Defense Economic Adjustment Act

Defense Economic Adjustment Act - Title I: Defense Economic Adjustment Council - Establishes in the Executive Office of the President the Defense Economic Adjustment Council to be composed of Cabinet members and Directors of government agencies. Specifies the duties of the Council, including the duty to assist communities, industries, and employees which may be substantially and seriously affected to make adjustment to closure and reduction of bases or cancellation or reduction of defense contracts. Title II: Community Economic Adjustment Planning - Authorizes the Council to allocate economic development funds appropriated to Federal agencies to communities which would be substantially affected by reduction or elimination of Government military facilities or curtailment or conclusion of military contracts. Title III: Industrial Economic Adjustment - Requires defense contractors to undertake planning and preparation for the employment of the personnel and utilization of the facilities employed on a contract after its completion. Authorizes the Chairman of the Council to provide assistance to defense and nonprofit contractors on conversion to nondefense industry, and appropriates $50,000,000 for fiscal year 1975 for such purpose. Specifies the criteria for assigning priorities among economic projects applying for support under this Act. Title IV: Economic Adjustment Fund - Requires payment to the Council of one-half of one percent of the amount of any defense contract for funding of the Workers Economic Adjustment Reserve Trust Fund to be established in the Treasury. Provides for the return of unexpended moneys of a contractor in the fund if all of his obligations under this Act have been discharged and he has not contracted with the Federal Government to furnish defense materials within 24 months. Title V: Economic Adjustment Assistance For Workers - Provides for the payment of economic adjustment benefits for workers or nonprofit contractors who have been displaced from private defense facilities for 2 years following such displacement. Provides that such assistance shall include up to 80 percent of weekly wages, maintenance of insurance coverages, vested pension credit, and retraining. Conditions the eligibility of workers for such benefits upon maintenance of registration with the Secretary of Labor and an agreement to accept employment determined by the Secretary of Labor to be suitable.

Requires that when there is a vacancy in the office of the Commandant of the Marine Corps, or during the absence or disability of the Commandant of the Marine Corps, the Assistant Commandant of the Marine Corps and then the officers of the Marine Corps on duty at Headquarters, Marine Corps, in order of seniority, unless otherwise directed by the President, shall perform the duties of the Commandant until a successor is appointed or the absence or disability ceases.

Authorizes the Committee to hold hearings, issue subpenas, and maintain a staff as necessary to carry out its responsibilities under this resolution. Directs the committee to report to the House the results of its investigation no later than one year after adoption of this resolution. Provides that the committee's authority shall expire 30 days after the filing of such report. Directs that the expenses of the select committee shall be paid from the contingent fund of the House of Representatives upon vouchers signed by the Chairman.

Directs the Select Committee to conduct an inquiry into specified matters, including the following: (1) the collection, analysis, use, and cost of intelligence information and allegations of improper activities of intelligence agencies in the United States and abroad; (2) the procedures and effectiveness of coordination among and between the various intelligence components of the United States Government; (3) the nature and extent of executive branch oversight and control of United States intelligence activities; (4) the need for improved or reorganized oversight by the Congress of United States intelligence activities; and (5) the necessity, nature, and extent of overt and covert intelligence activities by United States intelligence instrumentalities in the United States and abroad. Authorizes the expenditure of no more than $750,000 for expenses of the select committee. Requires the select committee to report to the House with respect to the matters covered by this resolution as soon as practicable but not later than January 3, 1976. Abolishes the Select Committee established by H.Res. 138 upon the adoption of this resolution.

Uniform Services Retirement Modernization Act

Uniformed Services Retirement Modernization Act - States thatu, under regulations prescribed by the Secretary of Defense, a member of an Armed Force who is discharged or released from active duty and who has completed at least five but less than twenty years of service immediately before that discharge or release is entitled to a readjustment payment if: (1) his discharge or release from active duty is involuntary; (2) he was not accepted for an additional enlistment for which he volunteered; or (3) he was not accepted for an additional tour of active duty for which he volunteered. States that such a member is entitled to a readjustment payment equal to five percent of the product of twelve times the monthly basic pay to which he was entitled at the time of his discharge or release from active duty multiplied by his years of service. Provides that such provisions shall not apply to a member who: (1) is discharged or released from active duty at his request; (2) is released from active duty for purposes of training; (3) upon such discharge or release from active duty is immediately eligible for retired or retainer pay based entirely on his military service; or (4) is discharged or released from active duty under conditions which the Secretary concerned determines do not warrant payment of readjustment pay. States that under regulations prescribed by the Secretary of Defense, a member of an Armed Force who is discharged or released from active duty, and who has completed at least five, but less than twenty, years of service immediately prior to such discharge or release from active duty, is entitled to deferred retired pay at age sixty or a lump-sum payment in lieu thereof. Permits a member of an Armed Force to defer an election under this Act, and to instead elect at any time prior to reaching age sixty. Stipulates that, under regulations prescribed by the Secretary of Defense, a member of an Armed Force who is voluntarily discharged or released from active duty, and who has completed immediately prior to such discharge or release from active duty at least ten, but less than twenty, years of service is entitled to deferred retired pay computed when he becomes sixty years of age. Permits a person who is qualified for retirement under more than one provision of law to be entitled to retired pay under that provision which is most favorable to him. Allows a member of an Armed Force who is advanced to a higher grade on the retired list to recompute his monthly retired pay. Provides that a member of an Armed Force who has been retired other than for physical disability, and who while on active duty incurs a physical disability of at least thirty percent for which he would have otherwise been eligible for retired pay, shall be entitled to such retired pay upon his release from active duty. Sets forth a schedule for computing years of service, monthly retired or retainer pay base, and monthly retired pay base with physical disability. Sets forth retirement provisions for the Coast Guard, Coast and Geodetic Survey commissioned officers, and Public Health Service officers.

Establishes a schedule of incentive pay in amounts up to $8,500 for physicians, and $4,250 for dentists, annually. Directs the Comptroller General of the United States to report to Congress by August 31, 1976, on investigations and evaluations: (1) of the problems facing Federal departments and agencies, including the uniformed services, in recruiting and retaining qualified physicians and dentists; (2) of the extent to which a uniform system of pay, allowances, and benefits would alleviate or solve such problems; and (3) of other appropriate solutions. Directs the Comptroller General to develop alternative courses of action to solve such recruitment and retention problems. (Amends 38 U.S.C. 4107; 4114 (a) (2))

Joint Committee on Intelligence Operations Act - Establishes a Joint Committee on Intelligence Operations. States that it shall be the duty of the joint committee to conduct continuing oversight of, and to exercise exclusive jurisdiction over, the legislative authorization with respect to the foreign intelligence activities and operations of (1) the Central Intelligence Agency, (2) the Defense Intelligence Agency, Department of Defense, (3) the National Security Agency, (4) the Bureau of Intelligence and Research, Department of State, (5) Army, Navy, and Air Forcr Intelligence, and (6) other agencies, bureaus, or departments insofar as their operations include foreign intelligence activities. Requires that the Director of the Central Intelligence Agency, the Director of the Defense Intelligence Agency, the Director of the National Security Agency, the Director of the Bureau of Intelligence and Research, the Commander of United States Army Intelligence, the Commander of Naval Intelligence, and the Air Force Deputy Assistant Chief of Staff for Intelligence shall keep the joint committee fully and currently informed with respect to all of the foreign intelligence activities and operations of their respective organizations, and the heads of all other departments and agencies of the Federal Government conducting foreign intelligence activities and operation shall keep the joint committee fully and currently informed of all foreign intelligence activities and operations carried out by their respective departments and agencies. Sets forth the administrative powers of the committee. Charges the committee with the establishment of guidelinges for the classification of information originating within the joint committee in accordance with standards used generally by the executive branch for classifying restricted data or defense information.

Authorizes the President to present, on behalf of the Congress, to Brigadier General Charles E. Yeager, United States Air Force, a silver medal equivalent to a noncombat Medal of Honor for piloting the XS-1 research airplane faster than the speed of sound on October 14, 1947. Authroizes the appropriation of $5,500 for such purpose. Directs the Secretary of the Treasury to coin duplicates in bronze of such medal to be sold in order to cover the costs of this Act.
