Russian River Land Act - Ratifies the terms, conditions, covenants, and procedures set forth in the Russian River Section 14(h)(1) Selection Agreement between Cook Inlet Region, Inc. (the Corporation), and the Departments of Agriculture and the Interior. Authorizes the Secretaries of Agriculture and the Interior to take all actions required under the terms of such Agreement. Authorizes appropriations to the Department of Agriculture, Office of State and Private Forestry, for the Corporation for: (1) costs for the planning and design of the Joint Visitor's Interpretive Center; (2) planning and design of the Sqilantnu Archeological Research Center; and (3) construction of these facilities.

National Greenhouse Gas Emissions Inventory and Registry Act of 2001

National Greenhouse Gas Emissions Inventory and Registry Act of 2001 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to establish and administer: (1) a national greenhouse gas emissions information system to collect annual lists required to be submitted under this Act of an entity's greenhouse gas emissions and their sources; and (2) a national greenhouse gas registry to collect voluntarily reported information on emissions reductions. Specifies factors for adjustment of emissions records by a reporting entity. Directs the Administrator and the Secretaries of Commerce, Agriculture, and Energy to develop greenhouse gas emissions quantification and verification protocols, electronic reporting methods, and accounting and reporting standards. Requires verification of reported emissions information. Requires the Administrator to publish an annual national greenhouse gas emissions inventory.

National Dairy Policy Act of 2001

National Dairy Policy Act of 2001 - Amends Federal law to direct the Secretary of Agriculture to use the Department of Agriculture's preferred Option 1B as the price structure for Class I fluid milk under Federal milk marketing orders. Directs the Secretary to make emergency market loss payments to dairy producers in the 48 contiguous States, including producers on farms not covered by milk marketing orders, whenever the national average for Class III milk under Federal milk marketing orders for a calendar year quarter is less than a specified target price.

A bill to amend the Agriculture and Food Act of 1981 to require the Secretary of Agriculture to conduct a pilot program under which the Secretary shall make grants to local units of government or local nonprofit organizations in the State of Arkansas to employ non-Federal resource conservation and development coordinators.

Bioterrorism Preparedness Act of 2001 - Amends the Public Health Service Act to add provisions granting additional authorities to the Secretary of Health and Human Services concerning bioterrorism preparedness and responding to public health emergencies. Requires the Secretary to develop and implement a plan which includes the development of specific criteria enabling measurements to be made of the progress made at the national, State, and local levels toward achieving the national goal of bioterrorism preparedness. Requires the maintenance of an adequate national pharmaceutical stockpile of vaccines (including a smallpox vaccine), therapies, and medical supplies for use at the Secretary's discretion in the event of a biological threat or attack or other public health emergency. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories to assist with the detection of and response to a biological threat or attack. Provides for the appointment of an Assistant Secretary for Emergency Preparedness who shall head the Office for Emergency Preparedness. Provides for a National Disaster Medical System to provide appropriate health and social services to respond to a public health emergency, if the Secretary activates the System. Provides for enhanced regulatory control of biological agents and toxins. Establishes a State Bioterrorism Preparedness and Response Block Grant Program to improve State and local preparedness and response capabilities. Amends the Clayton Act to provide for a limited antitrust exemption with respect to the development of new countermeasures against bioterrorism. Requires, under the Public Health Service Act, the development of a crisis communications and education strategy with respect to bioterrorist threats to the food supply. Expands animal and plant health inspection service activities and authorities. Amends the Federal Food, Drug and Cosmetic Act to expand the authority of the Food and Drug Administration with respect to food presenting a serious threat to humans or animals. Requires the registration of food manufacturing, processing, and handling facilities. Directs the Secretary of Agriculture to utilize existing authorities to expand Agricultural Research Service and Cooperative State Research Education and Extension Service programs to protect the food supply of the United States.

California Five Mile Regional Learning Center Transfer Act - Directs the Secretary of Agriculture to: (1) convey to the Clovis Unified School District of California a specified parcel of National Forest System (NFS) land which has been utilized as the Five Mile Regional Learning Center by such school district since 1989 pursuant to a special use permit to provide natural resource conservation education to California youth; and (2) negotiate with the school district to enter into a new permit for the approximately 100 acres of NFS land that the school district is using pursuant to the present permit but that is not included in such conveyance.

Conservation Assistance and Regional Equity Act

Conservation Assistance and Regional Equity Act - Provides assistance for specialty crop cost-of-production insurance. Amends the Federal Agriculture Improvement and Reform Act of 1996 to revise the farmland protection program. Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to increase funding for assistance to socially disadvantaged farmers and ranchers. Amends specified Acts to extend and revise: (1) the environmental quality incentives program, including livestock production and other program assistance; (2) the wildlife habitat incentives program; (3) the wetlands reserve program; (4) the conservation reserve program; (5) the private grazing land conservation program; and (6) State marketing programs, including grants for market development. Amends the Food Security Act of 1985 to establish: (1) a grassland reserve and enhancement program; (2) a water conservation program through the enrollment of eligible land for the temporary or permanent acquisition of water or water rights from eligible sellers; and (3) a conservation security program to promote soil, water, wetland, air, farm, wildlife, and flora conservation practices. Establishes in the Treasury the Organic Agriculture Research Trust Fund. Authorizes the creation in the Department of Agriculture of a National Organic Research Endowment Institute. Directs the Secretary of Agriculture to establish a Farmland Stewardship Enhancement Program to integrate Department of Agriculture and State, local, and tribal agriculture and forestry conservation efforts. Sets forth: (1) conservation program performance review and evaluation provisions; and (2) State conservation fund allocations.

Ginseng Truth in Labeling Act of 2001

Exempts retailers from additional labeling if the ginseng is appropriately labeled by the packer or importer. Authorizes the Secretary of Agriculture to impose penalties for violations of such requirement. Amends the Federal Food, Drug, and Cosmetic Act, respecting dietary supplement labeling, to state that "ginseng" shall be used only in reference to an herb or herbal ingredient that: (1) is part of a plant of the species of the genus Panax; and (2) is produced in compliance with U.S. pesticide laws. Provides for a specified enforcement plan to prohibit the importation of dietary supplements mislabeled as a ginseng.

Affordable Small Business Stimulus Act of 2001

Affordable Small Business Stimulus Act of 2001 - Amends the Internal Revenue Code with respect to the expensing of depreciable business assets (section 179) to increase maximum annual amounts and the phase-out threshold (eliminating the current phase-in of annual increases). Increases the exclusion percentage when calculating the exclusion of gain on qualified small business stock, including critical technology and specialized small business investment company stock. Increases the period in which purchased replacement stock will qualify for rollover status. Reduces the recovery period for depreciation of computers, peripheral equipment, and software. Permits self-employed individuals to deduct all of their health insurance costs. Permits the disclosure of Federal taxpayer identity information and signatures to State entities to carry out an approved combined employment tax reporting program. States that income averaging for farmers and fisherman will not increase their alternative minimum tax liability. Excludes from acquisition indebtedness certain indebtedness incurred by a small business investment company licensed under the Small Business Investment Act of 1958.

Reasonable Right-of-Way Fees Act of 2002

Reasonable Right-of-Way Fees Act of 2001 - Amends the Federal Land Policy and Management Act of 1976 to require a holder of a right-of-way to pay in advance the fair market value of the holder's use of the land encumbered by the right-of-way (currently, the fair market value of the right-of-way) as determined by the Secretary concerned (the Secretary of the Interior or the Secretary of Agriculture granting, issuing, or renewing such right-of-way). Prohibits the fair market value of a use of land encumbered by a right-of-way granted issued or renewed from exceeding the lowest amount determined using the following valuation methods: (1) the value to the Secretary of the land encumbered by the right-of-way; (2) the diminution in the value of the land to the Secretary as a result of the right-of-way; and (3) the amount necessary to restore the land to its use immediately before the initial grant or issuance of the right-of-way. States that fair market value and related rents shall be determined from the perspective of the Government as a land holder and willing seller of the right-of-way. Provides that right-of-way uses that have similar initial or potential physical impacts on the land or adjacent lands, including the disturbance necessary to establish the right-of-way and directly related ancillary facilities (including points of access, substations, compressor stations, and regeneration facilities), shall be valued based on the fee value of the underlying land, regardless of the technology present or related commercial values of those facilities.

To terminate all Federal programs relating to price support and supply management for milk and to grant the consent of Congress to cooperative efforts by States to manage milk prices and supply.

Prohibits the support of milk prices through cheese, butter, or nonfat dry milk purchases. Amends the Agricultural Adjustment Act, reenacted by the Agricultural Marketing Agreement Act of 1937, to terminate milk marketing order authority. Authorizes a State or compact of States, respecting milk produced in such State or compact, to: (1) establish a minimum fluid milk price; and (2) regulate milk used for manufacturing.

Bioterrorism Protection Act (BioPAct) of 2001 - Amends the Public Health Service Act to provide for grants, scholarships, and loans in order to strengthen the nursing profession. Establishes the National Nursing Service Corps Scholarship Program. Authorizes appropriations to: (1) increase hospital and provider capacity, training, and resources for treating bioterrorism victims; (2) increase and improve vaccine and antibiotic supplies for attack victims; and (3) provide for the coordination, training, and equipping of bioterrorism emergency responders. Authorizes appropriations for Department of Agriculture activities to: (1) reduce agricultural pathogen and insect pest threats; and (2) increase Department information systems security. Directs the Secretary of Health and Human Services to expand the Food and Drug Administration's capacity to ensure the safety of the food supply system, including imported food, and protect against the threat of bioterrorism. Amends the Federal Food, Drug, and Cosmetic Act to: (1) permit debarment for repeated or serious food import violations; (2) deem as misbranded imported food without country-of-origin labeling; (3) deem as adulterated a food item imported by a debarred person; and (4) require registration of food manufacturing, processing, and handling facilities. Directs the Administrator of the Environmental Protection Agency to: (1) undertake public water systems vulnerability assessments and review related emergency response plans; and (2) provide such systems with assistance for basic security enhancements and information systems protection. Amends the Federal criminal code to set penalties for possessing a select agent known to be a biological agent, with reckless disregard for the public health and safety. Authorizes appropriations for neutron scanner technology and technology to detect biological or chemical agents and for increased numbers of border patrol and immigration officers. Directs the Attorney General to develop or carry out various programs, including programs to improve identification of those appearing on law enforcement "watch lists" and to mandate better tracking of visas. Requires the Assistant to the President for Homeland Security to: (1) assess terrorist threats within the United States and its territories and possible responses to such threats; (2) implement a public education campaign concerning appropriate response to a terrorist attack; and (3) coordinate the deployment of chemical and biological detection capabilities. Requires the President to: (1) establish a database of information concerning terrorist activity; and (2) reduce barriers to the sharing of such information among Federal law enforcement agencies and the intelligence community. Requires the Secretary of Defense to: (1) increase military capability to respond to domestic crises involving chemical or biological weapons; (2) implement interagency crisis response and consequence management; and (3) accelerate response research and development. Requires the Secretary of Energy to increase efforts relating to nonproliferation verification of chemical and biological materials in countries other than the United States. Urges the President to seek to establish a United States-Russian Federation Biological-Chemical Working Group.

Sugar Program Reform Act

Sugar Program Reform Act - Amends the Agricultural Market Transition Act with respect to the sugar program to: (1) reduce sugarcane loan rates through crop year 2004; (2) revise the sugar beet loan rate; (3) eliminate nonrecourse loans; and (4) eliminate sugar price supports after crop year 2002. Amends the Agricultural Adjustment Act of 1938 to repeal sugar and crystalline fructose marketing quota and allotment provisions. Amends the Food Security Act of 1985, beginning after the 2000-2001 quota year, to direct the President to use all available authority to ensure that U.S. market raw sugar shall be available at not more than the higher of the world sugar price or the U.S. loan rate.

Imported Perishable Product Safety Improvement Act

Imported Perishable Product Safety Improvement Act - Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services to establish a system to deny the importation of any perishable product if the Secretary determines it has a history of adulteration or association with serious health issues, including a single outbreak of serious disease. Sets forth requirements for processing such products, including examination, holding, destruction, and subsequent labeling as refused entry. Prohibits: (1) port shopping when a product has been refused admission; and (2) imports of perishable products by debarred persons. Provides for the promulgation and enforcement of regulations governing, and the imposition of penalties against, the importing of contaminated perishable products. Authorizes the debarment of repeat offenders. Amends the Public Health Service Act to authorize the Secretary to (1) make grants or agreements with, and provide technical assistance to, eligible agencies to enhance their capacity to carry out activities relating to surveillance and prevention of pathogen-related disease borne in a perishable product; and (2) conduct related training, education, and public awareness activities. Requires the Secretary to award grants to universities, nonprofits, and industrial partners to develop improved methods of pathogen detection and food safety monitoring sensors.

Amends the Agricultural Market Transition Act, respecting crop years 2002 through 2008, to provide nonrecourse commodity loans, based upon planted acres and payment yield, up to a specified maximum acreage. Requires conservation and wetlands program compliance. Provides for an annual national and individual loan rate determination. Increases 2002 loan rates for wheat, corn, soybeans, upland cotton, and rice. States that the national average loan rate for a commodity shall be 80 percent of economic production costs. Makes loan deficiency payments available for eligible producers who forgo such nonrecourse loans. Establishes loan eligibility income and production limitations. Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to establish a Farmer Owned Production Loss Reserve. Authorizes the Secretary to establish: (1) a Humanitarian Food Assistance Reserve; and (2) a Renewable Energy Reserve. Discretionary Inventory Management, Program Cost-Containment, and Fiscal Responsibility Act of 2001 - Amends the Federal Agriculture Improvement and Reform Act to authorize the Secretary to establish a voluntary inventory management program for loan commodities, which shall, in a year of projected surpluses, provide increased loan rates for conservation use acreage set-asides.

Puerto Rico Karst Conservation Act of 2001 - Authorizes the Secretary of Agriculture to acquire land in or immediately adjacent to the Karst Region of Puerto Rico for the purpose of protecting and managing the geological and ecological values of the region, with particular emphasis on the maintenance of biodiversity within a tropical forest ecosystem and protection of the aquifers. Authorizes the Secretary to: (1) carry out such land acquisition using amounts in the Puerto Rico Karst Conservation Fund established by this Act, amounts appropriated for the Forest Legacy Program, and amounts in the Land and Water Conservation Fund; and (2) make grants to and enter into contracts and cooperative agreements with the Commonwealth of Puerto Rico, other Federal agencies, organizations, and corporations for the acquisition, protection, and management of Federal and non-Federal land in such region. Makes all lands in such region eligible for inclusion in the Forest Legacy Program.

Expressing the sense of the Congress that the Secretary of Agriculture and the Secretary of Health and Human Services should work to improve cooperation and eliminate duplication in the area of food safety inspection, and for other purposes.

Agricultural Terrorism Prevention Response Act of 2001 - Directs the President to establish an Interagency Agricultural Terrorism Committee to coordinate the counterterrorism effort to protect the U.S. agricultural production and food supply system. Directs the Secretary of Agriculture to: (1) continue and strengthen cooperation with other agencies; (2) appoint an agricultural liaison on terrorism to report to the Homeland Security Office and serve as a liaison on agricultural security matters; (3) establish an Industry Working Group on Agricultural Terrorism to develop counterterrorism measures to protect the U.S. agricultural production and food supply system; and (4) establish related training and information programs for agricultural producers. States that: (1) the Department of Agriculture Counterterrorism Policy Council shall continue to serve as the Department's senior policy forum regarding terrorism issues; and (2) greater Federal and State financial and staff resources should be dedicated for the detection and interdiction of agricultural terrorism threats.

Escaped Prescribed Fire Emergency Assistance Act

Escaped Prescribed Fire Emergency Assistance Act - Allows the responsible agency head, in the case of an escaped prescribed fire where there is partial or total loss of a primary residence, to authorize payment of reasonable emergency assistance for up to 30 days, with an additional 30 day extension in extenuating circumstances. States that such assistance shall not be construed as a waiver of rights under the Federal Tort Claims Act (FTCA). Authorizes such payments to be made from the Department of Agriculture's and the Department of the Interior's Wildfire Management Accounts. States that any action or decision taken respecting a prescribed fire shall not be considered to be the exercise of a discretionary function. Allows an individual with a claim before a Federal agency to amend it before final action is taken on it by the agency, or before the individual brings a civil action under the FTCA against the United States, whichever may be later. Requires an agency to: (1) notify an individual whose claim fails to state a claim upon which the agency may take action under the FTCA; and (2) attach to any claim form it distributes notice that the claim may be amended.

Protecting the Food Supply from Bioterrorism Act

Protecting the Food Supply from Bioterrorism Act - Requires any facility engaged in processing or handling food products for consumption in the United States, including any facility of an importer, to be registered with the Secretary of Health and Human Services. Directs the Secretary to compile and maintain an up-to-date list of registered facilities. Suspends, immediately, the registration of any facility or importer's facility for: (1) failure to permit access to the facility for inspection: (2) violation of a food safety law, including a regulation issued under a food safety law, concerning the facility, in a case in which the Secretary determines that such suspension is likely to prevent a significant risk of adverse health consequences; or (3) conviction of the registrant in any Federal or State court of either any felony relating to food or more than one violation of any law relating to food, whether or not the violation involves any fraud in connection with transactions in food. Amends the Federal Food, Drug, and Cosmetic Act to provide for enforcement, including: (1) penalties; (2) notification and recall of unsafe food; and (3) import restrictions. Amends the Public Health Service Act to provide for: (1) food security research; (2) food safety grants; (3) the surveillance of animal and human health; and (4) information resources for health professionals concerning the diagnosis and detection of illnesses caused by bioterrorism.

To amend the Federal Land Policy and Management Act of 1976 to require the value of public benefits created by State and local governments and nonprofit entities to be offset against the fee charged for certain rights-of-way held by those entities.

Food Supply Protection Act - Authorizes appropriations to the Secretary of Agriculture for: (1) Department of Agriculture biosecurity initiatives required under presidential directive PDD-67, to be used to secure resources at existing facilities of the Agricultural Research Service and Animal and Plant Health Inspection Service; (2) research in support of bioterrorism response initiatives; (3) continuation of joint research initiatives between the Agricultural Research Service, universities, and industry on counter-bioterrorism efforts; (4) competitive grants to universities and qualified research institutions for counter-bioterrorism research; (5) specified biosafety laboratories and animal research facilities at the Plum Island Animal Disease Center in Greenport, New York; (6) the Agricultural Research Service/Animal and Plant Health Inspection Service facility in Ames, Iowa; (7) planning and design of an Agricultural Research Service biocontainment laboratory for poultry research in Athens, Georgia; (8) planning, updating, and renovation of the Arthropod-Borne Animal Disease Laboratory in Laramie, Wyoming; (9) collaborative research with the Oklahoma City Counter-Terrorism Institute, the Department of Justice, and other law enforcement and emergency preparedness organizations; and (10) the purchase of and training for rapid detection field test kits to be distributed by the Secretary to State and local agencies engaged in defending against agroterrorism.
