Eelnõuga tehakse valitsusele ettepanek esitada 1. maiks 2025. aastaks tegevuskava, milliste allikate põhist ning milliste tootmisvõimsuste kasutamist soovib riik edendada ja milline roll on salvestamisel, hajatootmisel ja tarbimise juhtimisel, eesmärgiga tagada Eesti energiajulgeolek, elektri varustuskindlus ja konkurentsivõimeline hinnatase ettevõtetele ning jõukohane hind kodutarbijatele.
