Summary
Eelnõu kohaselt tehakse Riigikogu 5. aprilli 2017 otsuses ˮKliimapoliitika põhialused aastani 2050ˮ muudatused, mis näevad ette, et aastaks 2050 on Eesti konkurentsivõimeline, teadmistepõhise ühiskonna ja majandusega kliimaneutraalne riik, kus on tagatud kvaliteetne ja liigirikas elukeskkond ning valmisolek ja võime kliimamuutuste põhjustatud ebasoodsaid mõjusid vähendada ja positiivseid mõjusid parimal viisil ära kasutada. Samuti näeb muudatus ette, et Eesti pikaajaline siht on tasakaalustada kasvuhoonegaaside heide ja sidumine hiljemalt 2050. aastaks ning vähendada selleks ajaks kasvuhoonegaaside netoheide nullini. Seletuskirjas märgitakse, et põhialustega lepiti kokku Eesti kliimapoliitika pikaajalises visioonis, valdkondlikes ja kogu majandust hõlmavates poliitikasuundades, mis seavad selge teekonna aastani 2050 kliimamuutuste leevendamiseks ehk kasvuhoonegaaside heite vähendamiseks ning ühtlasi kliimamuutuste mõjudega kohanemiseks. Vahepealsed muudatused kliimapoliitikas ja selle eesmärkides nii ELis kui ka Eestis on põhjustanud vastuolu kehtivate kliimapoliitika põhialustega. Eelnõu eesmärk on viia põhialused kooskõlla ELis kokkulepitud kliimapoliitika eesmärkidega. Kehtivas põhialuste tekstis on kirjas, et Eesti pikaajaline siht on vähendada kasvuhoonegaaside heidet 2050. aastaks ligi 80 protsenti võrreldes 1990. aasta heitetasemega. Tänaseks on ELis ja Eestis astutud sammud, et saavutada aastaks 2050 kliimaneutraalne EL.
