L’article L. 2121‑2 du code général des collectivités territoriales est complété par un alinéa ainsi rédigé : « Lorsque le nombre de membres du conseil municipal ne peut être atteint, la commune concernée a pour obligation de se regrouper avec une commune limitrophe, créant de fait une commune nouvelle composée d’un seul conseil municipal. »
