Clemency Board Reorganization Act - States that the Presidential Clemency Board shall be composed of nine members to be appointed by the President, one of whom shall be designated by the President to serve as Chairman. Provides that all jurisdiction, responsibility, or function with respect to any draft evader or military deserter is transferred from the Department of Defense to the Presidential Clemengy Board. Authorizes the Board to recommend alternate service of up to 2 years for draft evaders and military deserters. Authorizes the reacquisition of United States citizenship by appearance before a United States district court judge, renouncement of citizenship acquired from another country, and pledging allegiance to the United States. Provides that veterans benefits may be conferred in the discretion of the Veterans' Administration or Department of Defense after issuance of a clemency discharge under this Act.

United States Amnesty Commission Act - Establishes the United States Amnesty Commission. Provides that an application for amnesty may be filed with the Commission under this Act not later than January 1, 1980, by any individual who, during the period beginning August 4, 1964, and ending January 1, 1974, violated, or is subject to prosecution for violation of the Military Selective Service Act or other specified provisions of Federal law pertaining to military service. Prohibits the Commission from recommending amnesty or any other action with respect to any applicant unless it has determined that the overriding purpose of such applicant in violating the law was to dissent from the policy of the United States with respect to the Vietnam war. Allows an applicant 90 days in which to appeal Commission determinations. Provides that, upon completion of its determinations with respect to any applicant, the Commission shall submit to the President its recommendations for amnesty (conditional or unconditional) and other appropriate actions to be taken by him with such respect to such applicant. Sets forth the method of selection of the members of the Commission. Permits the Commission to issue subpenas requiring the attendance and testimony of witnesses and the production of any evidence that relates to any matter under investigation by it. States that any individual filing an application for amnesty who is entitled under this Act to appear before the Commission may not be arrested or prosecuted for any violation described in this Act during: (1) the period beginning 48 hours prior to his first scheduled appearance before the Commission and ending 48 hours after his final appearance before the Commission; and (2) any additional period which the Commission certifies is necessary to facilitate the appearance of such an individual before the Commission. Terminates the Commission on January 1, 1983.

Authorizes the Administrator of Veterans' Affairs to make payments, for the calendar year 1976 and each calendar year thereafter, to the States for the interment of veterans and for the maintenance of State veterans' cemeteries. Requires the Administrator to conduct a survey to determine the reasonable cost of interment and prepetual care maintenance for the purposes of payment under this Act. Authorizes the Administrator to pay transportation costs of the bodies of eligible veterans to national cemeteries.

States that an officer of the Army or Navy in the Medical or Dental Corps or in the Medical Service Corps (if he is designated as an optometry or podiatry officer), an officer of the Army or Navy in the Veterinary Corps, an officer of the Air Force who is designated as a medical, dental, veterinary, optometry or podiatry officer, or a medical, dental, veterinary, optometry, or podiatry officer of the Public Health Service, who is on active duty for a period of at least one year is entitled, in addition to any other pay or allowances to which he is entitled, to special pay at the following rates; (1) $100 a month for each month of active duty if he has not completed two years of duty in a category named in this section; or (2) $350 a month for each month of active duty if he has completed at least two years of active duty in a category named in this section. States that such amounts may not be included in computing the amount of an increase in pay authorized or in computing retired pay or severance pay. Provides for special pay to medical, dental, veterinary, optometry or podiatry officers who execute active duty agreements. States that under regulations prescribed by the Secretary of Defense or by the Secretary of Health, Education, and Welfare, as appropriate, the Secretary concerned, or his designee, may terminate, at any time, an officer's entitlement to such special pay. Requires the Secretary of Defense and the Secretary of Health, Education, and Welfare to submit a yearly report to the Committees on Armed Services of the Senate and House of Representatives regarding the operation of the special pay program.

Prohibits changes in the status of members of the uniformed services who are missing in action unless specified conditions are met, including: (1) the Secretary concerned has received significant new information regarding the status of such individual, or he has notified the primary next of kin of such person of a proposed hearing and review of the status of such member, and the primary next of kin of such member fails to file with the Secretary concerned an objection to such proposed hearing and review; or (2) the President of the United States has determined that all reasonable actions have been taken to account for such members, and determined that all reasonable actions have been taken to enforce the provisions of specified articles of the Paris Peace Accord; and (3) the Congress has determined that the Democratic Republic of Vietnam and the Provisional Revoluntionary Government of South Vietnam have fully complied with specified provisions of the Paris Peace Accord and has agreed to a concurrent resolution expressing such determination. Directs the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives to each conduct a study of sections 555 and 556 of title 37, United States Code (relating to pay of missing persons), with a view to determining whether such sections should be amended or repealed.

Authorizes the Administrator of Veterans' Affairs to purchase from one or more life insurance companies a policy or policies of mortgage protection life insurance on a group basis for veterans unable to obtain commercial life insurance because of a service- connected disablility. Sets forth the maximum amount of insurance under a policy provided under this Act. Authorizes the Administrator to deduct insurance premiums from any compensation or other cash benefits payable to veteran by the Veterans' Administration, and to pay such premiums to the insurers. States that any amount of insurance in force under this Act on the date of death of an insured veteran shall be paid only to the holder of the mortgage loan on the veteran's home as a credit toward loan indebtedness. Requires each policy purchased under this Act to provide for the following: (1) reinsurance with other insurers which meet the Administrator's criteria; (2) that the Administrator may discontinue a whole policy, or exclude from coverage loans made after a date fixed by him; (3) issuance to each insured veteran of a certificate setting forth the benefits to which he is entitled; (4) any other provisions necessary to carry out this Act; and (5) an annual accounting to the Administrator of the amount of premiums paid, the total of all mortality and other claim charges incurred, and the amount of the insurer's expenses and risk charges. States that insurance under this Act shall terminate upon whichover of the following events first occurs: (1) satisfaction of the veteran's indebtedness under the loan upon which the insurance is based; (2) the veteran's 70th birthday; (3) termination of the veteran's ownership of the property securing the loan; (4) discontinuance of payment of premiums by the veteran; or (5) discontinuance of the entire contract or agreement. Uniformed Services Retirement Pay Equalization Act - Provides that the retired pay of each retired officer of the Navy or the Marine Corps shall be computed on the basis of rates of pay provided by law at the time of his retirement or subsequently for officers on the active list. Permits retired members of the uniformed service, who were retired by reason of physical disability and who are entitled to retired or Compensation Act of 1949, to elect within the one-year period following the effective date of this Act, to receive disability retirement pay under this Act in lieu of that retired or retainer pay to which they are otherwise entitled. Veterans Pension Act - Removes the stated inclusion of salary retirement or annuity payments, or similar income, which has been waived, irrespective of whether the waiver was made pursuant to statute, contract or otherwise, by the veteran, from the present classification of payments which the Administrator of Veterans' Affairs shall include in determining annual income for purposes of the payment of pension for non-service-connected disability or death of eligible veterans. Authorizes the payment of pension to unmarried veterans of the Mexican border period, World War I, World War II, the Korean conflict, and the Vietnam era for non-service-connected disability or for service at an annual rate of $3,300 to be paid monthly, such rate to be reduced by the amount of the veterans' annual income. Provides for a similar pension at an annual rate of $5,400 for eligible veterans who are married and living with a spouse, or have a child. Provides for annual payments of $2,400 to each child of a veteran upon whose death the pension payment is based whenever there is no widow to receive the pension. States that this Act shall take effect on January 1, 1976.

Directs the Secretary of Defense to continue the operation and maintenance of each of the commissary stores of the agencies of the Department of Defense in operation on January 1, 1975. States that the Secretary shall request appropriations for their direct costs.
