Makes the Under Secretary for Health responsible for the Public Health Service, the Health Care Financing Administration, and the Office of Assistant Secretary for Health. Makes the Under Secretary for Human Services responsible for the Social Security Administration, the Office of Human Development Services, and the Office of Community Services.
