Summary
Mr. Eric Liégeon draws the attention of the Minister of Culture to the consequences linked to the announced increase in postal rates and the persistent deterioration of press distribution in the territories. The agricultural and rural press plays an essential role in the transmission of knowledge, supporting transitions and vitalizing local democracy. It constitutes a common good, producing content. The press agricultural and rural will seek information as close as possible to the territories, farmers and local actors to distribute it where few national media wish to venture. However, to this day, these local media feel threatened. On the one hand, by the planned increase of 7% in postal delivery rates on January 1, 2026, while an agreement provided for a maximum increase of 2% per year until December 31, 2026. On the other hand, by the decline in the quality of distribution in many territories: delay in distribution, non-compliance with deadlines, etc. This dysfunction in distribution has direct repercussions for the press: significant losses of subscribers, increased complaints, financial losses to compensate advertisers whose advertisements become obsolete. The territorial press is thus doubly penalized: rising costs and declining service quality. At a time when citizens are seeking greater proximity, fighting against disinformation on social networks, it is unthinkable that the field media will be weakened. Thus, he would like to know what the Government intends to do to guarantee compliance with the commitments governing postal costs until 2027 and what measures it is considering to support the press of territories.
