Summary

Mr. Fabien Matras questions the Minister of State, Minister of Ecological and Inclusive Transition, on the conditions for deploying Linky meters. In order to better control consumption and fight against energy poverty, the previous majority adopted law no. 2015-992 of August 17, 2015 relating to the energy transition for green growth which provides for the installation of smart meters by 2021. This widespread deployment of Linky meters is a source of many concerns for users. In its opinion of December 2016 revised in June 2017, ANSES affirms that the rates of waves emitted by Linky meters are lower than the thresholds provided for by European and French health standards. However, she warns against the multiplication of the number of connected objects. Indeed, the exhibition of a single communicating object is very low but it combines with those already present in housing, and the rate of which is set to increase as part of the implementation of the digitalization of services and infrastructures, as well as smart cities. The uncertainties surrounding these questions take on particular relevance as the measurements previously carried out in private homes are based on G1 type meters, whereas those deployed since 2017 are type G3. In this regard, ANSES recommends the possibility of installing filters to prevent the propagation of CPL signals inside homes. He therefore asks whether the Government plans to study this possibility on the one hand, and whether it intends to set up an information mission or, once the deployment is complete, a report on the risks mentioned on the other hand.
