Provides that the applicable percentage of GNP shall be 23 percent, 22 percent, 21 percent, and 20 percent for the first, second, third, and each subsequent fiscal year, respectively, to which this article applies. Permits the Congress to supersede such prohibition and provide for a specific excess of outlays only by passing, by a two-thirds vote of each House, a bill which becomes law. Directs the President, before each fiscal year, to transmit to the Congress a proposed statement of receipts and outlays for such year consistent with this article. Prohibits total receipts for any fiscal year as set forth in an adopted statement from increasing, except as a result of an increase in national income, unless a bill providing for specific additional receipts is passed by a two-thirds vote of each House of Congress and such bill becomes law. Permits the Congress to waive this article for any fiscal year for which a declaration of war is in effect.

Bicentennial of the Constitution Coins and Medals Act - Title I: Bicentennial of the United States Constitution Commemorative Coins - Directs the Secretary of the Treasury to issue a specified number of five dollar gold coins and one dollar silver coins emblematic of the Bicentennial of the U.S. Constitution. Sets forth certain features of such coins and provides for their sale and issuance. Terminates the minting of such coins after December 31, 1987. Requires the Secretary to deposit in the Treasury all surcharges received from sale of such coins, to be used to reduce the national debt. Title II: Bicentennial of the United States Constitution Commemorative Medals - Directs the Secretary to strike and deliver to the Commission on the Bicentennial of the United States Constitution a specified number of gold, silver, and bronze medals commemorating the Bicentennial. Authorizes the Commission to dispose of such medals at a premium. Terminates the striking of such medals after December 31, 1987.

Directs the Librarian of Congress to establish, for this same period of time, a room in the Library of Congress containing information on the history of democracy. Directs the Commission to make recommendation to the Congress on: (1) which of the exhibits and facilities should continue beyond 1997; (2) their permanent location; and (3) potential sources of financial support for these exhibits and facilities and for a permanent building to house Democracy Hall after 1997.
