Summary
Supports the goals and ideals of the Day of Silence (during which students vow to remain silent to bring attention to the harassment and discrimination faced by lesbian, gay, bisexual, and transgender people in schools). Requests that the President issue a proclamation calling for observation of April 9, 2003, as such Day. Encourages each city and State to adopt laws, and each school district to adopt policies, to prohibit such discrimination and harassment.
