Extends the delimiting period for veterans' educational benefits for any veteran who is pursuing, during the 1975-76 academic year, a program of education and whose benefits expire on June 1, 1976. States that such extension shall terminate either on June 1, 1978, or whenever the veteran completes the program being pursued during the 1975-76 academic year, whichever occurs first. Provides for a reduction in the monthly benefits payable to veterans availing themselves of such extension. Requires nonaccredited educational institutions seeking approval of their courses from the Administrator of Veterans' Affairs to submit, in addition to the information presently required, the following: (1) the name of any official, or member of the faculty, of the institution who has been cited for, or involved in, any illegal, unethical, deceptive, or misleading practice; (2) institution policy, regulations, and specific entrance requirements for each program of education offered by such institution, including information regarding testing, admission procedures, and the standards used by the institution to determine an eligible veterans' educational, financial, intellectual, and physical aptitudes and abilities to successfully complete a program of education and obtain and maintain employment in the educational, professional, or vocational field that is the objective of such program of education; and (3) completion rates for the courses and programs offered by the institution and the placement rates for graduates of the Institution in the specific skill for which they were trained.

Adds Chapter 83 (Civilian Positions) to title 10 (Armed Forces) of the United States Code. Requires the Secretaries of each military department and the Secretary of Defense to review each type of personnel position under his jurisdiction every four years (except deployable units having a combat or combat-support mission) and to determine whether each type of position: (1) must be filled by active-duty military personnel; (2) could be filled by active-duty military personnel or by civilian employees; or (3) should be filled by civilian employees. Prohibits the assignment of active-duty personnel to positions in which a civilian employee could be utilized unless such individual possesses minimum professional qualifications and no civilian employee with qualifications equal or superior to those of such person is available for such position. Defense Officer Personnel Management Act - Adds Chapter 30, "Strength and Distribution in Grade," to title 10, of the United States Code (Armed Forces,). States that the total strength of an armed force (other than the Coast Guard when it is not operating as a service in the Navy) shall be as authorized by law. Sets forth the authorized number of commissioned officers in each armed service below the rank of brigadier general or commodore admiral. Establishes basic qualifications for commissioned officers. Adds chapter 35A, "Temporary Appointments," to title 10 of the United States Code. Provides that in time of war, or of national emergency declared by the Congress or the President after January 1, 1975, the President may appoint temporary commissioned officers. Adds to title 10 of the United States Code Chapter 36, "Promotion, Separation, Retirement of Officers on the Active-Duty List: Second Lieutenants or Ensigns through Colonels or Captains (Navy)." Sets forth procedures for the establishment and membership of promotion boards and procedures for determining eligibility for promotion. Authorizes the President or the Senate to remove the name of any officer from the list of selectees for promotion. Stipulates the effect on individuals of failure to be selected for promotion. Sets forth formulae for determining separation pay upon involuntary discharge or release from active duty. Adds Chapter 60, "Separation of Regular Officers for Various Reasons" to title 10 of the United States Code. Sets forth procedures for the establishment of boards of officers to review the record of any commissioned officer to determine whether such individual shall be required to show cause for his retention on active duty, because of substandard performance or dereliction of duty, or misconduct. Stipulates the right of the officer involved and the procedures to be followed during such investigation. Entitles officers discharged under this Act to separation or retirement pay. States that a regular commissioned officer is not eligible for voluntary retirement unless he completes at least six months in the grade in which he is to be retired. Sets forth minimum qualifications for the appointment of Air Force nurses. Abolishes the present rank of rear admiral (lower half) within the Navy and creates the rank of commodore admiral. Establishes procedures and time in service requirements for promotions and retirement for individuals holding such rank.

Military Construction Authorization Act - Title I: Army - Authorizes the Secretary of the Army to expend specified amounts to establish and develop military installations and facilities. Sets forth the amounts which may be expended for specified facilities. Authorizes the emergency construction of facilities made necessary by: (1) unforeseen security considerations; (2) new weapons developments; (3) new and unforeseen research and development; or (4) improved production schedules if the deferral of such construction for inclusion in the next Military Construction Authorization Act would be inconsistent with the interests of national security. Title II: Navy - Authorizes the Secretary of the Navy to establish or develop specified military installations and facilities. Sets forth the amounts which may be expended for each such facility. Authorizes the emergency construction of facilities made necessary by those conditions enumerated in title I of this Act. Title III: Air Force - Authorizes the Secretary of the Air Force to establish or develop specified military installations and facilities and sets forth the amounts which may be expended for each such facility. Authorizes the Secretary to proceed with the emergency construction of facilities made necessary by those conditions set forth in title I of this Act. Title IV: Defense Agencies - Authorizes the Secretary of Defense to expend specified amounts to establish or develop military installations and facilities. Authorizes the Secretary to establish or develop additional facilities which he determines to be vital to the security of the United States. Title V: Military Family Housing - Authorizes the Secretary of Defense to construct or acquire sole interest in existing family housing units in specified numbers and locations. Stipulates that no family housing shall be commenced at any such locations until the Secretary has inquired into the availability of suitable private housing at such locations. Authorizes appropriations for such purpose. Title VI: General Provisions - Authorizes appropriations in such amounts as may be necessary to carry out the purposes of this Act. Sets forth limitations on the amounts which may be used for public work projects under the various titles of this Act. Grants the Secretary of the military department concerned the discretion to increase the amounts set forth in this Act for various installations up to a specified level. States that the total cost of all construction and acquisition in each title of this Act may not exceed the total amount that is authorized. Requires the Secretaries of the military departments to report annually to the President of the Senate and the Speaker of the House of Representatives a breakdown of the dollar value of construction contracts completed pursuant to the provisions of this Act. Repeals prior authorization for military public works, with specified exceptions. Sets forth unit cost limitations for building projects under this Act. Authorizes the Secretary of Defense to permit increases in such cost limitations by such amounts as may be necessary to equip any projects with solar heating or solar cooling equipment. Expresses the approval of Congress with respect to the establishment of a naval and maritime museum in the city of Charleston, South Carolina. Authorizes the Secretary of the Navy to convey the lands comprising the Naval Air Station, Lakehurst, New Jersey, to the Airship Association for use as a permanent site for an airship museum. Authorizes the Secretary of Defense to conduct studies regarding the reuse of military installations which are to be closed. Prohibits the closure of any military installation or personnel reduction at any installation below a specified level unless the military department concerned has complied with notice provisions of the National Environmental Policy Act and has submitted a report to the Congress justifying such decision. Title VII: Guard and Reserve Forces Facilities Authorization Act - Permits the Secretary of Defense to establish or develop additional facilities for the Guard and Reserve Forces.

Title I: Retirement Financing - Amends the Central Intelligence Agency Retirement Act of 1964 for certain Employees to define terms for purposes of this Act. States that any statute which authorizes liberalized benefits payable from the fund created pursuant to such Act extension of coverage of such Act or increases in salaries, is deemed to authorize appropriations to fund the unfunded liability created by that Act. Authorizes appropriations for purposes of such Act. Title II: Retirement Act Amendments - Makes children for whom a petition for adoption was filed by a participant in such retirement program and who was later adopted by the surviving spouse after the participant's death eligible to receive benefits under such program. Makes the surviving spouse of participants who were married after retirement eligible for survivor's benefits under such Act. Requires a participant who at the time of retirement desires not to have his or her surviving spouse receive an annuity to so state in writing to the Director. States that a surviving spouse acquired after retirement is entitled to a survivor annuity only by electing such annuity instead of any other survivor benefit to which he or she may be entitled to under this or any other retirement system for Government employees. Allows participants in such system who retire unmarried and later marry to elect to receive a reduced annuity under such Act. Sets forth the minimum monthly rate of annuity for a surviving spouse or child. States that retirement for disability or incapacity may only be approved if the application for such retirement is submitted before the applicant is separated from the Agency or within one year thereafter. Extends the period in which a recovered disability annuitant may continue to receive such annuity. Stipulates that if a recovered annuitant has, before reaching age 62, again become totally disabled due to a recurrence of his or her original disability, the terminated disability annuity shall be reinstated. Grants a prior service credit to participants for time spent in service with the National Oceanic and Atmospheric Administration or the Public Health Service. Prohibits the recovery of payments made under this Act by the Government if the individual involved is without fault and recovery would be against equity. Authorizes the President, by executive order, to maintain the existing areas of conformity between the Civil Service and Central Intelligence Agency Retirement and Disability Systems. Increases the annuity payable from the Central Intelligence Agency Retirement and Disability Fund to annuitants and surviving spouses of annuitants which is based on a separation occurring prior to October 20, 1969.

Authorizes under the Federal Civil Defense Act of 1950 the use of Federal civil defense funds by local civil defense agencies for natural disaster relief. Increases the Federal contribution for travel expenses and per diem allowances for students in civil defense training programs and increases the Federal financial contribution to States for civil defense personnel and administrative expenses. Increases the authorization for appropriations under such Act for travel expenses, for personal equipment for State and local workers,and for personnel and administrative expenses.
