Leistungsgerechte Ausstattung der Länder und Aufgabenträger mit Regionalisierungsmitteln zur Erfüllung der Revisionsklausel im Zuge der Bahnreform ab 2015: Anpassung des Ausgangsbetrags an den Bedarf auf 8,5 Mrd Euro, Erhöhung der jährlichen Dynamisierungsrate auf 2 Prozent aufgrund von Preissteigerungen bei Personal und Energie sowie Stations- und Trassenpreisen, Verteilung der Mittel zwischen den Ländern mit Hilfe eines Zielschlüssels, Ausgleich der Belastungsänderungen, Vereinbarung einer weiteren Revision für 2026 bzgl.
