality, and maturity provisions of a marketing order applicable under such Act to the respective kind of fruit produced in the United States or with comparable restrictions promulgated under such Act.
