März 1993 unterzeichneten Rechtsakts: Ermächtigung des Rats der Gouverneure der Europäischen Investitionsbank zur Errichtung eines Europäischen Investitionsfonds mit eigener Rechtspersönlichkeit und finanzieller Autonomie, Festlegung von Zielen, Aufbau, Kapital, Mitgliedschaft und Prüfungsverfahren durch den Rat der Gouverneure (von den Mitgliedstaaten benannte Minister); Aufgabe des Fonds: Finanzierung transeuropäischer Netze im Bereich des Verkehrs, der Telekommunikation und der Energie sowie Förderung kleiner und mittlerer Unternehmen; Entwurf einer Satzung des Fonds im Anhang. Es entstehen keine unmittelbaren Kosten.
