Summary
Eelnõust lähtuvalt peavad kõik ajateenistusse asuvad kutsealused oskama alates 2027. aasta algusest vähemalt B1-tasemel eesti keelt. Kui kutsealune ei ole haridust omandanud eesti keeles või tema keeleoskust ei ole võimalik andmekogude põhjal tuvastada, peab ta tegema kohustuslikus korras B1-keeletaseme eksami. Eelnõu näeb ette, et kui kutsealune ei soorita B1-tasemel eksamit, peab ta läbima ühe aasta jooksul Integratsiooni Sihtasutuse korraldatava keelekursuse ning tegema eksami uuesti. Esmakordse keeleõppe läbimise eest tasub riik. Tasemeeksamile mitteilmumisel või keelekursustel mõjuva põhjuseta mitteosalemisel nähakse Kaitseressursside Ametile ette õigus rakendada kutsealuse suhtes kaitseväeteenistuse seaduse kohaseid haldussunnimeetmeid. Eelnõus sätestatud nõue on vajalik, et minimeerida keeleoskamatuse tõttu tekkida võivaid eluohtlikke olukordi, sest alla B1-tasemel eestikeele oskusega ajateenija ei suuda omandada relvade, laskemoona või lõhkeaine ohutusega seotud informatsiooni. Senine praktika on näidanud, et napi keeleoskusega ajateenija ei pruugi ka kogu sõjaväelise väljaõppe jaoks olulist materjali päriselt omandada, vaid osa sellest võib jääda mehaanilise, ilma tegeliku arusaamiseta päheõppimise tasemele. Puuduliku keeleoskusega ajateenija ei pruugi aru saada sõduri ellujäämiseks vajalikest suunistest ja käskudest.
