Earmarks 25 percent of such funds for programs of U.S.-based, citizen-supported, private voluntary organizations that implement community-based programs. Limits certain funds under the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2000 for population planning activities or other population assistance, including all programs and activities designed to control fertility or to reduce or delay childbirths or pregnancies.
