Summary

Mr. Aurélien Taché draws the attention of the Keeper of the Seals, Minister of Justice, to certain innovative measures to combat repeat offenses by perpetrators of violence against women. The President of the Republic is committed to making equality between women and men the great cause of the 2017-2022 five-year term. The majority has embraced this cause and initiated major projects: first in the fight against violence with the law against sexist and sexual violence, then in the fight for parity and professional equality at work with the law for the freedom to choose one's professional future and the interministerial plan for professional equality. Continuing efforts will ultimately make it possible to meet this collective demand of equality between women and men. This cause is still far from being achieved and we must continue to advance the law and mentalities. The fight against sexist and sexual violence is urgent. In the domestic sphere, sexist violence, always intolerable, can be lethal: in 2016, 123 women died at the hands of their partners, spouses, husbands, or one woman every three days. In Pontoise, the public prosecutor and the president of the high court wish to experiment (in partnership with the Security Systems Valley cluster) with an “electronic anti-reconciliation device”. The victim, if she expressly wishes to do so, has an electronic tool coupled with an electronic bracelet placed on the ankle of the perpetrator of the violence. The device warns the victim when their attacker approaches them by entering a security perimeter defined in advance and thus allows the victim to take shelter while waiting for the intervention of the police. It also allows law enforcement to prevent an attack in advance by geolocating the perpetrator of the violence. The electronic anti-reconciliation device has already been successfully tested elsewhere in the world and made it possible to put an end to repeat offenses in two years in Spain. In this context, he would like to know his opinion on this new system for preventing recidivism and knowing whether the ministry is considering experimenting with innovative tools in the fight against violence against women.
