Summary

Persian Gulf War Cost-Sharing Resolution - Requires the President to impose additional duties on the imports of any of the following countries that fails to enter into, by July 1, 1991, or fails to comply with, a Gulf War mandatory cost-sharing agreement with the United States: (1) Japan; (2) Germany; (3) Saudi Arabia; and (4) Kuwait. Requires the President to consult with any other countries about entering into similar agreements if he determines a contribution from such a country is justified. Provides for termination or suspension of such duties and the determination of a country's contribution. Directs the President to submit to the Congress a report containing a description of each agreement. Requires the Congressional Budget Office to: (1) determine, and revise from time to time, U.S. Gulf War costs; and (2) make such determinations and revisions available to the Congress and the executive branch.
