Veterans' Administration Medical Facilities Acquisition Act

Veterans' Administration Medical Facilities Acquisition Act - Directs the Administrator of Veterans' Affairs, in carrying out his duties under this Act: (1) to provide for the construction and acquisition of medical facilities equitably throughout the United States with due regard for the comparative urgency of the need for each particular facility; and (2) to give due consideration to excellance of architecture and design. Authorizes the Administrator to construct and alter, and to acquire sites for, medical facilities. States that no appropriation shall be made to construct, alter, or otherwise acquire any medical facility which involves a total expenditure of more than $500,000 unless such construction, alteration, or acquisition is first approved by resolution adopted by the Committee on Veterans' Affairs of the House of Representatives and the Committee on Veterans' Affairs of the Senate, respectively. Stipulates that no appropriation shall be made to lease any space at an average annual rental of more than $200,000 for use for a medical facility unless such lease is first approved by resolutions adopted by such committees. States that the Administrator may not enter into any construction, acquisition, or alteration involving a total expenditure of $500,000 or less before the expiration of 60 days after the date on which he submits a report of the facts concerning such proposed expenditure to such committees. Enumerates structural requirements for any medical facilities pursuant to this Act. Directs the Administrator to submit to Congress an annual report regarding the construction, alteration, and leasing of medical facilities. Authorizes the Administrator to make contributions to local authorities for the construction of traffic controls, and road improvements necessitated by medical facilities. Authorizes the Administrator to construct and operate, on reservations of medical facilities, garages and parking facilities. Directs the Administrator to establish and operate not less than 125,000 hospital beds in medical facilities over which the Administrator has direct and exclusive jurisdiction for the care and treatment of eligible veterans who are tuberculous, neuropsychiatric, medical, and surgical cases. Requires the Administrator to maintain the bed and treatment capacities of all Veterans' Administration medical facilities so as to insure the accessibility and availability of such beds and treatment capacities to eligible veterans and to minimize delays in admissions and in the provision of such care and of services. Directs the Administrator to establish and operate not less than 8,000 beds in the fiscal year ending June 30, 1976, and in each fiscal year thereafter, for the furnishing of nursing home care to eligible veterans in facilities over which the Administrator has direct and exclusive jurisdiction. Authorizes the Administrator and the Secretary of the Army, the Secretary of the Air Force, and the Secretary of the Navy to enter into agreements and contracts for the mutual use or exchange of use of hospitals and domiciliary facilities.

Directs that no State shall receive less than one-half of one percent of the aggregate payments to all States for the liquidation of obligations incurred as a result of the completion. Requires the Secretary to make an annual report to Congress with respect to all activities pursuant to this Act. Authorizes the appropriation of such amounts as are necessary to make payments on financial obligations assumed by the United States pursuant to this Act. (Amends 23 U.S.C. 119)

Title II: Research, Development, Test, and Evaluation - Authorizes the appropriation of specified amounts for use by the Army, Navy, Air Force, and Defense Agencies for research and development. Title III: Active Forces - Authorizes end strength limits for active duty personnel for the military departments for the period of October 1, 1976, through September 30, 1977. Title IV: Research Forces - Sets active strength levels for Reserve units of the military departments. Title V: Civilian Personnel - Authorizes end strength for civilian personnel in the Department of Defense of 1,040,981 for the period of October 1, 1976, through September 30,1977. Title VI: Military Training Student Loads - Authorizes average military training student loads for the military departments for the period beginning October 1, 1976, and ending September 30, 1977. Title VII: General Provisions - States that none of the funds authorized to be appropriated by this or any other Act shall be used for the purpose of paying any contract claim, request for equitable adjustment to contract terms, request for relief under Public Law 85-804, or other similar request which exceeds $100,000, unless specified criteria are met. Authorizes the Department of the Navy to procure legal services from attorneys in private practice to aid in the disposition of contract-related matters, selection of such attorneys to be based on professional qualifications rather than on competitive bidding procedures. Provides that no funds may be appropriated for any fiscal year or obligated or expended, beginning with fiscal year 1978, for military functions, administered by the Department of Defense, unless funds have been specifically authorized by law.

Title II: Authorizes the Secretary of the Navy to expend specified amounts to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities, and equipment for specified acquisition and construction. Authorizes the Secretary of Defense to establish or develop installations and facilities which he determines to be vital to the security of the United States, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works. Title V: Military Family Housing - Authorizes the Secretary of Defense to construct or acquire sole interest in existing family housing units in the numbers and at the locations hereinafter named, but no family housing construction shall be commenced at any such locations in the United States until the Secretary shall have consulted with the Secretary of the Department of Housing and Urban Development as to the availability of suitable private housing at such locations. Title VI: General Provisions - Authorizes the appropriation of such sums as may be necessary to carry out this Act. Title VII: Guard and Reserve Forces Facilities - Guard and Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the Guard and Reserve Forces. Title VIII: Military Construction Authorization Act - Stipulates that the Secretary of Defense and the Secretaries of the Army, Navy, and Air Force may establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities and equipment beginning with fiscal year 1978 in specified amounts.

A bill to amend title 23 of the United States Code relating to highways to provide that all sections of the officially designated National System of Interstate and Defense Highways shall become toll free for public use.

Declares it to be the sense of Congress that all portions of the officially designated National System of Interstate and Defense Highways be free from tolls. Provides that each State having any portion of a free or toll highway, bridge or tunnel which is part of the Interstate System shall be entitled to receive additional funds from the Highway Trust Fund for the removal of such toll facilities and the completion of the Interstate System within such State . Directs the Secretary of Transportation to deliver to Congress an estimate of the September 30, 1977, depreciated value of toll and free facilities incorporated into the Interstate System. Specifies criteria for determining such depreciation value. Allows a reimbursement of 90 percent of such depreciated value for States which remove tolls or presently operate free highway facilities. Decreases Federal-aid highway apportionments for States not electing to eliminate tolls from facilities within the Interstate System. (Adds 23 U.S.C. 156)

Veterans' Care Equalization Act

Veterans' Care Equalization Act - Authorizes the Administrator of Veterans' Affairs to furnish assistance for the construction of nursing home facilities to States in which there is no Veterans' Administration hospital or domiciliary facility. Stipulates that a State receiving such assistance must provide reasonable assurance that the portion of the facility constructed with such assistance will be used principally for veterans and that not more than 50 percent of the bed occupancy at any one time will consist of patients who are not receiving care as veterans.

Makes it unlawful for any individual or entity to solicit or enroll any member of the armed forces in any labor organization, or for any member of the armed forces to join, or encourage other members to join, any labor union. Prescribes a penalty of not more than five years imprisonment for any individual violating this Act, and a fine of not less than $25,000 or more than $50,000 for any labor organization in violation of this Act.
