To require the Secretary of Defense to plan and carry out pilot projects to test various "best business practices" for defense inventory management.

Summary

Directs the Secretary of Defense to conduct pilot projects to test various techniques to improve defense inventory management. Directs the Secretary to: (1) develop a plan for carrying out such projects; (2) provide the Comptroller General with access to plan development information; (3) submit the developed plan to specified congressional committees; and (4) provide such committees with a progress report six months after the pilot projects begin. Directs the Comptroller General to transmit to such committees an assessment of the plan and appropriate recommendations.
