Summary
Eelnõu näeb ette kehtestada spordiseaduses olümpiavõitja riikliku toetuse valem, mis arvestab elukalliduse muutumisega ajas. Eelnõu sisuks on olümpiavõitjate riikliku toetuse koefitsiendi sidumine Statistikaameti andmetel arvestatud eelneva aasta keskmise palgaga. Arvestades eeltoodut kehtestatakse olümpiavõitja riikliku toetuse määraks 1,3-kordne keskmine brutokuupalk, mida Statistikaameti andmetel maksti Eestis toetuse maksmisele eelneval aastal. Kehtima jääb põhimõte, et toetuse uus määr ei või olla väiksem kehtivast määrast. Täiendavalt kehtestatakse paraolümpiavõitja toetuse määraks 0,65-kordne eelneva aasta kolmanda kvartali keskmine brutokuupalk. Seletuskirjas märgitakse, et alates spordiseaduse vastuvõtmisest on olümpiavõitja toetuse määr püsinud algsega samal tasemel. Toetuse kehtima hakkamisel oli olümpiavõitja riiklik toetus ligikaudu poolteisekordse Eesti keskmise kuupalga suurune. Tänaseks on toetuse määr langenud Eesti keskmisest kuutöötasust tunduvalt madalamale. Olümpiavõitja riikliku toetuse eesmärgiks on nendele inimestele sotsiaalse lisatagatise loomine, kes on toonud kõrge sportliku saavutusega Eestile tuntust ning ühiskonnale palju positiivseid emotsioone.
