Summary

Amends the Legislative Branch Appropriations Act, 1991 to revise the formula for the official mail allowance for Members of the House of Representatives (thereby reducing the amount allowed) for the second session of the 104th Congress, the first session of the 105th Congress, and each session thereafter. Requires any unobligated funds remaining in a Member's official mail allowance at the end of the period of time for which they are available for obligation to be deposited into the Treasury and applied toward reducing the Federal budget deficit.
