Summary

Verstärkte Ausrichtung der Förderung auf die Minderung von Treibhausgasemissionen ab dem Jahr 2015, mögliche Forderung nach Einhaltung von Nachhaltigkeitskriterien als Voraussetzung für die Anerkennung von Biokraftstoffen; weitere Umsetzung der EU-Richtlinie 2003/30/EG; Änderung und Einfügung versch. §§ sowie Anfügung Anlage 2 Bundes-Immissionsschutzgesetz, Änderung § 50 und Einfügung § 66a Energiesteuergesetz sowie Änderung der Anlage zum Erneuerbare-Energien-Wärmegesetz; Verordnungsermächtigung Für den Bundeshaushalt ergeben sich Steuermindereinnahmen von 193 Mio. Euro (2009) bis 22 Mio. Euro (2011). Beschlussempfehlung des Ausschusses: Wegfall der Anlage 2 Bundes-Immissionsschutzgesetz zur Anrechnung von Biomethan, daraus folgende sowie weitere redaktionelle Änderungen und Klarstellungen; Annahme einer Entschließung: Maßnahmen zur Sicherstellung verbindlicher Nachhaltigkeitsstandards bei Herstellung, Lieferung und Verwendung vom Biokraftstoffen und Vermeidung unerwünschter Effekte auf Naturhaushalt, Klima und soziale Belange, schnellstmögliche Vorlage einer entsprechenden Rechtsverordnung; Parlamentsvorbehalt Bezug: Energie- und Klimapolitische Ziele der Bundesregierung Europäische Impulse: Richtlinie 2003/30/EG des Europäischen Parlaments und des Rates vom 8. Mai 2003 zur Förderung der Verwendung von Biokraftstoffen oder anderen erneuerbaren Kraftstoffen im Verkehrssektor (ABl. EG Nr. L 123, 17.05.2003, S. 42)
