Summary
Durch den beschleunigten Umbau der Elektrizitätsversorgung zu einem dezentralen System mit bidirektionalen Informations- und Stromflüssen erforderliche Maßnahmen: Vermeidung unverhältnismäßiger Kosten für Letztverbraucher, Erzeuger sowie Messstellen- bzw. Netzbetreiber bei der EU-rechtlich gebotenen Umstellung von 80 Prozent der Letztverbraucher auf intelligente Messsysteme ("Smart Metering"), technische Mindestanforderungen zur Maximierung des gesamtwirtschaftlichen Nutzens aus Energieeinsparungen und Lastverlagerungen sowie Gewährung von Datenschutz und Datensicherheit;<br /> Gesetz über den Messstellenbetrieb und die Datenkommunikation in intelligenten Energienetzen (<strong>Messstellenbetriebsgesetz</strong> – MsbG) als Art. 1 der Vorlage, Folgeänderungen in 2 Gesetzen und 10 Rechtsverordnungen; Verordnungsermächtigung<br /> <br /> Bezug: Dritte Binnenmarktrichtlinien Strom und Gas: Richtlinie 2009/72/EG vom 13. Juli 2009 über gemeinsame Vorschriften für den Elektrizitätsbinnenmarkt und zur Aufhebung der Richtlinie 2003/54/EG (ABl. L 211, 14.08.2009, S. 55) ; Richtlinie 2009/73/EG vom 13.
