Summary
<b>Europäische Impulse:</b> Empfehlungen in der Europäischen Gemeinschaft und der Internationalen Energie-Agentur <br><br><b>Inhalt:</b> Verbesserung der Vorsorge in der Erdölversorgung gegen Lieferausfälle: Erhöhung der Vorratspflicht des Erdölbevorratungsverbandes gem. § 3 Abs.1 um 15 auf 80 Tage der durchschnittlichen Vorjahresherstellung und -importe; Absenkung der Vorratspflicht der Raffinerien gem. § 25 Abs.1 um zehn auf 15 Tage der durchschnittlichen Vorjahresherstellung; damit Erhöhung der Gesamtreichweite der Vorräte um zehn auf rd. 90 Tage; qualitative und quantitative Einschränkung der Möglichkeit des Verbandes nach § 5 Abs.2 und 3, auf seine Vorratspflicht Bestände anrechnen zu können, die Dritte für ihn halten. Das Gesetz hat keine Kostenauswirkungen. <br><br><b>Änderungen aufgrund der Ausschußempfehlung:</b> Anwendung der §§ 197ff BGB auf die Verjährung der Beitragsforderungen und Ersatzansprüche des Erdölbevorratungsverbandes. <br><br><b>Nebenschlagwörter:</b> Erdölbevorratungsverband/Erhöhung der Vorratspflicht * Raffinerie/ Absenkung der Vorratspflicht * Mineralölvorrat/Erhöhung der Vorratspflicht
