Summary
Eelnõuga kehtestatakse kohustuslik osutusmärk automaatse liiklusjärelevalve süsteemi kasutamise ala ees. Praegu puudub seadusest tulenev ühtne ja siduv kohustus teavitada liiklejaid automaatse liiklusjärelevalve süsteemi kasutamisega toimuvast kiirusemõõtmisest. See on viinud olukordadeni, kus kiirusemõõtmist tehakse varjatult, mis kahjustab õiglustunnet ja vähendab usaldust õiguskaitse vastu. Eelnõu eesmärk on tagada liiklusjärelevalve läbipaistvus, ennetav iseloom ja õiguspärasus. Kiirusemõõtmise peamine eesmärk ei ole karistamine, vaid liiklusohutuse parandamine ja õiguskuuleka käitumise soodustamine.
