Directs the Administrator of Veterans' Affairs to conduct a study to determine the feasibility of publishing an annual comparative price study of conversion life insurance policies issued by commercial life insurance companies and report the results of such study to the Committee on Veterans' Affairs of the Senate and of the House of Representatives not later than one year from the date of enactment of this Act. Stipulates that such study shall not preclude the Administrator of Veterans' Affairs from initiating action which will insure that veterans wishing to convert from coverage under veterans' group life insurance to an individual life insurance policy will be able to obtain adequate and appropriate information concerning costs of the various conversion policies offered by life insurance companies participating in the veterans' group life insurance program.

Defense Economic Adjustment Act - Title I: Defense Economic Adjustment Council - Establishes in the Executive Office of the President the Defense Economic Adjustment Council to be composed of Cabinet members and Directors of government agencies. Specifies the duties of the Council, including the duty to assist communities, industries, and employees which may be substantially and seriously affected to make adjustment to closure and reduction of bases or cancellation or reduction of defense contracts. Title II: Community Economic Adjustment Planning - Authorizes the Council to allocate economic development funds appropriated to Federal agencies to communities which would be substantially affected by reduction or elimination of Government military facilities or curtailment or conclusion of military contracts. Title III: Industrial Economic Adjustment - Requires defense contractors to undertake planning and preparation for the employment of the personnel and utilization of the facilities employed on a contract after its completion. Authorizes the Chairman of the Council to provide assistance to defense and nonprofit contractors on conversion to nondefense industry, and appropriates $50,000,000 for fiscal year 1975 for such purpose. Specifies the criteria for assigning priorities among economic projects applying for support under this Act. Title IV: Economic Adjustment Fund - Requires payment to the Council of one-half of one percent of the amount of any defense contract for funding of the Workers Economic Adjustment Reserve Trust Fund to be established in the Treasury. Provides for the return of unexpended moneys of a contractor in the fund if all of his obligations under this Act have been discharged and he has not contracted with the Federal Government to furnish defense materials within 24 months. Title V: Economic Adjustment Assistance For Workers - Provides for the payment of economic adjustment benefits for workers or nonprofit contractors who have been displaced from private defense facilities for 2 years following such displacement. Provides that such assistance shall include up to 80 percent of weekly wages, maintenance of insurance coverages, vested pension credit, and retraining. Conditions the eligibility of workers for such benefits upon maintenance of registration with the Secretary of Labor and an agreement to accept employment determined by the Secretary of Labor to be suitable.

Provides that any person who: (1) served during World War I as a member of the military organization commonly known as General Joseph Haller's army and fought against an enemy of the United States; or (2) served during World War II as a member of any armed force of the Government of Bulgaria, Czechoslovakia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, or Yugoslavia, and participated while so serving in armed conflict with an enemy of the United States; and (3) has been a citizen of the United States for at least 10 years, shall, by virtue of such service, be entitled to hospital and domiciliary care and medical services within the United States to the same extent as if such service had been performed in the Armed Forces of the United States unless such person is entitled to, or would, upon application therefor, be entitled to, payment for equivalent care and services under a program established by the foreign government concerned for persons who served in its armed forces in World War I or in World War II. World War I Pension Act - Establishes a monthly pension for qualified World War I veterans of $135 if unmarried and with no children, or $150 if married and living with or contributing to the support of a spouse or with children. Provides an additional monthly payment of $50 if the veteran is permanently homebound, or $125 if he is in need of regular aid and attendance. Provides that no pension shall be paid to a veteran who has income in excess of $3,000 if unmarried or $4,200 if married. Provides that a veteran entitled to another pension shall receive whichever amount is greater. Establishes for widows of qualified World War I veterans a monthly Pension of $100 if there is no child or $125 if there is one child, with an additional $20 for each additional child. Provides that no pension shall be paid if the total annual income of the widow with children exceeds $3,000 or $4,200 in the case of a widow with children. Establishes a monthly pension for the children of qualified World War I veterans when there is no widow. Sets such pension at $45 for the first child and $18 for each additional child. Requires each pension to be equally distributed among the eligible children and makes any child with an annual income, excluding earned income, in excess of $2,000 ineligible for a pension. Exempts increases in Social Security benefits, railroad retirement annuities or pensions, or Federal government employee annuities from the determination of annual income. Gives priority for hospital care to those veterans receiving a pension under the Act. (Adds 38 U.S.C. 513-515; Amends 38 U.S.C. 503, 610)

Veterans' Housing Expansion Act - Increases the availability of guaranteed home loan financing for veterans. Authorizes the Administrator of Veterans' Affairs, when issuing a commitment to guarantee a proposed home mortgage loan for veterans, to issue also a non-assignable commitment to purchase the completed loan. Sets forth terms and conditions for such purchase. Increases the income of the national service life insurance fund. Establishes within the Treasury of the United States a revolving fund known as the national service life insurance investment fund. Authorizes the Administration to transfer from the insurance fund to the investment fund amounts necessary to purchase loans as the consequence of commitments issued or to be issued pursuant to this Act. Directs the Administrator to guarantee the investment fund against loss of interest or principal in the event of a deficiency in the investment fund reserves for expenses and losses. Authorizes the Administrator to sell any loan purchased under the authority of this Act. Requires the Administrator to invest the funds of the investment fund in loans which will represent a broad spectrum of the veteran homebuying population in respect to age, income, and location of the properties which constitute the loan securities. Authorizes the Administrator to adopt standards, policies, and procedures and to promulgate regulations appropriate to carrying out his functions under this Act.

Public Safety Officers Benefits Act - Provides that in any case in which the Law Enforcement Assistance Administration determines that an eligible public safety officer, to include law enforcement officers and firemen, has died as the direct and proximate result of a personal injury sustained in the performance of duty, leaving a spouse or one or more eligible dependents, the Administration shall pay a gratuity of $50,000. States the order of precedence for the payment of the gratuity to dependents. Excludes the payment of benefits if death was caused intentionally or by intentional misconduct or by an individual who would otherwise be entitled to the death benefits or if voluntary intoxication was the proximate cause of death.
