Zusammenführung der Aufgaben der bisherigen Mittelbehörden der Zollverwaltung sowie der nicht zum unmittelbaren ministeriellen Kernbereich gehörenden Aufgaben der Zoll- und Verbrauchsteuerabteilung des BMF in einer neu einzurichtenden Generalzolldirektion als Oberbehörde mit Sitz in Bonn, Erhalt des Zollkriminalamts und des Bildungs- und Wissenschaftszentrums der Bundesfinanzverwaltung als organisatorisch eingegliederte funktionale Einheiten, Gewährleistung der besonderen Stellung des Fachbereichs Finanzen der Hochschule des Bundes für öffentliche Verwaltung;<br /> Änderung von 22 Gesetzen und 18 Rechtsverordnungen; Verordnungsermächtigung<br /> <br /> <strong>Beschlussempfehlung des Ausschusses:</strong> Umsetzung zwingender unionsrechtlicher Vorgaben für die Einführung von Veröffentlichungs-, Informations- und Transparenzpflichten für als staatliche Beihilfen anzusehende Energie- und Stromsteuerbegünstigungen sowie bei der Packungsgröße von Zigarettenpackungen;<br /> Änderung § 66 Energiesteuergesetz, § 11 Stromsteuergesetz und § 25 Tabaksteuergesetz<br /> <br /> Bezug: Verordnung (EU) Nr. 651/2014 vom 17. Juni 2014 zur Feststellung der Vereinbarkeit bestimmter Gruppen von Beihilfen mit dem Binnenmarkt in Anwendung der Artikel 107 und 108 AEU-Vertrag (Allgemeine Gruppenfreistellungsverordnung &ndash; AGVO) (ABl. L 187, 26.06. 2014, S. 1) ; Leitlinien für staatliche Umweltschutz- und Energiebeihilfen 2014-2020 (2014/C 200/01) (Umweltschutz- und Energiebeihilfeleitlinien &ndash; UEBLL) (ABl. C 200, 28.06.2014, S. 1) ; Richtlinie 2014/40/EU vom 3.
