Summary
Amends the Small Business Investment Act of 1958 to prohibit the Small Business Administration (SBA) from refusing to guarantee payment for financing of pollution control facilities or property when such property is acquired with proceeds from tax-exempt industrial revenue bonds. Makes the SBA's authority to make such guarantees subject only to the existence of qualified guarantee applications of eligible small businesses. (Currently, the SBA is authorized to guarantee payment for small businesses in such cases.)
