Amends the National Security Act of 1947 to declare specifically that the jurisdiction of the Central Intelligence Agency encompasses only foreign, as opposed to domestic, intelligence activities. Directs the Agency to identify itself as such when gathering foreign intelligence from United States citizens in the United States or its possessions. Makes the Agency responsible for protecting sources of foreign intelligence under the guidance of the National Security Council. Stipulates that warrant officers of the uniformed services who accept appointments as warrant officers shall be paid the greater of: (1) the pay and allowances the individual was previously entitled to as a warrant officer; or (2) the pay and allowances to which the individual would be entitled to as a commisioned officer. Stipulates that proficiency pay, incentive pay for hazardous duty, special pay for diving duty, and sea and foreign duty pay may be used in calculating the amount of such individuals's former pay and allowances only for so long as the officer continues to perform such type of duty. World War I Pension Act - Entitles every person who served in the active military or naval service of the United States during World War I to a $100 a month pension from the Veterans' Administration with right of survivorship in his or her spouse, and hospitalization and/or domiciliary care at any Veterans' Administration facility and/or under certain conditions, medical services from a local medical doctor. Stipulates that such care is to be granted without cost to the veteran, his estate or family, notwithstanding any existing or future governmental regulations to the contrary. Declares such pensions and hospitalization care to be in law and in fact a payment of a debt owed by the Nation and not a gratuity.

Prohibits the change in status of any member of the uniformed services currently in a missing status due to service in Southeast Asia until: (1) the Democratic Republic of Vietnam and the Provisional Revolutionary Government of South Vietnam have fully complied with the provision of the Agreement on Ending the War and Restoring Peace in Vietnam relating to information concerning those missing in action; and (2) the President of the United States has determined that all reasonable actions have been taken to account for such members and has reported such to Congress in writing. Directs the Committees on Armed Services of the House and Senate to review specified provisions of law relating to the reclassification of individuals currently in a missing status to determine whether such laws should be repealed or amended and to report the results of such study to their respective House of Congress.

Authorizes the Administrator of Veterans' Affairs to implement a pilot program to make scholarship grants to individuals attending medical schools on the condition that such individuals will serve in Veterans' Administration facilities for a period of time upon completion of professional training. Authorizes appropriations to carry out such program of $2,500,000; $3,000,000; and $3,500,000 in fiscal years 1976-1978 respectively. Requires the Secretaries of each military department and the Secretary of Defense to review each type of personnel position under the Secretaries' jurisdiction every four years (except deployable units having a combat or combat-support mission) and to determine whether each type of position: (1) must be filled by active-duty military personnel; (2) could be filled by active-duty military personnel or by civilian employees; or (3) should be filled by civilian employees.
