Summary
Mrs Marianne Maximi draws the attention of the Minister of the Interior to the prevention of risks linked to drug trafficking and consumption among children and young people. In his constituency of Clermont-Ferrand, as in many cities in the country, drug trafficking has taken on a worrying scale. In recent years, violent clashes between traffickers, sometimes with heavy weapons, have caused several deaths in public space and fueled a deep feeling of insecurity among the population. The consequences particularly affect young people: dropping out of school, recruitment of minors by drug dealing networks, early exposure to street violence, consumption and consequences in terms of health and mental health of young people. During her meetings with educational teams, the MP collected testimonies from teachers and school staff faced in particular with students leaving for deal points, or with a democratization of consumption. Distraught, these establishments insist on an observation that the MP shares: purely repressive approaches are not enough to stop the phenomenon. It appears essential to think of a global political response that combines security, social support and prevention. Far from the speeches stigmatizing which only presents the problem of drug consumption and trafficking in youth from the angle of delinquency, it is a question of putting in place public policies which give children and adolescents the means to project themselves outside of these networks: reinforced educational actions, support for families, prevention interventions in schools and associations, support for local communities and coordination with law enforcement. Thus, she asks him if he intends to present a national plan for the prevention of drug-related risks, coordinated between the ministries concerned, in order to prevent children from entering trafficking, reduce early consumption and guarantee young people real and emancipatory alternatives.
