Summary
Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act to: (1) increase the exclusion limit on the net worth of a microenterprise for purposes of AFDC eligibility; (2) require that caseworkers advise AFDC recipients of the option to begin a microenterprise; (3) add definitions of "microenterprise" and "net profits" to the list of definitions under such part; (4) include microenterprise training and activities in the JOBS program; and (5) mandate adjustment of performance standards for microenterprises to take account of time required for their establishment. Requires a Health and Human Services study to identify administrative barriers to development of microenterprises among interested AFDC recipients.
