Summary
Vereinfachung und Beschleunigung von Genehmigungsverfahren für Neubau, Verstärkung und Optimierung von Stromleitungen, insbes. durch bessere Verzahnung verschiedener Planungsschritte und Planungsebenen von Bedarfsermittlung zu Planfeststellung und Bau bei weiterhin umfassender Einbeziehung der Öffentlichkeit und Erhalt des hohen Schutz- und Versorgungsniveaus, Vereinheitlichung und Verrechtlichung der Entschädigungen für vom Netzausbau betroffene Grundeigentümer, weitere Regelungen zu Stromnetzen, insbes. betr. Einspeisemanagement und Redispatch bei Netzengpässen;<br /> Änderung von 9 Gesetzen und 11 Rechtsverordnungen; Verordnungsermächtigung<br /> <br /> <strong>Beschlussempfehlung des Ausschusses:</strong> zahlreiche redaktionelle Anpassungen und Korrekturen, Klarstellungen sowie Änderungen betr. Kooperationspflicht für Netzbetreiber, Betriebssicherheit und Stabilität des Übertragungsnetzes, Netzengpassmanagement, Bauplanungsverfahren, Behörden- und Öffentlichkeitsbeteiligung, Leerrohrverlegung, Standortsuche für Umspannwerke, Netzverknüpfungspunkte, Testfelder u.a.; Annahme einer Entschließung betr. weitere gesetzesbegleitende Handlungsmöglichkeiten sowie Prüfbedarf im Energierecht: Aufbau eines Internet-Artenschutzportals zum Schutzstatus von Gebieten mit geschützten Tier- und Pflanzenarten, Prüfung der Rahmenbedingungen für Photovoltaikanlagen, Neuregelung der EEG-Umlage auf selbst genutzten Strom aus KWK-Anlagen; Konsequenzen aus der EuGH-Entscheidung zur Vereinbarkeit der EEG-Förderung mit dem EU-Beihilferecht;<br /> Änderung weiterer 2 Gesetze und 2 Rechtsverordnungen
