Agricultural Management Assistance Act of 2026

Agricultural Management Assistance Act of 2026 This bill expands and revises the Agricultural Management Assistance (AMA) programs, which help agricultural producers manage financial risk through diversification, marketing, or natural resource conservation practices. (AMA is available in 16 designated states where participation in the Federal Crop Insurance Program is historically low.) Specifically, the bill expands the eligible uses for financial assistance funds for producers to include soil health improvements, the development of sustainable water sources and irrigation, composting, and other conservation practices determined to reduce the risk to a farm of financial loss due to the regional impacts of climate change. The bill also specifies that funds provided to mitigate financial risk through production or marketing diversification may be used for food safety certification. The bill provides additional funding for the program and changes the payment limitation for farmers to $200,000 over five years (currently $50,000 per year). The bill also expands those eligible for assistance under AMA programs to include federal crop insurance providers, in particular providers of Whole-Farm Revenue Protection plans.

Climate Justice Grants Act This bill requires the Environmental Protection Agency to establish a grant program to assist tribal governments, local governments, nonprofits, or community-based organizations in addressing issues relating to climate justice and carrying out activities that address climate justice concerns of environmental justice communities. Environmental justice communities refers to any population of color, community of color, indigenous community, or low-income community that experiences a disproportionate burden of the negative human health and environmental impacts of pollution or other environmental hazards.

Climate Solutions Act of 2025

Climate Solutions Act of 2025 This bill establishes renewable energy standards, energy saving targets, and greenhouse gas emission reduction targets. Specifically, the Department of Energy (DOE) must promulgate regulations to increase the percentage of electricity sold in the United States that is generated from renewable sources. By 2035, 100% of electricity must be generated from renewable sources. DOE must also promulgate regulations that set end-user electricity savings targets for retail electric energy suppliers and natural gas saving targets for retail natural gas suppliers through 2032 as specified by the bill. Each year's savings must be in addition to the previous years' savings. DOE must allow suppliers to achieve the targets through a market-based trading system. The Environmental Protection Agency (EPA) must promulgate annual net emission reduction targets for 2030 through 2050 to ensure that U.S. greenhouse gas emissions (1) in 2035 are at least 52% below those in 2005, and (2) in 2050 are zero. The EPA must promulgate final regulations to implement those targets within seven years and review them at least every five years thereafter.

This joint resolution nullifies the rule submitted by the Bureau of Land Management (BLM) on November 20, 2024, which amended the 2015 resource management plan (RMP) for the Buffalo Field Office in Wyoming to make no federal coal available for future leasing. Thus, the joint resolution requires the BLM to follow the 2015 RMP as it was before it was amended in 2024 and make coal available for leasing. By way of background, the BLM developed the amendment to the plan in response to  Western Organization of Resource Councils v. Bureau of Land Management.  In that case, the court held that the BLM must evaluate the climate impacts of federal coal leasing in the Buffalo Field Office and include alternatives to limit or stop coal leasing in the evaluation in order to comply with the National Environmental Policy Act. After conducting the evaluation, the BLM amended the RMP and made BLM-managed coal resources in the Buffalo Field Office planning area unavailable for future leasing.

Organic Science and Research Investment Act of 2025 This bill expands Department of Agriculture (USDA) support for organic agricultural research. USDA must establish the Coordinating and Expanding Organic Research Initiative for USDA resources dedicated to organic agricultural research. Every five years, the initiative must survey USDA's organic agricultural research and produce a report, including findings and recommendations on expanding research and increasing project coordination and effectiveness. USDA must take the findings and recommendations into consideration when preparing USDA's annual budget recommendations. In carrying out its work, the initiative must consult with the National Organic Standards Board and land-grant colleges and universities. In preparing each report, the initiative must consult organic and conventional farmers, ranchers, handlers and the organizations that serve them. The bill also reauthorizes the National Institute of Food and Agriculture’s Organic Agriculture Research and Extension Initiative through FY2030 and increases funding for the initiative. Further, eligible grant projects are expanded to include (1) facilitating the identification and adoption of traditional ecological knowledge and cultural practices, and (2) identifying how organic agriculture can adapt to and mitigate climate change. The bill also reauthorizes, and extends funding for, USDA's organic production and market data initiatives through FY2030. The Economic Research Service must conduct an economic impact analysis of organic agricultural management conducted in accordance with the National Organic Program. USDA may make competitive grants to support research, education, and extension activities relating to the transition from nonorganic production systems into organic agricultural production systems.

Stress Testing Accountability and Transparency Act This bill requires the Federal Reserve Board to make public certain details concerning annual stress tests performed by the board and prohibits certain stress test practices. (Stress tests assess a financial institution’s response to a hypothetical disruptive economic event. The board sets an institution’s capital requirements or stress capital buffer based on the results.)  Specifically, the bill requires the board to issue a rule that establishes the models, assumptions, and methods used by the board to perform annual stress tests on certain nonbank financial companies and large bank holding companies. The board must also issue a rule determining the stress capital buffer requirement for certain companies that have at least two results from periodic stress tests. In addition, the board must disclose annually each scenario to be used in stress testing. Further, the board is prohibited from materially changing stress test methodologies outside of the rulemaking process. The board must also ensure that stress capital buffer requirements and risk-based capital requirements do not contain capital requirements for the same risks. The board is also prohibited from performing climate-related stress tests.  The Government Accountability Office must report on the effectiveness of the stress tests every three years.

This joint resolution nullifies the rule issued by Environmental Protection Agency titled  Extension of Deadlines in Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review Final Rule  and published on July 31, 2025. The rule extended (1) certain deadlines for performance standards concerning control devices, equipment leaks, storage vessels, process controllers, and vent systems at crude oil and natural gas facilities; (2) the date for future implementation of the Methane Super Emitter Program; and (3) a state plan submittal deadline. Thus, the joint resolution restores the original deadlines that were applicable before the extensions made by the rule.
