Summary
Eelnõuga nähakse ette teadusnõuniku ametikoht iga ministri alluvuses ja Riigikantseleis. Seletuskirjas märgitakse, et enamikus ministeeriumides ja Riigikantseleis on teadusnõunikud juba tööle võetud, millest nähtuvalt saab kinnitada, et tegu on Eesti edulooga. Siiski ei ole neid ametikohti seni seadusega ette nähtud ega reguleeritud. Eelnõu eesmärk on tagada seadusega nende ametikohtade järjepidevus, teadusnõuniku pädevus teadus või arendustöös ning ühtlustada sellekohased nõuded, samuti tagada, et teadusnõunikud valib avaliku konkursi teel pädev ja mittepoliitiline sihtasutus (Eesti Teadusagentuur) selleks moodustatud komisjoni kaudu, s.o teaduskogukond, mitte poliitilised jõud.
