I. – L’article 9‑3 du code de procédure pénale est ainsi modifié : 1° Les mots : « et assimilable à la force majeure » sont supprimés ; 2° Il est ajouté un alinéa ainsi rédigé : « L’obstacle de fait peut résulter de traumatismes psychiques de la victime. L’amnésie traumatique constitue un tel obstacle insurmontable. » II. – Les dispositions du I sont interprétatives.
