Provides for the recomputation of military retirement benefits. Provides that a member orformer member of a uniformed service: (1) who is sixty years of age or older, is retired for reasons other than physical disability, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972, or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972. States that a member or former member of a uniformed service who elects to have his retired pay recomputed as authorized under this Act shall be entitled to retired pay based upon such recomputation effective on the first day of the first calendar month following the month in which he makes such selection.

Makes it the sense of the Congress that it abhors and condemns the cruel and insensitive refusal of the Democratic Republic of Vietnam, the Provisional Revolutionary Government of Vietnam and the Lao Patriotic Front to comply with the provisions of those agreements to which they are signatories and which call for an accounting of the missing in action, and calls on those parties to respect and comply with those agreements. Expresses the sense of Congress that the United States should use every effort to bring about such reciprocal actions by the parties to the peace agreements, including the Government of the Republic of Vietnam and the Royal Lao Government, as will be most likely to bring an end to the abhorrent conduct of the Democratic Republic of Vietnam, the Provisional Revolutionary Government of Vietnam and the Lao Patriotic Front regarding the missing in action. Declares the Congresses staunch support to the families and loved ones of the Americans missing in action, who have suffered such deep human anguish for so long due to the undisclosed fate of the missing in action.

Vietnam Era Veterans' Readjustment Assistance Act - Title I: Vocational Rehabilitation and Educational Assistance Rate Adjustments - Increases the base figures for vocational rehabilitation and Educational assistance by eight per cent. Adjusts three-quarter and half-time rates to provide the same proportion as the amount of training taken. Provides increases for trainees pursuing farm-cooperative apprentice programs or other on the job training. Provides that veterans of the Vietnam era rated 10 percent disabled or greater shall automatically be entitled to vocational rehabilitation benefits. Title II: Educational Assistance Program Adjustments - Extends the current 8-year delimiting date for veterans to complete their programs of education until educational assistance afforded to eligible veterans shall be used. Excludes in computing the delimiting date for those veterans and civilians held as prisoners of war in the Vietnam theater of operations, the period of time which they were detained plus any period of time which they were hospitalized immediately subsequent to their release. Provides those recently discharged from military service up to 6 months of educational assistance to pursue refresher training to update knowledge, skills, and technological advances occurring in their fields of employment during their period of active military service. Provides cost-of-living increases for veterans or eligible persons enrolled in apprenticeship or other on-the-job training. Title III: Veterans' Education Loan Programs - Establishes a veterans' education loan program. Prescribes the eligibility requirements, the amount and conditions, and interest rate of such loans. Requires that a fee shall be collected from each veteran obtaining a loan for the purpose of insuring against defaults on such loans. Title IV: Veterans, Wives, and Widows Employment Assistance and Preference and Veterans' Reemployment Rights - Extends job counseling, training, and placement services for veterans to include among those eligible to receive services, widows of veterans who have died of service-connected causes and wives of totally disabled veterans. Directs the Administrator of Veterans in consultation with the Secretary of Labor and the Civil Service Commission to establish an affirmative action plan for every Federal department and agency for the preferential employment of disabled veterans and veterans of the Vietnam era. Extends reemployment rights to those who were employed by State or local governments prior to entering the service. Title V: Effective Dates - Specifies the effective dates of the various titles of this Act.

Vietnam Era Veterans' Education and Employment Assistance Act - Title I: Veterans' Education Loan Program - Provides educational loans to eligible veterans who qualify for such loans under the conditions specified in this Act. Limits the amount of any such loan to $1980 in any one regular academic year. Provides that the source of funds for loans under this Act shall be the National Service Life Insurance Fund. Title II: Employment of Disabled and Vietnam Era Veterans - Establishes an affirmative action plan providing for the preferential employment of disabled veterans and veterans of the Vietnam era by every department and agency of the United States Government. Increases the rates of veterans educational assistance allowances. States that in the event that the period of entitlement under this Act of an eligible veteran who is enrolled in a program of education ends prior to such veteran's attainment or a predetermined and identified educational, professional, or vocational objective, the Administrator of Veterans' Affairs may extend such veteran's period of eligibility to the completion of such program of education or for nine months, whichever is the lesser period. Requires the Administrator of Veterans' Affairs to reimburse any eligible veteran enrolled in a fulltime or part-time program of education for costs above $400 incurred by such veteran for tuition, exclusive expenses incurred for fees, books, supplies, or other expenses. Limits such payments to $600 for an ordinary school year. Establishes a Vietnam Era Veterans Communication Center. States that it shall be the duty of the Communications Center to make an initial and periodic evaluation of the effectiveness of the veterans outreach services program. Requires the results of such evaluations to be reported to the President and to the Congress. Directs the Communications Center to advise and assist in connection with all Federal programs pertaining to veterans of the Vietnam era. Establishes the Vietnam Era Veterans Advisory Committee to advise and consult with the Communication Center regarding any and all matters pertaining to the duties and responsibilities of the Communications Center under this Act.

Makes it the sense of the Senate that: (1) the President, the Secretary of State, the Secretary of Defense, and the Director of the Arms Control and Disarmament Agency and their advisors should give the highest priority to concerted efforts to achieve treaties and agreements which will halt the nuclear arms race through reductions of existing weapons stocks on a mutually agreed upon basis of overall equality; and take such additional steps as might be necessary to lessen the probability of nuclear holocaust; (2) concerted efforts should be made to achieve restraint on the part of both the Soviet Union and the United States during the Strategic Arms Limitation Talks now in progress with regard to further expenditures for research, development, testing, and development of all nuclear weapons systems; (3) inequalities that may not exist in the respective nuclear weapons systems of both the United States and the Soviet Union should be eliminated through mutually agreed upon reductions of existing nuclear weapons systems; (4) a mutually agreed upon equality of the deterrent forces of the two countries will necessarily involve an overall balance in their respective forces taking into account the elements listed in this resolution. Makes it the sense of the Senate that the President of the United States and the Secretary of State should, and are hereby urged and requested, to: (1) maintain regular and full consultation with the appropriate committees of the Congress and (2) report to the Congress and the Nation at regular intervals on the progress toward further arms limitations and reductions within the context of an assured deterrent which is the basis of our national security. Directs the Secretary of the Senate to transmit copies of this resolution to the President and the Secretary of State.

Veterans Comprehensive Education Act - Increases the rates of monthly assistance payable to eligible veterans as educational benefits. Provides that in the case of an eligible veteran who is pursuing a program of education under this Act on a half-time or more basis, other than a program exclusively by correspondence or a program of flight training, the Administrator of Veterans' Affairs shall pay directly to the educational institution on behalf of such veteran the customary cost of tuition (including such laboratory, library, or other similar fees as are customary, as well as the costs of books, supplies, equipment, and other necessary expenses, excluding board, lodging, other living expenses, and travel) which similarly circumstanced non-veterans enrolled in the same courses are required to pay. Provides that in no event shall the payment authorized by this Act exceed $4,000 for an ordinary school year. Provides that if the educational institution has no customary cost of tuition, a fair and reasonable rate of payment for tuition, fees, or other charges for such course or courses shall be determined by the Administrator of Veterans' Affairs.

Entitles veterans of the Vietnam era to veterans' home, farm, and business loan benefits, except that such entitlement may not be in addition to benefits derived by the Vietnam veteran because of World War II or Korean conflict service. Provides that entitlement to benefits will expire as follows: (1) 10 years from the date of discharge or release from the last period of active duty of the veteran after August 5, 1964, except that 1 additional year will be granted for duty; and (2) 20 years from the date of release for service-connected disability from active duty occurring after August 5, 1964. Specifies that direct loans shall not be made after January 31, 1980. Provides for the payment of a fee by each veteran obtaining a guaranteed loan. Permits qualified Vietnam veterans to obtain life insurance from the United States without meeting any requirement of good health, so long as application for such insurance is made within the specified time. Prescribes the plans on which the insurance may be issued and allows the conversion or exchange of an insurance policy for any other type insurance issued under these provisions. Sets forth the terms and conditions under which the insurance will be issued. Permits any person in the active military, naval, or air service to surrender his insurance contract for its cash value. Creates in the Treasury a permanent trust fund known as the Vietnam Era Veterans' Life Insurance Fund, wherein all premiums paid for Vietnam veterans' insurance will be deposited.

Directs the Administrator of Veterans' Affairs to acquire one hundred and thirty acres of land for the expansion of the Beverly National Cemetery in or near Beverly, Burlington County, New Jersey. Provides decreasing annual percentages of the taxes otherwise assessable on such property by the municipality to be paid by the Federal Government. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act. Directs the Administrator to provide for the maintenance of the lands acquired under authority of this Act.

Vietnam Era Veterans' Readjustment Assistance Act - Increases the monthly subsistance allowance for veterans enrolled in vocational rehabilitation programs and increases the educational assistance and special training allowances to be paid to eligible veterans. Increases the amount of monthly training assistance allowance for approved apprenticeships or other approved on-the-job training for eligible veterans.

Increases the rates of veterans educational assistance allowances. States that in the event that the period of entitlement under this Act of an eligible veteran who is enrolled in a program of education ends prior to such veteran's attainment or a predetermined and identified educational, professional, or vocational objective, the Administrator of Veterans' Affairs may extend such veteran's period of eligibility to the completion of such program of education or for nine months, whichever is the lesser period. Requires the Administrator of Veterans' Affairs to reimburse any eligible veteran enrolled in a fulltime or part-time program of education for costs above $400 incurred by such veteran for tuition, exclusive expenses incurred for fees, books, supplies, or other expenses. Limits such payments to $600 for an ordinary school year. Establishes a Vietnam Era Veterans Communication Center. States that it shall be the duty of the Communications Center to make an initial and periodic evaluation of the effectiveness of the veterans outreach services program. Requires the results of such evaluations to be reported to the President and to the Congress. Directs the Communications Center to advise and assist in connection with all Federal programs pertaining to veterans of the Vietnam era. Establishes the Vietnam Era Veterans Advisory Committee to advise and consult with the Communication Center regarding any and all matters pertaining to the duties and responsibilities of the Communications Center under this Act.

Department of Defense Appropriation Authorization Act - Authorizes appropriations during fiscal year 1975 for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons, and research, development, test and evaluation for the Armed Forces. Prescribes the authorized personnel strength for each active duty component and of the Selected Reserve of each Reserve component of the Armed Forces and of civilian personnel of the Department of Defense. Authorizes the average military training student loads for each component of the Armed Forces.
