Department of Defense Supplemental Appropriation Authorization Act - Title I: Procurement - Authorizes additional appropriations for fiscal year 1977 for the procurement of aircraft by the Air Force and naval vessels, torpedoes and related equipment by the Navy. Amends the Department of Defense Appropriation Authorization Act, 1977, to increase the appropriations authorized under such Act for aircraft procurement by the Navy and Marine Corps. Increases the authorized appropriations for the procurement of US-3A COD aircraft by such armed forces. Title II: Authorizes additional appropriations for fiscal year 1977 for various armed forces for research, development, test and evaluation. Repeals appropriations authorized under the Department of Defense Appropriation Authorization Act for research and development of the Trident missile system. Title III: Reserve Forces - Amends such Act to reduce the average personnel strength of the Naval Reserve. Title IV: Procurement, Transition Quarter - Authorizes additional appropriations for the procurement of naval vessels by the Navy during the period July 1, 1976, through September 30, 1976.

Authorizes the Administrator of Veterans' Affairs, in providing therapeutic and rehabilitation activities, to provide for the participation of patients and members in Veterans' Administration health facilities in the assemblage of poppies or other similar projects carried out at such facilities, which are sponsored by a national veterans service organization or its auxiliary. Directs that patients and members be compensated by the sponsoring organization for their participation in such programs.

Authorizes each of the Secretaries of the various military departments or the Secretary of Transportation with respect to the Coast Guard when it is not operating as a service in the Navy, to establish a program of tuition assistance to members of the Selected Reserve of the Ready Reserve of each armed force to enable such members to pursue studies at a post-secondary educational level. Sets forth the requirements for receipt of such assistance and stipulates the amount of assistance which may be made available. Authorizes appropriations in such amounts as are necessary to carry out the purposes of this Act. (Adds 10 U.S.C. 2001a)

Establishes within the Department of Defense a Weapons and Munitions Security Office to be responsible for formulating, coordinating, and supervising a continuing program of security and accountability for weapons and munitions of the Department of Defense. Designates the Assistant Secretary of Defense as the head of such Office. Directs the Assistant Secretary to: (1) review all security and accountability procedures with respect to Department of Defense weapons and munitions; (2) modify existing procedures, or promulgate new procedures to protect weapons and munitions against theft or loss and to provide for the accurate and timely accountability of such weapons and munitions; and (3) conduct periodic investigations regarding compliance with such procedures. Requires a thorough investigation of any weapons or munitions loss by the military department concerned. Requires each military department to submit quarterly reports to the Assistant Secretary including a description of all losses and recoveries of weapons and munitions. Requires the Secretary of Defense to submit an annual report to Congress summarizing such losses and recoveries. (Adds 10 U.S.C. 2686)

Permits the enlistment of Vietnamese and Cambodian refugees into the U.S. Armed Forces if the Secretary of the military department concerned determines that any such alien intends to make a legal declaration of intention to become a citizen of the United States after his or her status has been adjusted to that of an alien admitted for permanent residence. States that the authority to enlist such aliens into the Armed Forces shall expire 12 months after the enactment of this Act.

Directs that the premiums on National Service Life Insurance be waived during any time after which the insured has attained the age of 65 and has paid premiums on the insurance for not less than 25 years. (Adds 38 U.S.C. 726)

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to provide that service performed by members of the Armed Forces in combat zones shall be counted twice in determining the number of quarters of Social Security coverage of such service personnel. Limits to four the number of additional quarters which may be so earned.

Expresses the sense of the Congress that no individual whose social security or railroad retirement benefits are increased should suffer, by reason of such increase, a loss of or reduction in any pension which he or she (or any member of his or her family) is otherwise entitled to receive under laws administered by the Veterans' Administration. Stipulates that the House and Senate Committees on Veterans' Affairs should without delay consider and report legislation eliminating the possibility of any loss of or reduction in pensions payable under laws administered by the Veterans' Administration on account of increases in social security or railroad benefits.

Provides that in any case in which a veteran is determined to be entitled to compensation for a service- connected total disability subsequent to the time such veteran was awarded a readjustment payment by the Armed Forces, the repayment of any amount of the readjustment payment required by law shall be made over such period as the veteran elects, up to ten years. Provides that in any such case in which the veteran dies as a result of the disability prior to complete repayment, the balance shall be canceled.

Revises the armed forces survivor benefit plan to provide for a 50 percent offset (currently 100 percent) of social security benefits to which the survivor is entitled in determining the amount of an annuity payable under such plan. Allows persons entitled to retired or retainer pay who did not elect to participate in such plan to do so and to continue their participation in the Retired Servicemen's Family Protection Plan provided that the total amount of annuities elected does not exceed 100 percent of the retired or retainer pay. (Amends 10 U.S.C. 1451)

Military Construction Authorization Act - Title I: Army - Authorizes the Secretary of the Army to expend specified amounts to establish and develop military installations and facilities. Sets forth the amounts which may be expended for specified facilities. Authorizes the emergency construction of facilities made necessary by: (1) unforeseen security considerations; (2) new weapons developments; (3) new and unforeseen research and development; or (4) improved production schedules if the deferral of such construction for inclusion in the next Military Construction Authorization Act would be inconsistent with the interests of national security. Title II: Navy - Authorizes the Secretary of the Navy to establish or develop specified military installations and facilities. Sets forth the amounts which may be expended for each such facility. Authorizes the emergency construction of facilities made necessary by those conditions enumerated in title I of this Act. Title III: Air Force - Authorizes the Secretary of the Air Force to establish or develop specified military installations and facilities and sets forth the amounts which may be expended for each such facility. Authorizes the Secretary to proceed with the emergency construction of facilities made necessary by those conditions set forth in title I of this Act. Title IV: Defense Agencies - Authorizes the Secretary of Defense to expend specified amounts to establish or develop military installations and facilities. Authorizes the Secretary to establish or develop additional facilities which he determines to be vital to the security of the United States. Title V: Military Family Housing - Authorizes the Secretary of Defense to construct or acquire sole interest in existing family housing units in specified numbers and locations. Stipulates that no family housing shall be commenced at any such locations until the Secretary has inquired into the availability of suitable private housing at such locations. Authorizes appropriations for such purpose. Title VI: General Provisions - Authorizes appropriations in such amounts as may be necessary to carry out the purposes of this Act. Sets forth limitations on the amounts which may be used for public work projects under the various titles of this Act. Grants the Secretary of the military department concerned the discretion to increase the amounts set forth in this Act for various installations up to a specified level. States that the total cost of all construction and acquisition in each title of this Act may not exceed the total amount that is authorized. Requires the Secretaries of the military departments to report annually to the President of the Senate and the Speaker of the House of Representatives a breakdown of the dollar value of construction contracts completed pursuant to the provisions of this Act. Repeals prior authorization for military public works, with specified exceptions. Sets forth unit cost limitations for building projects under this Act. Authorizes the Secretary of Defense to permit increases in such cost limitations by such amounts as may be necessary to equip any projects with solar heating or solar cooling equipment. Expresses the approval of Congress with respect to the establishment of a naval and maritime museum in the city of Charleston, South Carolina. Authorizes the Secretary of the Navy to convey the lands comprising the Naval Air Station, Lakehurst, New Jersey, to the Airship Association for use as a permanent site for an airship museum. Authorizes the Secretary of Defense to transfer the South Charleston Naval Ordnance Plant to the city of South Charleston, West Virginia. Authorizes the Secretary of Defense to conduct studies regarding the reuse of military installations which are to be closed. Prohibits the closure of any military installation or personnel reduction at any installation below a specified level unless the military department concerned has complied with notice provisions of the National Environmental Policy Act and has submitted a report to the Congress justifying such decision. Title VII: Guard and Reserve Forces Facilities Authorization Act - Permits the Secretary of Defense to establish or develop additional facilities for the Guard and Reserve Forces.

Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to limit the present exemption granted to members of the Armed Forces from the personal property taxes of the jurisdiction in which the member is stationed to those individuals who claim as a residence or domicile a State or political subdivision which imposes a similar tax as the State or political subdivision in which the member is stationed.

Title I: Increases in Rates of Allowances for Vocational Rehabilitation, Educational Assistance, and Special Training - Increases by specified amounts the rates payable to eligible veterans for vocational rehabilitation, educational assistance, and apprentice programs. Title II: Extension of Period of Eligibility of Seriously Disabled Veterans for, and Other Improvements Relating to Vocational Rehabilitation - Extends the period during which qualified disabled veterans may be afforded vocational rehabilitation from June, 1975, to such time as is determined by the Administrator of Veterans' Affairs to be necessary for each such veteran based upon the veterans's disability and need for vocational rehabilitation. Allows any facilities of any agency of the United States to be used to provide unpaid training or work experience as part or all of a veteran's program of vocational rehabilitation. Title III: Improvements Relating to Education Assistance for Veterans and War Orphans and Widows - Prohibits the Administrator from approving the enrollment of a veteran or other eligible person in any independent study program unless such program leads to a standard college degree. Specifies the method of computing the educational assistance allowance of an eligible veteran or other eligible person pursuing such an independent study program. Title IV: Improvements in the Administration of Educational Benefits and Conforming Amendments - Prohibits the payment of educational assistance to any eligible veteran or person for the purposes of auditing a course, or for a course for which the grade assigned is not used in computing the requirements for graduation, including a course from which the student withdraws, unless there are mitigating circumstances beyond his control. Prohibits payments for pursuit of the correspondence portion of a combination correspondence-residence course leading to a vocational objective. Title V: Effective Date of Amendments - Makes the amendments made by this Act effective October 1, 1976.

Makes it unlawful for any individual or entity to solicit or enroll any member of the armed forces in any labor organization, or for any member of the armed forces to join, or encourage other members to join, any labor union. Prescribes a penalty of not more than five years imprisonment for any individual violating this Act, and a fine of not less than $25,000 or more than $50,000 for any labor organization in violation of this Act. (Adds 10 U.S.C. 975)

Vietnam Era Veterans and Dependents Psychological Readjustment Assistance Act - Directs the Administrator of Veterans' Affairs to initiate and carry out a program for the treatment and rehabilitation of Vietnam era veterans and their dependents who are experiencing psychological problems as the result of the active military service performed by the veteran. Requires the program to include such psychiatric, psychological, and counseling services as may be necessary for successful treatment. Allows such services to be provided outside Veterans' Administration facilities in specified instances. Stipulates that participation in such program shall be wholly voluntary and shall not be a prerequisite to eligibility for any other form of assistance from the Veterans' Administration.

Amends the Federal Civil Defense Act of 1950 to declare it to be the policy and intent of the Congress that the needs of the States and their political subdivisions with respect to preparations for other than enemy-caused disasters be taken into account in providing Federal civil defense assistance under such Act. Authorizes States to use funds made available under such Act to provide emergency preparedness and operations in the event of disasters other than enemy-caused disasters.

Imposes a fine of not more than $10,000 and/or imprisonment of not more than ten years for disclosure of (1) the association of any individual or entity with the foreign intelligence operation of the United States, or (2) the identity of such individual where such disclosure may prejudice the safety of such individual.

Provides that upon the adoption of this resolution it shall be in order to move, section 401 (b) of the Congressional Budget Act of 1974 (Public Law 93-344) to the contrary notwithstanding, that the House resolve itself into the Committee of the Whole House on the State at the Union for the consideration of the bill (H.R. 13938) to amend titles 10 and 37, United States Code, relating to the appointment, promotion, separation, and retirement of members of the Armed Forces, and for other purposes. Stipulates that after general debate, which shall be confined to the bill and shall continue not to exceed one hour, to be equally divided and controlled by the chairman and ranking minority member of the Committee on Armed Services, the bill shall be read for amendment under the five-minute rule. Directs the Committee, at the conclusion of the consideration of the bill for amendment, to rise and report the bill to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit, with or without instructions.

Expresses the sense of the Congress that no individual whose social security or railroad retirement benefits are increased should suffer, by reason of such increase, a loss of or reduction in any pension which he or she (or any member of his or her family) is otherwise entitled to receive under laws administered by the Veterans' Administration. Stipulates that the House and Senate Committees on Veterans' Affairs should without delay consider and report legislation eliminating the possibility of any loss of or reduction in pensions payable under laws administered by the Veterans' Administration on account of increases in social security or railroad benefits.
