Fixing Emergency Management for Americans Act of 2025 or the FEMA Act of 2025 This bill reestablishes the Federal Emergency Management Agency (FEMA) (currently within the Department of Homeland Security) as an independent, cabinet-level agency. It also makes broad changes to FEMA’s disaster and hazard mitigation assistance programs. The bill generally transfers FEMA’s current functions and authorities to the independent FEMA, except for certain security-related programs.  The bill makes various changes to the Public Assistance program, including by establishing new grants for expedited funding to repair or replace disaster-damaged facilities, establishing block grants that recipients may choose instead of Public Assistance for smaller disasters, expediting and expanding uses of funding for emergency response and debris removal, and allowing use of excess administrative funds for increasing recipients’ disaster management capacity.  The bill makes various changes to the Individual Assistance program, including by expanding eligibility for housing assistance, expanding mitigation and direct (non-financial) assistance for residences, reducing certain restrictions on funds duplicating program benefits, and  establishing a unified disaster application system. The bill makes various changes to FEMA’s mitigation programs, including by establishing mitigation plans with preapproved projects, authorizing an entire Hazard Mitigation Grant Program grant to be provided before costs are incurred, changing pre-disaster mitigation assistance to noncompetitive formula grants, and  allowing recipients to combine mitigation project funds from multiple federal programs. Additionally, federal entities must publish various information relating to disaster assistance and conduct various studies on related topics (e.g., preliminary damage assessments, fast-moving disasters, and government emergency alerting systems).

Health Disparity Zones Act of 2026 This bill provides for the designation of Health Disparity Zones in certain geographic areas with documented and measurable health disparities. This designation, which expires 10 fiscal years after the bill's enactment, confers eligibility for certain grants, student loan repayment programs, and tax credits for those working to reduce health disparities and improve health outcomes in these zones. Specifically, community-based nonprofits or local government agencies, in coalition with health care providers, social service organizations, and others, may apply to the Department of Health and Human Services (HHS) for the designation. The application must include a plan to reduce health disparities and achieve other outcomes. In implementing the program, HHS must consult with, among others, the Department of Housing and Urban Development. When approving applications, HHS shall consider factors including geographic diversity and the commitment of supporting funds from the private sector. HHS (1) may award grants to organizations or agencies that applied for the designation to support activities aligned with their plans, and (2) must carry out a student loan repayment program for health care providers who agree to provide services in a Health Disparity Zone. In addition, the bill establishes tax credits for employers that hire, and individuals who work as, Health Disparity Zone workers.

Take Care of America's Veterans Act This bill addresses veterans’ benefits, health care, counseling, Department of Veterans Affairs (VA) personnel, VA infrastructure, and the Veterans Community Care Program (VCCP). The bill modifies various compensation programs for veterans, including by (1) allowing concurrent receipt of disability compensation and military retired pay for certain retirees with a combat-related disability, (2) extending entitlement for various benefits and services to remarried surviving spouses, (3) increasing the rate of dependency and indemnity compensation, and (4) establishing a supplemental monthly allowance for certain disabled veterans. The bill also addresses VA education and training benefits, including by (1) modifying which independent study programs are covered under veterans’ educational assistance benefits, (2) requiring Transition Assistance Program counseling to include a presentation about VA benefits, and (3) increasing the housing allowance rate for individuals pursuing apprenticeships. The bill revises health care provisions, including by (1) expanding support and assistance provided to family caregivers, (2) extending the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program, and (3) expanding the scope of VA mental health research. Among other elements, the bill revises VA disability ratings for sleep apnea and tinnitus; expands eligibility for a memorial headstone or marker for the spouse, surviving spouse, child, or dependent of a veteran or member of the Armed Forces; addresses the administration of the VCCP and codifies the eligibility standards; establishes a standardized screening process for priority or routine admission to certain mental health care programs; and addresses VA personnel, hiring, and infrastructure matters.

Fostering the Use of Technology to Uphold Regulatory Effectiveness in Supervision Act This bill requires specified federal financial agencies to assess their technological capabilities and procurement practices. Specifically, agencies (the Federal Reserve Board, the Consumer Financial Protection Bureau, the Federal Deposit Insurance Corporation, the Department of the Treasury, the Office of the Comptroller of the Currency, the Financial Crimes Enforcement Network, the Federal Housing Finance Agency, and the National Credit Union Administration) must assess the technology used by the agency and its capabilities to conduct real-time supervisory assessments of entities over which the agency has supervisory authority. Additionally, the agencies must assess the applicable procurement rules and protocols when acquiring or developing new technological systems and identify any opportunities to streamline these procedures. Every five years, these agencies must report to specified congressional committees. Among other topics, the report must contain an overview of the technology used in supervisory assessments and any anticipated upgrades, a description of procurement practices, an overview of the agency’s technology development workforce, and details regarding data sharing procedures.

21st Century ROAD to Housing Act

Housing for the 21st Century Act This bill revises federal housing programs, including by expanding available financing for affordable housing and providing grants for planning and community development activities. For example, the bill increases the statutory maximum loan limits for mortgage insurance programs administered by the Federal Housing Administration for multifamily homes and requires the use of a more specific inflation index for such loans. The bill also increases the maximum eligible income for the Department of Housing and Urban Development's (HUD's) HOME Investment Partnerships Program (grants to states and localities to support housing for low-income households) and establishes a grant program to assist regional, state, and local entities with strategies to support affordable housing. In addition, the bill exempts certain housing-related activities from the environmental review process, including certain construction, improvement, or rehabilitation of residential buildings; excludes veterans' disability benefits from being considered as income for purposes of determining eligibility for the Veterans Affairs Supportive Housing (VASH) program; establishes a pilot program to provide grants to public housing agencies (PHAs) and other owners of federally assisted housing to test the efficacy of temperature sensors to support compliance with temperature requirements; eliminates the requirement that manufactured homes must be constructed with a permanent chassis; and authorizes HUD to conduct performance reviews of organizations that provide housing counseling services. The bill also expands oversight of HUD and PHAs, such as by requiring PHAs to post information about contracts on their websites. For more information about this bill, see CRS Report  R48849 .
