Rural Hospital Access and Improvement Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act to extend the authorization for appropriations through FY 2007 for rural hospital flexibility grants with respect to rural health care plans, rural health networks, critical access hospitals, rural emergency medical services, and assistance to eligible small rural hospitals in meeting the costs of implementing Medicare-required data systems.
