Summary
Entwicklung einer nationalen Wasserstoffinfrastruktur zwecks Dekarbonisierung insbes. der Wirtschaftssektoren mit den höchsten Treibhausgasemissionen, Anbindung von Wasserstoffverbrauchern, -erzeugern und -speichern über Wasserstoff-Kernnetz hinaus zum Aufbau eines flächendeckenden Wasserstoffnetzes, Etablierung einer fortlaufenden integrierten Netzentwicklungsplanung für Wasserstoff und Gas ab dem Jahr 2025, Errichtung einer datenbankgestützten Koordinierungsstelle der Fernleitungsnetz- und Wasserstofftransportnetzbetreiber zwecks bundeseinheitlich modellierter Entwurfvorlage an Regulierungsbehörde, Veröffentlichung des Netzentwicklungsplanentwurfs, Öffentlichkeitsbeteiligung und Berichterstattung, Ermöglichung eines vollständig aus Netzentgelten finanzierten und auf privatwirtschaftlichen Investitionen beruhenden Wasserstoff-Kernnetzes, Umgehung des Amortisationsrisikos in der Hochlaufphase durch Schaffung eines Amortisationskontos mit subsidiärer Absicherung durch den Bund, Festlegungskompetenz für Bundesnetzagentur zur Erstellung des Präventionsplans Gas;<br /> Einfügung und Änderung versch. §§ Energiewirtschaftsgesetz; Verordnungsermächtigung<br /> <br /> <strong>Beschlussempfehlung des Ausschusses: </strong>Titeländerung (eingebracht als: Drittes Gesetz zur Änderung des Energiewirtschaftsgesetzes); Änderungen der Regelungen zur kontoführenden Stelle und zum Amortisationskonto, Verlagerung des Insolvenzrisikos von Kernnetz-Betreibern auf Bundesrepublik Deutschland, Ermöglichung zeitlicher Flexibilät für Hochlauf des Kernnetzes, Verankerung einer größeren Systementwicklungsstrategie, Verpflichtung der Bundesnetzagentur zur Anhörung unabhängiger Gutachter bei Genehmigung der Netzentwicklungsplanung, Verzicht auf Umsetzungsbericht;<br /> Erneute und zusätzliche Änderung sowie Einfügung versch. §§ Energiewirtschaftsgesetz
